JOB PURPOSE: The selected candidate will be responsible for performing various responsible technical transportation engineering assignments to include conducting investigations and recommending solutions to traffic flow and control problems.


  • Conducting investigations and recommends solutions to variety of traffic flow and control problems.

  • Collecting, assembling, and analyzing technical traffic flow and control data.

  • Conducting signal warrants studies to determine needs and priorities in traffic signal installations.

  • Reviewing temporary traffic control plans submitted with right-of-way use permits.

  • Inspecting temporary traffic control plans in the field and verifying plans are implemented according to the approved plans.

  • Monitoring and inspecting all work in the right-of-way for valid permits.

  • Documenting illegal activities (including names, types of violations and their addresses) in the rights-of-way and sending written notices to the violators.

  • Investigating concerns from citizens and other city departments.

  • Designing and reviewing temporary traffic control plans for the other departments' capital improvement projects.

  • Attending meetings with local utilities and providing guidance on developing temporary traffic control and detour plans.

  • Assisting in inputting right-of-way permit applications into the permit database manager.

  • Assisting in the distribution of all right-of-way use permits; which includes scanning and copying all documents (permit applications, construction plans, certificates of liability insurance, transportation traffic control plans, agreements), mailing the approved permits to contractors or developers and filing the permit documents (time sensitive).

  • Assisting and guiding the public in obtaining all the required forms/documents for the various permits.

  • Preparing responses (letters and emails) to citizens and other departments and external agencies.

  • Scheduling maintenance of traffic training for the Traffic Engineering Section staff and maintaining certification information.

  • Performing related work as required.


  • Knowledge of the manual of uniform traffic control devices; signals, signs, and markings and their proper applications and usage.

  • Knowledge of work hazards and applicable safety precautions; municipal rules, regulations, and ordinances relating to traffic flow and control.

  • Knowledge of basic drafting techniques including standardized drawing techniques.

  • Knowledge of charting and graphing procedures and practices.

  • Ability to make mathematical computations using standardized formulas.

  • Ability to understand and follow oral and written instructions/standardized procedures.

  • Ability to read and interpret engineering plans and specifications.

  • Ability to prepare oral and written reports and maintain accurate records.

  • Ability to act in a lead capacity and direct the activities of others.

  • Ability to establish and maintain effective working relationships with other employees, officials, and the general public.

  • Skill in the use and care of traffic data gathering and measuring equipment.


Graduation from an accredited high school and completion of one year of college level coursework in engineering, mathematics, computers, or science or related subjects with three (3) years experience in data analysis, computers, or engineering with Windows or Windows 3.1 experience; or an equivalent combination of training and experience.

LICENSES OR CERTIFICATES: Possession of a valid Florida driverís license.


Written test. 2 hours. Non-programmable, scientific calculators are provided by the Employment Services Office.

Drug testing is included in all pre-employment processing.
