JOB PURPOSE: The Solid Waste Administrative Chief will provide direct supervision and oversight to the Quality Control and IT, Audits & Contracts and Facilities Divisions. The selected candidate will perform tasks of a fiscal, budgetary, and personnel nature involving high level planning, forecasting, research, and analysis. This is an appointed position.
- Leading department efforts to study department business processes to determine the best methods for delivery of services.
- Conducting special studies including feasibility studies and cost proposals, negotiating with other City departments in joint projects and writing specifications for equipment and services.
- Planning, organizing, directing and reviewing all activities of the project management unit.
- Monitoring effectiveness of new programs and procedures instituted as a result of project studies.
- Directing the Audits & Contracts Supervisor in the monitoring of contracts and major changes to technology (ex. MSS, SRS, billing, etc) and their impact on Operations.
- Directing the Quality Control Supervisor in the monitoring of customer complaints and changes that affect department code enforcement and billing.
- Performing annual and multi-year financial projections, unit cost analysis, contract cost analysis and analysis of various other data and recommending courses of action and policy changes for cost efficient operation.
- Directing and managing accounting and coordinating preparation, submittal and monitoring of the department budget.
- Participating in services contract negotiations, evaluating and recommending bids.
- Reviewing purchases and expenditures for budget planning and adjustment purposes; monitoring inventory control, accounts payables and accounts receivables.
- Directing and coordinating customer service functions of the department, concentrating on problem areas and resolving customer issues regarding services, billing and credit.
- Coordinating office operations and conferring with division managers on staffing, budget, management information system needs, working with division managers in the design and implementation of improved customer service delivery.
- Reviewing professional literature, monitoring legislation, and investigating new developments and issues in the field of solid waste collection and disposal, finance and administration; collects, organizes and analyzes data.
- Directing and managing administrative, personnel and fiscal functions of the department; administering grievance policy and disciplinary action;
- Coordinating hiring and promotion processes at the department level.
- Ensuring compliance with state and federal agency requirements for licenses, certificates, notices, etc.
- Ensuring all municipal and department policy and procedure manuals are current.
- Ensuring all departmental organizational charts and staffing levels are current.
- Performing other related work as required.
DESIRED KNOWLEDGES, SKILLS AND ABILITIES:
- Extensive knowledge of customer accounts management; modern office practices, procedures and equipment.
- Considerable knowledge of modern accounting principles and practices.
- Knowledge of application of information technology to accounting systems and financial analysis.
- Knowledge of modern management practices and procedures.
- Knowledge of methods and problems of budget formulation and control.
- Ability to plan, assign, direct and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance.

- Ability to establish and maintain effective working relationships with city officials, employees, vendors, contractor and the general public.

SUGGESTED MINIMUM REQUIREMENTS: Graduation from an accredited college or university with a bachelorís degree, preferably a masterís degree, in accounting, finance, business or public administration or a related field and six (6) years of progressively responsible experience in administrative support, personnel, finance, accounting or budgeting at the supervisory or management level and preferably including six (6) months experience in solid waste programs, or an equivalent combination of training and experience.
LICENSES OR CERTIFICATES: Possession of a valid Florida driverís license may be required.
EXAMINATION: Evaluation of training and experience. Drug testing is included in all pre-employment processing.
