JOB PURPOSE: The selected candidate will direct all solid waste residential collection services including garbage, recycling and yard waste. The Department of Solid Waste provides environmentally safe, time responsive, and cost-effective collection, disposal and recycling services for over 82,000 residential and commercial customers.


  • Coordinating all solid waste residential collection services including garbage, recycling and yard waste.

  • Managing the three core phases of residential collection including refuse, yard waste recycling, and blue bin recycling activities.

  • Reviewing and analyzing residential collection routes and data; designing and balancing routes for maximum efficiency.

  • Managing the residential recycling program; managing and coordinating amnesty collection days; implementing programs designed to heighten public awareness; assessing the performance of curb-side collection.

  • Analyzing and establishing new procedures for residential services.

  • Developing, evaluating, assigning, and overseeing personnel.

  • Overseeing equipment and other resources.

  • Developing and recommending suggestions to address problems, improve efficiency, and increase service levels.

  • Participating in the formulation and monitoring of the budget.

  • Preparing reports and correspondence.

  • Responding to customer inquiries and resolving customer complaints.

  • Performing related work as required.


  • Knowledge of solid waste collection, recycling and disposal practices;

  • Knowledge of occupational hazards of solid waste operations and safety practices and methods of promoting safety among solid waste staff;

  • Knowledge of current industry developments, literature and sources of information relating to the solid waste industry.

  • Knowledge of modern management practices and procedures; application of information technology to monitoring and analysis of activities.

  • Knowledge of the application of information technology to monitoring and analysis of activities.

  • Ability to plan, assign, direct, and coordinate the work of skilled and unskilled trades personnel in a manner that promotes full performance.

  • Ability to set clear objectives and measures to monitor process, progress and results.

  • Ability to develop a team environment.

  • Ability to establish and maintain effective working relationships with city employees and the general public.

  • Ability to handle persons in a calm and guiding manner and secure essential information from them pertaining to their requests, problems, or complaints; write and speak clearly in a variety of communications settings.

  • Skill in the research and analysis of data for preparation of recommendations.


Graduation from an accredited college or university with a bachelor’s degree in civil or sanitary engineering, business administration, environmental science, or a related field; and, five (5) years of experience in the supervision of solid waste collection and/or disposal activities; or an equivalent combination of training and experience.


Possession of a valid Florida driver’s license; a valid CDL class “B” may be required; SWANA certification required within nine (9) months of appointment.


Evaluation of training and experience. Drug testing is included in all pre-employment processing.
