09:04:26 Our invocation this morning is going to be given by our
09:04:29 clerk Shirley Foxx-Knowles, and before she begins, I just
09:04:33 want to express on behalf of all of us our appreciation to
09:04:36 her and to the clerk's office for the magnificent job that
09:04:39 they did yesterday putting on the ceremony to celebrate the
09:04:43 100th anniversary of this building.
09:04:46 Also the City Council.
09:04:47 And there was a special program about the women of City
09:04:49 Council that was very nice.
09:04:52 So thank you for joining us for the invocation.
09:04:55 Please rise and remain standing for the pledge of
09:04:57 allegiance.

09:05:05 Father, thank you for another beautiful morning here in the
09:05:09 City of Tampa.
09:05:10 Thank you also for your grace and your mercy and for all the
09:05:15 wonderful gifts you have provided our fair city.
09:05:18 Thank you for the opportunity to celebrate the 128th
09:05:22 year of the City of Tampa and the centennial of this
09:05:26 beautiful and historic building.
09:05:29 We are truly grateful to be here and to be of service.
09:05:33 Thank you for all of our leaders.
09:05:36 Continue to guide them and make them instruments of your
09:05:39 will.
09:05:41 Give them the wisdom they need to make the best decisions
09:05:45 for us all.
09:05:46 And continue to give the gift of understanding to the
09:05:50 individuals who will come before this council.

09:06:59 Our first item this morning is Councilman Suarez.

09:07:04 Thank you, chair.
09:07:05 Thank you, council.
09:07:06 I'm here as a poor replacement for our chairman who was
09:07:11 going to make this presentation today to the Skill Center.
09:07:14 This is a commendation to the Skills Center for all the work
09:07:17 they do in order to help folks that want to get trained and
09:07:20 to use athletes to promote academics for young men and women
09:07:27 in the city.
09:07:28 So I am going to read our commendation for them.
09:07:31 The commendation is in recognition of the Skill Center for
09:07:34 your monumental efforts to utilize athletes, to accelerate
09:07:39 academic achievement, build character and promote health and
09:07:42 fitness for young people ages 3 to 18 in Tampa Bay.
09:07:46 Tampa City Council would like to take this opportunity to
09:07:49 applaud and congratulate you for your vision to mold and
09:07:53 shape well-rounded young people who will achieve their
09:07:55 life's goal through academic achievement and sound character
09:07:59 based on integrity, responsibility, respect, sportsmanship
09:08:03 and teamwork.
09:08:04 We admire your enthusiasm and all you have done to make the
09:08:08 City of Tampa and our young people shine and are proud to
09:08:11 have you as an organization in our community.
09:08:14 Our council extends best wishes to you as you continue to
09:08:18 help move our city forward with your mission and vision
09:08:21 while feeling strong core values in all the children that
09:08:24 had you serve.
09:08:25 Thank you for your commitment in making our city a better
09:08:27 place to live, work, play and stay, and I believe Mr.
09:08:31 Roberts, you are here with so of the other members.
09:08:33 I would like you to come up here and recognize the folks
09:08:37 that you brought with you.
09:08:38 >> Well, thank you so much.
09:08:46 I'm Celeste Roberts, the Executive Director of the Skill
09:08:49 Center.
09:08:50 And I have two amazing students who have are now in tenth
09:08:58 grade.
09:09:04 Just briefly I would like to thank Councilman chair Reddick
09:09:12 for inviting us and taking the time out to learn about our
09:09:16 organization, and would just really like to share very
09:09:19 quickly, we developed the organization of Skill Center as a
09:09:24 501(c)3 in 2008 and think about a way that we can teach kids
09:09:29 academically and socially, and we play sports.
09:09:37 There's four of us who created this organization so we
09:09:40 utilize the skills, and we want to create an organization
09:09:44 why not utilize sports to help young people develop the
09:09:47 skills they need to be successful in the classroom and the
09:09:50 work place and the home and the community.
09:09:53 So we teach kids how to transfer the skills they learn in
09:09:57 sports and take it into the classroom.
09:09:59 We focus on that, and that is social skills, life skills and
09:10:02 leadership skills.
09:10:03 We work throughout the City of Tampa.
09:10:06 This past year we worked with almost 5,000 kids throughout
09:10:10 our organization, and we provide services through the City
09:10:17 of Tampa as well.
09:10:18 One of our partners.
09:10:20 We would briefly like to share about our event Tampa Bay
09:10:25 youth sports this Saturday on July 18th.
09:10:27 It really is our way of celebrating positive youth sports
09:10:30 within our community, and it's about educating, training and
09:10:35 empowering young people, parents, coaches, everyone around
09:10:41 youth sports, how to effectively develop kids through
09:10:45 sports.
09:10:45 And so we were excited about this event.
09:10:48 It is our third year.
09:10:50 And it's going to be from 9 to 2 p.m. at the Tampa
09:10:52 Convention Center. We invite you all to stop by, join us,
09:10:57 see what it's like.
09:10:57 We have some great partners, the Tampa Bay Buccaneers, the
09:11:00 lightning, the Rays are all coming to inspire and motivate
09:11:04 our kids.
09:11:05 And we are hoping for people from the magic and Vincent
09:11:12 Jackson from the Buccaneers, coming out to motivate the kids
09:11:15 as well and kind of share their life stories of how they
09:11:18 used sports in their everyday lives as well.
09:11:23 We also partner with Tampa General Hospital.
09:11:25 They are doing some great workshops for us.
09:11:27 And those workshops are for parents, about educating parents
09:11:31 so that they can advocate for their children better.
09:11:34 So we appreciate this opportunity to come speak to you all.

09:13:31 >> I'm Ed, Sulphur Springs.
09:13:33 With respect to item 1, there was no mention of basketball,
09:13:43 and that's the sport that really should be proselytized for,
09:13:48 but there's not a lot of money in it like football, like
09:13:51 hockey, which was proselytized here so much.
09:13:56 And the thing is that I went to school with a guy, his name
09:14:00 was Fisher, Scott Fisher, and he's a very smart guy, but
09:14:04 nobody thought he was smart because he's a great big guy,
09:14:07 and I said -- Thomas Aquinas had that, too.
09:14:13 And I said, why are you wasting your time here studying
09:14:18 chemical engineering?
09:14:20 There's no money in this.
09:14:21 Why don't you become a football player?
09:14:22 And he said his Dade had been a football player, and in his
09:14:26 first week as a professional sports, he got an injury.
09:14:31 He had that injury for the rest of his life, couldn't play
09:14:34 football, so on and so forth.
09:14:36 So that's often the story of football.
09:14:37 Injuries.
09:14:38 So why is it proselytized when there's something like
09:14:45 basketball that works off a lot of energy that a lot of kids
09:14:48 have.
09:14:53 It's good that there's a little attention because cigars
09:14:59 have probably played a role in the development of World War
09:15:01 I because Wilhelm's father -- I'm pretty sure he smoked
09:15:06 cigars -- he got throat cancer.
09:15:10 Pipes give you tongue and lip cancer but cigars give throat
09:15:15 cancer.
09:15:15 So it wasn't like it was doing good for people.
09:15:18 They were earning a living, but earning a living by doing
09:15:21 people harm. In any case, I made a copy of this because
09:15:34 it's very important.
09:15:35 When you come down to it, parents are very important in what
09:15:39 kids eat.
09:15:40 And my dad used to like Denver sandwiches.
09:15:45 And I found that Denver sandwich that has sausage.
09:15:52 At Burger King they have these breakfast burritos.
09:15:57 They are essentially a Denver sandwich.
09:16:00 But that's the important thing.
09:16:01 These food choices that are being glorified and they are bad
09:16:05 food choices.
09:16:07 For instance, cheese.
09:16:09 Cheese has a lot of protein, but also has -- you should try
09:16:16 to get the reduced sort.
09:16:18 And here is something as bad as sausage.
09:16:23 They are so good.
09:16:25 Oh, I found a jeweler in the family.

09:16:33 So think about that when you read this.

09:17:54 And we have an issue in that neighborhood I would like to
09:17:56 address and it's flooding.
09:17:59 You had a problem with flooding for quite a few years now,
09:18:02 and it coincides ever since Busch Gardens put up their
09:18:06 parking lot wall.
09:18:07 We have been asking them for years to put pen in their wall,
09:18:13 and they haven't done it.
09:18:14 I would like to ask Lisa, have you ever talked to them? I
09:18:18 did ask you to talk to them.
09:18:20 Did you?
09:18:21 >>LISA MONTELIONE: Yes, sir, I have.
09:18:22 And I also talked with the stormwater department, and I
09:18:25 believe they were out there and they surveyed the
09:18:27 neighborhood.
09:18:27 There was one gentleman's home which is right on the corner
09:18:31 that you and I met with.
09:18:33 I have all the --
09:18:35 >> Would you like to see pictures?
09:18:37 >>LISA MONTELIONE: I have all the pictures, and stormwater
09:18:39 has all the pictures, and I will have Al hold, with
09:18:46 stormwater engineering, and Alex Awad, they were also out
09:18:51 with you and I looking at the damage.
09:18:52 It was the May 2nd flood that was the cause of our
09:18:57 visit.
09:18:58 But they have cleaned out the --
09:19:02 >> They cleaned out it the retention pond and they cleaned
09:19:04 out the drains.
09:19:05 However, a couple of months ago we had four inches of rain
09:19:09 in an hour, came right up to his door again.
09:19:12 So the retention pond alone is not the answer.
09:19:14 >> I wish you would have called me after that event.
09:19:19 We'll get together after the meeting and we'll take care of
09:19:21 that.
09:19:22 >>HARRY COHEN: We would like to hear what you say as a body
09:19:25 and then you can talk to Councilwoman Montelione.

09:19:30 addition to what you already said?
09:19:32 >> Well, last year the retention pond breached.
09:19:35 Now the retention pond has been dug out.
09:19:37 I understand that.
09:19:38 I hope that's enough to work.
09:19:40 I'm not sure it is.
09:19:41 I'm concerned because this guy, who is a resident, you know,
09:19:45 and he has a right to be represented, and this hasn't been
09:19:50 addressed with Busch Gardens.
09:19:52 We have met with them.
09:19:53 I'm than the ex-vice-president of the civic association
09:19:56 there.
09:19:56 We used to meet with him once a year.
09:19:58 I showed Jim Beam, the president of Busch Gardens, the
09:20:01 pictures and he said we'll look into it and nothing was ever
09:20:04 done.
09:20:05 That's why I was hoping maybe someone in an official
09:20:07 capacity, because I'm just a resident.
09:20:09 He's not going to listen to me unless he's pushed.
09:20:12 >>HARRY COHEN: I think two things are going to happen.
09:20:14 First, I think you are talking to Councilwoman Montelione
09:20:18 outside this meeting to deal with the specific issues
09:20:21 relating to the district.
09:20:23 I would also tell you that we are having two discussions
09:20:26 here in August on the 6th and the 27th about our
09:20:29 stormwater program and our stormwater fees, and in my
09:20:33 opinion it would behoove you and all of your neighbors to
09:20:37 participate in that because we are going to be talking about
09:20:39 what we can do to solve some of these problems.
09:20:41 >> I appreciate that H.but how many times is it going to
09:20:44 rain before August 6th?
09:20:48 >>HARRY COHEN: Well, you are talking about a decades-long
09:20:53 process here.
09:20:53 But anyway, we'll goat you with Councilwoman Montelione.

09:21:59 Good morning.
09:21:59 >> I just came to give a report on the caps program.
09:22:06 Funding died out last year for the taps program so we
09:22:11 created this team force and basically what we have done,
09:22:15 because of grant funding dying up grant funding, we put them
09:22:22 into this program under a different name.
09:22:25 What we have done is paired up officers with the students.
09:22:31 It's a mandatory program for the students.
09:22:34 Most of these kids are from 16 to 19 years old, have been
09:22:37 incarcerated for drugs or violent crime.
09:22:43 It's mandated that they participate in the program to
09:22:45 achieve their GEDs.
09:22:47 One of the kids next week should be taking his test for his
09:22:52 GED so that should be successful.
09:22:54 What they focus on in this program is education, team
09:22:57 building, peer pressure, and goal setting.
09:23:04 We are in the sixth week of a nine-week program at no cost
09:23:09 to the city because we have taken those rolls that were
09:23:14 known to be on the street, and it's more like a one-on-one
09:23:17 care, conflict resolution with the kids.
09:23:19 At this point it's very successful.
09:23:21 >>LISA MONTELIONE: Thanks for being here, Chief Ward.
09:23:28 There are three school resource officers involved in this
09:23:31 program?
09:23:32 >> Correct.
09:23:32 >> That's great.
09:23:34 But I'm sure you realize that three resource officers across
09:23:39 the entire city with all the schools and the population that
09:23:44 we have is not really going to make a dent.
09:23:48 I'm sure even one life changed matters, but we need a lot
09:23:56 more behind it.
09:23:59 And, you know, with the mayor and the schools working
09:24:04 together to keep the recreation centers open till midnight
09:24:07 in some areas, and I would bet Copeland park is not one of
09:24:14 those locations because it is a neighborhood in need.
09:24:17 But there are many other programs, and you and I talked and
09:24:22 others talked about mentoring programs, and I was under the
09:24:28 understanding that you were trying to work with a big
09:24:33 brothers big sisters.
09:24:34 Is that right?
09:24:35 >> Big brothers big sisters, Boys and Girls Club.
09:24:38 I met with numerous organizations.
09:24:41 It's just a matter of putting something in place.
09:24:44 The student ratio is very high.
09:24:47 Right now we only have, I believe, six students, so it's
09:24:50 basically one officer per two students.
09:24:53 I don't not how many extra officers we need with the
09:24:56 program.
09:24:57 So the ratio is very good.
09:24:59 >>LISA MONTELIONE: Three officers for six children.
09:25:06 And six children, like I said, it's great that we have that
09:25:11 interaction, but we need to reach more than six.
09:25:14 >> I agree.
09:25:15 We are here reporting on this taps program.
09:25:17 We have other programs in place.
09:25:21 >>LISA MONTELIONE: Maybe with council's indulgence, can you
09:25:24 tell us a little about the other initiatives you are working
09:25:27 on, and maybe some of us can help, or I see Mr. Miranda
09:25:33 would prefer that you be rescheduled to come back and report
09:25:37 on those at a later date.
09:25:40 >> I can talk about it now.
09:25:44 We have PAL.
09:25:45 We have one in Robles Park, one in Sulphur Springs.
09:25:49 As I say I met with members of the Boys and Girls Club,
09:25:52 looking at expanding some of those programs with the Boys
09:25:55 and Girls Clubs up in Sulphur Springs, north end, as well as
09:25:58 West Tampa.
09:25:59 It's a matter of finding a facility.
09:26:03 After we find a be fab silt then transferring that process
09:26:08 into a Boys and Girls Club.
09:26:09 >>LISA MONTELIONE: This goes all the way back to when chief
09:26:13 Newman was in district 2 and he was a major then, and his
09:26:17 subsequent successes in district 2, I have been talking
09:26:21 about programs within the park since 20171 and every time we
09:26:29 talked about it, it always came down to a matter of money.
09:26:32 So is there something that we can do in this budget cycle
09:26:38 coming up to help fund some of these programs?
09:26:41 Because my mother used to say a pound of prevention -- an
09:26:46 ounce of prevention is worthy a 3rddown of cure.
09:26:48 I am for one would like to see some of these programs funded
09:26:52 so we can get than the children, the guidance and helping
09:26:57 hand that they need before a tragedy happens and we do AP
09:27:02 knee jerk reaction to that tragedy.
09:27:04 >> It's not a matter of resources right now, it's a matter
09:27:08 of volunteers, trying to get people to volunteer with the
09:27:10 program to accommodate the volume of students.
09:27:13 And the more volunteers we get, the more students we are
09:27:16 able to accept in.
09:27:17 >> You are looking for volunteers from the public or talking
09:27:19 about volunteers from the police officer --
09:27:22 >> We take volunteers from anywhere.
09:27:27 Police officers, it doesn't matter.
09:27:28 We just need to get people involved in the process.

09:27:33 volunteer, who should they contact and what can they do?

09:27:47 Item number 5 is transportation department to talk about
09:27:52 bicycle lanes.
09:27:54 And I see Mrs. Duncan is here.
09:27:58 Good morning.
09:27:59 >>JEAN DUNCAN: Good morning.
09:28:04 Jean Duncan with transportation, stormwater services.
09:28:08 I'm going to ask our city vice head engineer Thornton to
09:28:14 provide a written report to you that you can take a closer
09:28:18 look at when you have a little more time.
09:28:20 I thought I would just hit on a few highlights, not go
09:28:24 through the report page by page.
09:28:27 And then if you have any questions you would like to ask of
09:28:29 me, we can certainly take those questions.
09:28:32 Basically, we are very proud of our bicycle and structure
09:28:37 planning, and construction that's been going on over a
09:28:41 number of years.
09:28:42 You can see in the report that when you get that we did a
09:28:56 little report on structure and basically started with a
09:29:01 milestone comprehensive plan back in 2009.
09:29:04 This comprehensive plan really developed and identified
09:29:10 specific policies related to bicycle pedestrian
09:29:13 infrastructure.
09:29:14 We followed of that very carefully and held that in very
09:29:18 high regard as far as committing to those types of policies.
09:29:23 Just to give you a quick summary, we have had a very
09:29:26 successful partnership with the Metropolitan Ministries.
09:29:30 I approached Ray Chiaramonte some years ago about partnering
09:29:34 to start than the beginning of a master plan.
09:29:40 At the time our funding was a little limited and he was very
09:29:43 interested and that started to get the partnership that's
09:29:45 continued over the years.
09:29:46 So because we have got what we call our walk-bike plan in
09:29:51 different phases that was basically a money-driven decision
09:29:55 to break our city up into pieces and to incrementally
09:29:59 develop a master plan grid for the entire city limits.
09:30:05 I'm happy to report up to at this point we have a full grid
09:30:09 master plan for the entire city, which is about 413 miles of
09:30:16 bicycle linkages that we are planning, and the D.O.T. has
09:30:22 taken notice of this in conjunction with this, they formed a
09:30:25 state wide bike coalition a couple years ago, gained a lot
09:30:29 of traction over the last few years, and they are now even
09:30:32 actively incorporating some of our planning into their
09:30:36 projects as they move forward on some of their projects.
09:30:39 The one thing I did want to mention is we do have a master
09:30:43 plan grid of bicycle structure.
09:30:46 For now adding some more depth to pedestrian side of that,
09:30:49 and we are starting a pedestrian study, initially focusing
09:30:54 on north Tampa, East Tampa and West Tampa, and a couple more
09:30:58 phases of that will have a full pedestrian master plan
09:31:01 available as well.
09:31:04 And when I usually approach the MPO, this is a plan, not a
09:31:10 study.
09:31:10 It was an implemental plan, and from the time we finished
09:31:14 the first phase we were already working on getting projects
09:31:17 started and in ground.

09:31:30 This map titled City of Tampa walk-bike master plan, this is
09:31:36 our master plan grid for the entire city, encompasses before
09:31:40 413 miles as I mentioned.
09:31:42 The next map that you see there is all of the existing
09:31:45 infrastructure that probably from about 2007 until we start
09:31:50 to get a little more serious about building these things,
09:31:53 certainly after 2009 we were fully engaged.
09:31:57 This map shows Wan we have put in the ground thus far.
09:32:01 About 109 miles, which is about 25% of our full buildout
09:32:06 infrastructure.
09:32:07 73 of those miles being construction by the City of Tampa
09:32:11 and the other 36 by the county or the state.
09:32:16 The third map that's in your packet is our current five-year
09:32:21 plan of different project linkages that are in some state of
09:32:27 activity, planning design, or being ready for construction,
09:32:32 and again these have all been fully integrated with other
09:32:35 planning such as the InVision plan, the Westshore pedestrian
09:32:39 plan, the MPO's BSAP plan, so we have been very careful to
09:32:46 make sure everything is fitting together nicely and making
09:32:48 sense as far as taking our limited resources and putting
09:32:52 them in the best locations possible.
09:32:56 And then just if you are interested in the nitty gritty
09:32:59 details the last few spreadsheets are the exact linkages,
09:33:03 point A to point B locations, if you really want to look at
09:33:07 a particular location, I give you that detail towards the
09:33:11 back.
09:33:12 I did just want to mention a couple of accomplishments that
09:33:16 we have been successful with.
09:33:18 I don't know if you can hand that to me, Calvin.
09:33:20 We received a number of awards over the last few years.
09:33:30 Thank you.
09:33:33 We have recently the state surgeon general healthy weight
09:33:38 community champion award.
09:33:39 I know that was also provided over the MPO recently as well.
09:33:44 We have the bicycle friendly community award honorable
09:33:47 mention, which is a national award, as well as the walk
09:33:50 friendly community award.
09:33:51 Again another national award.
09:33:54 They have different levels of these.
09:33:56 Bronze, gold, platinum, and we are continuing to make
09:33:59 progress to achieve that next level.
09:34:04 I also wanted to mention our positive progress with the
09:34:09 bikes friendly district effort.
09:34:11 Christina costa has been leading that and we have been
09:34:15 working with the downtown partnership as well on that.
09:34:17 We are very happy, if you have seen some of the members on
09:34:20 the bike share program, initiated by the city with the RFP
09:34:25 that we brought out, and those companies to make our
09:34:28 rights-of-way available for that.
09:34:30 And I do want to mention, we have had our first bike road
09:34:34 job recently.
09:34:35 D.O.T. was a sponsor but the city was very involved and very
09:34:38 supportive, happy to be hosting that event.
09:34:43 We were one of the first cities to actually appoint a
09:34:45 dedicated resource for bikehead issues.
09:34:50 That's when we appointed Kathryn Dorland as our city bike
09:34:56 head engineer. We're real proud of that.
09:34:57 Just a quick mention to put this on the Elmo.
09:35:06 These are some stripings that you will see when you are
09:35:09 around.
09:35:12 This is a sharrow, a shared road lane marking, for locations
09:35:13 that have a 35 mile-an-hour speed limit or less.
09:35:20 We were the first city in Florida to utilize this more
09:35:24 creative treatment.
09:35:25 We put this on Euclid Avenue a number of years ago and we
09:35:29 find success with those as did other cities, and we have
09:35:31 been utilizing those in a lot of our city collectors since
09:35:34 that time where you tend to have the lower speed limits.
09:35:37 So that's a short summary of the information you have before
09:35:40 you.
09:35:41 And I would be glad to take any questions if you have any.

09:36:06 >> Protected would mean there's a physical barrier of some
09:36:09 sort between the roadway and the bicyclists.
09:36:12 A good example of this over in St. Pete, if you have been
09:36:14 over there, in downtown, they have that physical separation.
09:36:19 Obviously more expensive and harder to implement those types
09:36:23 of treatments because of various issues, and of course
09:36:30 costs, but this was part of the envision planning to have
09:36:36 that green spine and protected bicycle track.
09:36:39 So we are happy we are starting on that first phase with the
09:36:41 Cass Street project.
09:36:42 >> And protected from what spot to what spot?
09:36:46 >>JEAN DUNCAN: I'm not sure if I have those exact project
09:36:52 limits.

09:37:08 >> Have been we looked as an administration a north-south
09:37:12 connector that has also a cycle lane or a bike path lane
09:37:17 within Marion street?
09:37:19 The one street that doesn't have regular traffic on it on
09:37:25 most days, and maybe using that as a protected north-south
09:37:29 lane that goes from the transit center and maybe even
09:37:32 further north, and have that as a needed connection so that
09:37:37 you can do an east-west and north-south type much route if
09:37:42 you are come into the city, or, you know, my vision of it
09:37:46 would be if I am coming from north Tampa and I ride into
09:37:50 metro rapid with my own bike on the bus, I can then go from
09:37:54 there straight into downtown without being impeded by any
09:37:58 kind of traffic.
09:37:59 And also being able to go east-west if I can go that
09:38:04 direction.
09:38:04 Has that been thought about or planned at all?
09:38:07 >>JEAN DUNCAN: We haven't looked at a protected bike track
09:38:10 on Marion.
09:38:11 We can certainly do that.
09:38:12 But what you see is what we have right now.
09:38:15 But that doesn't mean that we can't keep adding on layers of
09:38:20 more detail and some more linkages, and as opportunities and
09:38:24 projects come along, keep adding to the base that we have
09:38:29 right now.
09:38:29 We would certainly be glad to take a closer look at that.
09:38:33 Obviously a lot of these things are funding related, and a
09:38:36 lot of it we have that we are showing you is the el cheapo
09:38:42 way to get something started.
09:38:45 Our striping as we do our resurfacing is our quickest way to
09:38:49 get those changes out on the roadway.
09:38:51 So we would be glad to take a look at your suggestions.
09:38:53 >>MIKE SUAREZ: We appreciate the el cheapo, considering
09:38:58 what our budget concerns are.
09:39:00 But the reason I mention it is that in Chicago, of course,
09:39:03 they have got a protected bike track that has lights
09:39:09 specific for bike turns and bike traffic.
09:39:14 It's synchronized with the rest of the traffic so that you
09:39:17 can be in the road, you can be able to travel on a bike, but
09:39:22 still be protected from that traffic.
09:39:25 And they do it on Dearborn which is in downtown Chicago, one
09:39:28 of the busiest cities in the world, and yet they are able to
09:39:31 do it.
09:39:32 I think Dearborn is not like Marion street, by any means.
09:39:36 Probably an easier thing there because you don't have as
09:39:40 many traffic issues.
09:39:41 And we might want to, if we could, we could probably contact
09:39:46 Hart, get involved with them and see if there's some
09:39:49 available dollars that they can provide to help maybe get
09:39:52 that project off the ground.
09:39:53 Because I really think you are going to need some kind of
09:39:56 north-south connection to make real bike travel significant.
09:40:05 So I would suggest that you do that, and of course we can
09:40:08 talk and sit down with Hart and figure out if there's some
09:40:11 other dollars there.

09:40:23 In May there was an article -- and this is from, I think,
09:40:27 bikecommuters.com, that protected bike lanes are now an
09:40:34 official policy of federal highway.
09:40:45 That is the separated, not just the markings on the street
09:40:47 or reflectors but actual barrier protected lanes.
09:40:51 So if something becomes an official policy of federal
09:40:54 highway, how does that translate down through the state and
09:40:58 through our local transportation engineering policies?
09:41:02 >>JEAN DUNCAN: I have to go read that policy.
09:41:04 And I will certainly do that.
09:41:05 But I can say that I don't believe that that suggests that
09:41:09 any new or existing bike lanes have got to have Tampa
09:41:13 physical separation now, because that just would not be
09:41:16 physically feasible to do.
09:41:19 So there may have been some contacts in which that policy
09:41:24 was written.
09:41:25 We'll certainly take a look at that and see what the intent
09:41:29 was.
09:41:29 >>LISA MONTELIONE: Okay.
09:41:33 >> As I mentioned, the statewide bike/ped coalition formed a
09:41:36 couple of years ago which I think you are participated on
09:41:38 some of those meetings --
09:41:40 >>LISA MONTELIONE: Uh-huh.
09:41:41 >> I think that's a picture of you and I on a bicycle.
09:41:47 They keep showing that over and over.
09:41:49 They have made very meaningful progress with that state wide
09:41:52 committee to the point that they hired urban planners to
09:41:57 look at designs changes, design criteria changes, and they
09:42:03 are putting their money where their policies and their
09:42:05 design criteria are.
09:42:09 They have really done a 180-degree turn on D.O.T. of how
09:42:16 they are embracing bicycle infrastructure, and recognizing
09:42:19 local planning that's been done, incorporating that into
09:42:23 their plans.
09:42:24 >>LISA MONTELIONE: I know every time I attended one of
09:42:27 those meetings with secretary Holloway who was leading those
09:42:32 meetings, and every time I saw him, I asked him, how close
09:42:35 are we to having the green book or the technical manual
09:42:39 updated?
09:42:40 Because, you know, when we passed ordinances for rezonings
09:42:46 or we are looking at redevelopment anywhere, even if it
09:42:49 doesn't come to us for rezoning but they are entitled
09:42:51 already and they go through planning and zoning, they are
09:42:55 going to only plan to what they have to do.
09:42:59 I mean, unfortunately, there are some developers who will go
09:43:01 above and beyond.
09:43:02 But most will say, well, this is a minimum standard and this
09:43:05 is what I have to do so that's what I am doing.
09:43:09 If the technical manual gets changed, then they have more of
09:43:14 a reason to follow the recommends of staff because they have
09:43:19 to.
09:43:22 So do you know how close we are to having the updated
09:43:24 technical manual?
09:43:27 >>JEAN DUNCAN: I don't know an exact date but I can tell
09:43:29 you they just had a design conference in Orlando a few weeks
09:43:32 ago, and feedback from my staff was they really made some
09:43:38 changes.
09:43:39 And I assume those are official changes on allowing narrower
09:43:45 travel lanes and promoting wider bicycle lanes.
09:43:49 Don't have an exact date for you but I do know --
09:43:51 >> I think it's been about three years now I have been
09:43:54 asking.
09:43:54 >> I would say they are currently in design.
09:44:01 >> And that's really a good segue.
09:44:04 I have two brief questions.
09:44:05 The first is these changes, they come at a cost in the sense
09:44:08 that we are removing space from the traffic lanes
09:44:12 oftentimes.
09:44:14 There's changes in the parking structure in terms of adding
09:44:18 on-street parking and other things.
09:44:19 What sort of feedback is your office getting about the
09:44:22 changes that are being made?
09:44:24 How do people feel about them?
09:44:26 Do you get a lot of comments in your office?
09:44:30 >> As is typical, it's more of the negative, take the time
09:44:34 to call than the positive.
09:44:35 >>HARRY COHEN: In my office, I have gotten a lot of
09:44:42 feedback about it.
09:44:43 It's very mixed in the extreme.
09:44:45 Some people love it.
09:44:46 Some people hate it.
09:44:47 >>JEAN DUNCAN: Yes, it's typical for the calls we get, but
09:44:52 what we are seeing when we are out in agency meetings and
09:44:58 out and about in transportation discussions when someone is
09:45:02 not really calling in with a particular issue, it's
09:45:05 generally more on the positive that people are wanting more
09:45:11 of this type of treatment on the roadways.
09:45:13 The calls that we get are usually for a particular street
09:45:17 with somebody that lived there has a particular issue but I
09:45:20 would say our general feedback is supportive or positive of
09:45:25 this type of change, that commenting more on the modes,
09:45:29 walking and biking more than we were in the past.
09:45:32 >>HARRY COHEN: My second and final question is, do we have
09:45:36 a program in place to educate people about -- I know that
09:45:40 the MPO and FDOT to some degree do it, but do we also try to
09:45:46 educate people about what these markings mean?
09:45:49 What I have heard from a lot of people is I see this green,
09:45:52 I know it means something, I'm not sure -- who has the
09:45:55 right-of-way and when I am supposed to make my turn, and
09:45:57 those kind of questions.
09:45:58 >>JEAN DUNCAN: Woe we don't have an official program.
09:46:02 I mean, obviously most of the striping knowledge would be
09:46:06 through the DMV.
09:46:09 The green is an very new unique treatment that came out
09:46:13 recently from federal highway administration, and we are
09:46:16 working to put that information on our website.
09:46:18 But as our department sits, we are not out proactively
09:46:23 educating other than it's something that seems helpful, we
09:46:27 will try to put that on our website or if we get requests,
09:46:31 we direct people accordingly.
09:46:32 >>HARRY COHEN: I think I said this before, but I was asked
09:46:36 recently at a neighborhood meeting where FDOT did a survey,
09:46:39 you know, fairly engaged audience.
09:46:45 And all of us, myself included, took a quiz, and the results
09:46:52 were not real good in terms of people actually understanding
09:46:56 what direction they were supposed to travel, you know, who
09:47:00 had the right-of-way in certain situations, whether or not
09:47:03 they are allowed to operate on a bicycle on certain
09:47:08 sidewalks.
09:47:08 I think more education would certainly be helpful.
09:47:10 >>JEAN DUNCAN: I think there is a need out there.
09:47:13 I'm not sure if my husband knew this the double yellow means
09:47:16 not to pass.

09:49:37 change, so we can use these impact fees now as stand alone
09:49:41 projects for multimodal facilities including bike lanes,
09:49:44 pedestrian improvements.
09:49:46 Our current transportation impact fee only allows
09:49:49 stand-alone projects through capacity for vehicles.
09:49:52 So now this broadening allows those additional projects to
09:49:56 be due at some stand-alone.
09:49:58 We have a new resource essentially for those improvements.
09:50:03 >> When we first went through this in our forecast
09:50:05 meetings -- and I am trying to remember, does this also
09:50:08 include bus shelters or improvements also that can be
09:50:13 used -- again, moneys can be used to enhance or improve?

10:00:48 to allow us to sell newspapers on Sunday.
10:00:52 It's come to my attention that we are looking to repeal that
10:00:55 decision now because of litigation from the homeless against
10:01:00 homeless, or there's a lawsuit going on with the city.
10:01:04 So you are looking to repeal the new ordinance to put 100
10:01:07 people out of work on Sunday because of an expense of the
10:01:12 litigation proceedings.
10:01:21 It looks like because of an expensive litigation we are
10:01:24 going to put 100 people out of work that sell newspapers,
10:01:28 that try to make some money for themselves, and looks like
10:01:30 we are pushing them homeless to homeless here to not being
10:01:34 allowed to work and being taken off the streets.
10:01:39 My understanding, there's been no safety issue in the last
10:01:42 three years since the new ordinance has been put into place.
10:01:44 And I can't see any other reason except for saving on
10:01:48 litigation for the City of Tampa against the homeless to put
10:01:52 100 people out of work.

10:12:48 the recent Supreme Court decision, and be able to see what

10:12:59 appropriate, and the suggestion would be, I believe, what
10:13:03 Councilwoman Capin is asking for, to do that Saner rather
10:13:06 than later, to have it on the agenda so that it could be
10:13:09 done timely, if it is appropriate.
10:13:11 If it's not appropriate, then legal department would tell
10:13:13 you that it is not timely and appropriate at that time, and
10:13:16 needs to be moving the process forward.

10:13:28 Which appeals court or which court is the one that you are
10:13:32 basing -- that you are looking at?
10:13:33 There's different sections throughout the country, five or
10:13:36 six of them?
10:13:39 On the appeal process?

10:13:43 courts.
10:13:44 But we are looking at -- we have been looking at decisions
10:13:46 that came out from the Supreme Court as recently as a few
10:13:50 weeks ago.
10:13:52 The last couple of days of their term they issued some very
10:13:57 important first amendment cases.
10:13:58 But in addition to that across the country, and not
10:14:02 necessarily in the 11th but all the other circuits,
10:14:05 except the 11th, the 6th, the 9th, the 1st,
10:14:08 the 4th, there have been a number of cases since 2014
10:14:14 that have come out.
10:14:15 We are evaluating them in light of the new Supreme Court
10:14:17 cases, one that came out last year, wonder that came out a
10:14:20 few weeks ago.

10:32:42 agreement for development regarding property at 1703 and
10:32:48 1705 West Kennedy Boulevard and 102 north Rome Avenue.

10:32:58 hearing.
10:32:58 There is an accompanying rezoning with this.

10:33:03 This will be adopted at the second public hearing to be held
10:33:06 on July 23rd, 2015 at 6:00 p.m.
10:33:11 Of this is one of the development agreements that you have
10:33:13 seen several of that allow an increase in density based upon
10:33:17 the developer providing some additional amenities, in this
10:33:20 case we are providing structured parking, a transit stop,
10:33:23 and pedestrian and streetscape improvements.

10:33:58 hearing for the actual rezoning.
10:34:00 This is a development agreement of that accompanied that for
10:34:02 the density bonus.
10:34:04 As Mrs. Kert said, we are providing a structured bus shelter
10:34:10 in addition to streetscaping.
10:34:11 We worked very closely with Abbye Feeley and Mike Callahan
10:34:15 on what that streetscaping should look like.
10:34:19 I can show you graphically what we are doing.
10:34:21 The development agreement, this is the first reading.
10:34:23 The second reading of the development agreement and rezoning
10:34:27 will be next week, July 23rd.
10:34:29 To have refresh your memory, the project is located on the
10:34:34 intersection of Rome and Kennedy.
10:34:38 This is currently what's there.
10:34:39 We are taking out are the Amoco building and this building
10:34:42 and this is the proposed structure.
10:34:46 And you can see graphically represented the shelter.
10:34:50 And I'll give you kind of a detail of some of the
10:34:53 streetscaping as well.
10:34:58 We worked closely with Mr. Callahan on this to discuss what
10:35:01 would be appropriate for the area, in compliance with the
10:35:03 Kennedy overlay district.
10:35:05 We are excited about this project.
10:35:06 We think it's going to add a really nice feature to that
10:35:09 piece of Kennedy Boulevard.
10:35:11 And we respectfully ask your approval for the development
10:35:14 agreement.

10:35:45 We are continuing to work I call a citizen traffic of
10:35:47 traffic in intersections without the City of Tampa as well
10:35:50 as St. Petersburg, and both counties, Pinellas and
10:35:57 Hillsborough County.
10:36:00 As a matter of fact I worked over 30 intersections.
10:36:04 And I am making voice recordings, uploading on the Internet
10:36:09 of observations and suggestions begun intersections.
10:36:14 And I have been before you before about putting in a
10:36:18 crosswalk on West Kennedy between Oregon and Dakota streets
10:36:24 where there is a McDonald's, Starbuck's on the south side
10:36:29 of Kennedy as well as WalMart, Wendy's, Taco Bell, on the
10:36:38 north side, and I have a lot of support from the workers,
10:36:42 pedestrians.
10:36:44 You are taking your lives in your own hands when you cross
10:36:49 Kennedy Boulevard there.
10:36:50 We need that to be redesigned.
10:36:51 And now we are talking about an intersection Rome and
10:36:54 Kennedy.
10:36:55 I'm working the intersections all the way Howard and Kennedy
10:36:59 all the way to Dale Mabry and Kennedy where I am working
10:37:01 with the sign holders.
10:37:02 But this particular stretch, and that includes this Rome and
10:37:07 Kennedy intersection, is very difficult, very difficult.
10:37:11 And I talked to Mayor Buckhorn about this, and he said it's
10:37:17 really scary trusting -- crossing that street.
10:37:21 I talked to major Rocky Radliff of the Tampa Police
10:37:26 Department and he's very supportive.
10:37:28 We have some intersections there under construction such as
10:37:32 Cleveland and Willow.
10:37:33 Very difficult.
10:37:34 Very difficult.
10:37:37 The comment on this is that as this new development occurs,
10:37:45 please get out there.
10:37:46 There was a council person.
10:37:48 I'm very nearsighted.
10:37:50 I can't even see your faces today.
10:37:51 But there was a Councilman, he was at the transportation
10:37:55 department committee.
10:37:59 Come on out there, get some surveyors, let get that
10:38:03 crosswalk put in there, and let's exam this Rome and Kennedy
10:38:06 intersection.
10:38:07 You are going to need a major crosswalk, as I said before,
10:38:12 you have got to lower the speed limit on Kennedy, on West
10:38:17 Kennedy.
10:38:18 It's just terrible.
10:38:19 And I'm working with the motorists as well.
10:38:22 And to get onto Kennedy.
10:38:26 To move the truckers, the traffic.
