10:59:49 What I am asking for here, I have two daughters and my wife,
10:59:53 and we live in this home, and my two restrooms at my house
10:59:57 face where they want to put a six-foot privacy fence as you
11:00:02 see right here on the location which is where on their
11:00:06 drawing the parking is going to be.
11:00:07 I would like to see like they did across the street when
11:00:10 they built the business and they put an 8-foot concrete wall
11:00:13 which would give me more privacy is what I am asking for.
11:00:25 And I actually represent the neighbors who couldn't attend
11:00:27 with all their small children who play in the neighborhood.
11:00:30 They should have a driveway in and out off of Dale Mabry.
11:00:34 And what they are proposing to do is to put it onto San
11:00:38 Pedro, the side street, which would again endanger the
11:00:41 children that we have playing together in the neighborhood.

11:00:59 street, kind of catty-corner to the property.
11:01:02 We have been in our house for about 15 years and we had the
11:01:05 opportunity to go through a rezoning similar to this where
11:01:08 it's asking for special development about 15 years ago, 14
11:01:12 years ago.
11:01:12 I'm not opposed to them rezoning the property.
11:01:15 I understand.
11:01:18 I'm happy that they are complying with the feel and look of
11:01:21 the neighborhood.
11:01:22 What I am concerned about is I have three small children
11:01:25 that play in the street, play on this block.
11:01:29 Our corner of our block at Sterling and San Pedro, there's
11:01:32 approximately 16 children gathered during the school year to
11:01:35 wait for the bus every morning.
11:01:38 The concern being that the traffic flow onto my street being
11:01:42 increased by allowing entrance onto San Pedro to this
11:01:47 property, commercial property.
11:01:49 I understand it's also being asked for reduced parking
11:01:53 spaces in this particular commercial property which is going
11:01:59 to potentially increase parking or allow for parking in our
11:02:03 residential streets.
11:02:07 I ask you take these things into consideration when you are
11:02:10 approving it.

11:02:13 >> My name is Phil Sloshnagle, 3715 San Pedro street, again
11:02:23 diagonal to the property being spoken of here.
11:02:28 Last month I had three issues.
11:02:29 One was the signage.
11:02:30 We directly eliminated signage on the north side of the
11:02:34 property but I also would like to require that no electronic
11:02:39 signage be implemented or installed at the property.
11:02:42 The second one, Mr. Miranda, you were 15 years ago up there
11:02:48 on the property immediately next door when the property was
11:02:50 rezoned from RS-50 to PD.
11:02:54 That's operated as a small residential office since then
11:02:56 with ingress and egress from Dale Mabry.
11:02:59 It's very similar to what is going on here.
11:03:03 So again I would ask that vehicular access from San Pedro be
11:03:08 eliminated, that ingress and egress be from Dale Mabry.
11:03:13 The third one, Mr. Odom spoke about, was the wall.
11:03:17 Again, initially, you know, proposed that we have 6-foot
11:03:24 walls on our property, an 8-foot wall you can see provides a
11:03:30 good screen, privacy screen, looking out of our bathroom
11:03:35 window here.
11:03:37 So again, on Mr. Odom's behalf I would ask that be increased
11:03:44 from 6-foot to 8-foot which was done probably 15 years ago.
11:03:49 The final thing, this is what the property looked like last
11:03:55 fall.
11:03:56 You can see a lot of the trees.
11:03:58 When the current property owner purchased the property in
11:04:02 November of 2014, a lot of these trees were taken out, and I
11:04:06 don't believe they were permitted.
11:04:10 You can see how much of the tree is gone.
11:04:13 In the tree table that was submitted on the application, I
11:04:16 would request that an inventory be taken of the trees that
11:04:20 were cut down, that they be incorporated into the tree
11:04:25 table, so those trees can be replaced with new trees.

11:04:45 I would like to say that the applicant here -- and I have --
11:04:49 I'm just saying these people have rezoned property in the
11:04:52 past.
11:04:53 This gentleman has a right to rezone the property.
11:04:57 The degree of cost feasibility from a block wall to a 6-foot
11:05:06 privacy fence is astronomical so I would ask that you
11:05:11 consider this gentleman's application.
11:05:12 These other people have rezoned and living on the fruits of
11:05:15 their rezoning and their approval.
11:05:17 So this applicant here with a 6-foot wood fence, and if you
11:05:23 go through Tampa, most businesses have an arterial road that
11:05:28 comes through a neighborhood.
11:05:29 So I firmly support this request, and I know that this
11:05:32 applicant will do everything that they can to beautify the
11:05:34 City of Tampa and make it the great city that it is.

11:06:09 And, also, if you have ingress and egress on Dale Mabry, now
11:06:15 you have a problem backing onto Dale Mabry.
11:06:19 There's only going to be one or two people in this type of
11:06:22 business.
11:06:22 They are going to come up San Pedro, pull in and go back out
11:06:26 on Dale Mabry.
11:06:27 They aren't going to impact that neighborhood, that street,
11:06:32 half the distance to the property.
11:06:33 They won't pass their own property line as far as impacting
11:06:36 the neighborhood.
11:06:37 I don't think it will be an issue.
11:06:40 If we did you would have to have a 24-inch sidewalk.
11:06:50 They wouldn't have any parking at all.
11:07:04 The trees, they are well aware of the trees, and this has
11:07:15 been happening on the present own her, my client, several
11:07:19 houses were built, and my client didn't do that.
11:07:24 We are going to take care of it.
11:07:28 The owner takes care of any problems.
11:07:31 I inherited problems of whatever the property had before.
11:07:35 He's going to take care of that.
11:07:36 The height of the fence, there's a PVC fence.
11:07:40 It was done there, and we have to do it as part of the root
11:07:45 system, a lot of big trees on-site.
11:07:47 The block wall on the other side like I mentioned was the
11:07:50 deal breaker.
11:07:51 My client will do an 8-foot wall.
11:07:54 It's a lot of money just for feel-good.

11:08:11 Is that on the site plan now?

11:10:57 We are talking about an 8-foot PVC.

11:18:30 being done in Tampa Heights, the Riverwalk and the graffiti
11:18:38 wall.
11:18:39 And one of the things I would want most to make is the
11:18:43 graffiti wall should honor admiral Collins because he was on
11:18:48 his way to a rowing practice.
11:18:50 Now, the thing is that -- the question is that should be
11:18:55 considered --

11:19:36 retarding this good direction that Tampa is moving with,
11:19:39 with respect to its appreciation of waterfront.
11:19:44 So this is the only thing I am trying to inject is this, is
11:19:51 that -- is that -- well, for one thing, the public -- the
11:19:57 public input was changed, and it was said it would be
11:20:03 restored but I don't see any point at which it could be
11:20:05 restored.

11:23:34 What we are asking is that at least the NAACP, we have been
11:23:42 looking to having the minority business ordinance be
11:23:44 included in the development agreement with the City of
11:23:46 Tampa.
11:23:47 This is a development agreement because the city -- if you
11:23:52 have a development agreement that we have been asking for,
11:23:56 unless required by Florida statutes.
11:23:57 So we have asked Mr. Gregory Hart and the minority business
11:24:02 manager to tell us whether or not development agreement, the
11:24:09 ones coming from CRA, CDBG, and local development agreements
11:24:13 like this, if they are included in the WMBE ordinance as
11:24:17 part of the requirement.
11:24:18 And I am not sure that this was done, but we have asked the
11:24:21 question.

11:24:24 You don't have to do it now beings but we are going to be
11:24:26 looking at whether development agreements that are in the

11:26:08 And I am here to support the establishment of the CRA for
11:26:11 the West Tampa community.
11:26:13 We spent a considerable amount of time the past 30 minutes
11:26:19 or so discussing the benefits of the plan as well and we all
11:26:21 know what enhancement this plan will have for our community.
11:26:25 And I urge you to support this plan.

11:26:32 >> My name is Michael Randolph.
11:26:50 And I'm with the West Tampa Community Development
11:26:52 Corporation.
11:26:55 I sit as the economic development director there.
11:27:00 Back to the comp plan.
11:27:02 We want to talk about how do we fund this particular CRA as
11:27:07 well as the CDC plan, and I want to talk about three
11:27:13 components.
11:27:14 One component is government, which gives subsidies, and
11:27:19 bring people in.
11:27:21 Another component funding part, if the nonprofits that West
11:27:26 Tampa CDC, and a lot of money is out there that government
11:27:33 can go forward, CDC can go forward to bring it down to West
11:27:39 Tampa.
11:27:39 Just to give a couple of examples of that.
11:27:41 If the 800 that you that comes out every year for X number
11:27:46 of developments, only community.
11:27:53 Another fact relates that -- these are moneys that will come
11:28:02 into West Tampa prior to the TIF that was mentioned, the TIF
11:28:09 that brings down.
11:28:13 These bring down even before the TIF comes into play.
11:28:17 The West Tampa CDC, community-wide meeting on the 29th
11:28:22 of June at 12 or 1:30, I'm not sure, to talk about CRA
11:28:28 updates for the community.
11:28:30 What you have before you now is what I spoke to earlier is
11:28:36 strategy that we use in the name of economic development,
11:28:41 physical development, to talk about how that plan looks in
11:28:45 terms of the graph.
11:28:46 And we are looking at workforce affecting new business, and
11:28:53 other businesses, but most important, the CDC moves to what
11:28:58 we call entrepreneurship, and rely on grants in order to
11:29:06 sustain the focus in West Tampa.
11:29:07 I do want to add one other item here, that we talk about the
11:29:18 plan.
11:29:19 As you see, the CDC, the different parts is not part of
11:29:28 government ... and my understanding we already had the
11:29:34 conversation with coming to West Tampa.
11:29:41 We are starting to put together partners to make the deal
11:29:44 work, so by the time the CRA comes into play.
11:29:50 Again I want to thank you for giving me the opportunity to
11:29:52 share with you.

11:30:19 Tampa CDC is becoming reactive, all the names, registered
11:30:29 agent, been around since 1999 and we want to thank you for
11:30:31 that.
11:30:32 But we need this ordinance so we can go ahead and get the
11:30:34 process going so we will start collecting the money and
11:30:37 trying to figure out what priorities we are going to have,
11:30:40 but more importantly what Michael is referring to is the
11:30:47 Walter partnership corporation which is an endowment, a
11:30:51 foundation, associated with the University of South Florida,
11:30:53 has now included the West Tampa strategic plan and West
11:30:56 Tampa CDC.
11:30:59 And I sit on that board and the alternate on that board with
11:31:07 the Tampa Housing Authority.
11:31:12 Along with Clearwater commissioner -- persons from
11:31:15 Clearwater.
11:31:16 I want to say that we are reaching out.
11:31:18 Let's get this passed and let's get on that click to
11:31:22 learning.

11:31:51 Tampa including the new Jewish community center which is
11:31:55 being actually remodeled as we speak, and the federation is
11:32:00 expanding the old Fort Homer Hesterly Armory where I grew up
11:32:08 watching wrestling, and in fact tonight they are having a
11:32:11 wrestling get together for all the old guys that used to
11:32:14 perform there, and actually made Tampa very famous.
11:32:18 So West Tampa does have a special place in their hearts so
11:32:21 thank you very much.

11:32:23 Let's move forward and make West Tampa a great place that it
11:32:25 should be.

12:46:37 it depends on how council wants to proceed, but it's a
12:46:41 legislative matter, so it's set for first reading.
12:46:43 There's normally not a public hearing.
