JOB PURPOSE: The selected candidate will perform responsible technical work involving procurement activities in support of the Purchasing Department.


  • Preparing and processing Bid/RFP, addenda documents, resolutions and contracts/agreements.

  • Maintaining accurate records of all procurement related activities, including vendor files and BOTs (Budget Office Transmittals).

  • Checking call-in logs and mailing Bid packages as required.

  • Mailing vendor applications or directs vendors to website as needed.

  • Preparing weekly Bid Schedules.

  • Preparing and submitting advertising, confirming publication of ads;

  • Placing copies of legal ads in bid files.

  • Recording and maintaining security and receipt of Bids/RFPs.

  • Acting as liaison to Legal Department, City Clerk, Budget (for BOTs), and Mayor’s Office.

  • Performing special projects and researching tasks as assigned.

  • Performing related work as required.


  • Knowledge of Microsoft Word, Excel and Access.

  • Knowledge of procurement principles and practices.

  • Knowledge of procurement policies and procedures and the ability to apply this knowledge.

  • Knowledge of legal requirements, rules, and regulations pertinent to a municipal purchasing.

  • Knowledge of standard office practices and procedures.

  • Knowledge of municipal organizations, programs and policies.

  • Ability to understand and follow complex oral and written instructions.

  • Ability to work independently and complete activities assigned.

  • Ability to establish and maintain effective working relationships with other employees and the public.

  • Ability to detect errors, maintain accurate records.

  • Ability to conduct research of files and records, and prepare reports.

  • Ability to perform basic mathematical calculations.

  • Skill in public relations and interpersonal relations.


    High-school graduation, supplemented by course work in business administration or a related field, and one (1) year experience in purchasing or a related field; or an equivalent combination of training and experience.


    Extensive use of word processing systems, spreadsheet, database and presentation programs, i.e. Word, Excel, Access, PowerPoint. Microsoft Office Specialist Certification preferred.


    Evaluation of training and experience. Drug testing is included in all pre-employment processing.
