10:20:41 We have monthly report from CRA representative Russell
10:20:46 Versaggi.
10:20:48 >> Good morning.
10:20:55 It's Russ Versaggi here on behalf of the downtown CRA
10:21:00 advisory board.
10:21:01 As our Mayor just very eloquently articulated, the
10:21:06 downtown continues to evolve into a place people want to
10:21:10 live, work and enjoy recreational activities.
10:21:14 Evidence of that is that the tax revenues are up 15% for
10:21:19 fiscal year 2016.
10:21:22 That's a very good increase.
10:21:25 The number of new amenities from the historical markers
10:21:27 and the Riverwalk venues to the addition of the three new
10:21:31 parks are all making downtown Tampa a more desirable
10:21:34 place to be.
10:21:36 The announcement of new mixed use towers on the former
10:21:39 Trump tower site, the Tampa Tribune site and recent
10:21:43 funding approval of some of the residential developments
10:21:45 near the Straz Center all show that downtown Tampa is
10:21:49 finally coming into its own.
10:21:52 The diversity of the residential projects including the
10:21:55 affordable housing component in downtown shows that we,
10:21:59 that everybody has a city to enjoy.
10:22:01 All of us can enjoy living there.
10:22:06 The diversity, you know, shows and is evident just by the
10:22:13 number of people in the parks.
10:22:17 With affordable housing, we believe those are going to
10:22:20 bode well for a very broad spectrum of Tampans to enjoy.
10:22:25 HART has been busy with new transportation initiatives,
10:22:28 including the trial of some all electric passenger
10:22:31 vehicles for the use in the downtown area.
10:22:33 Those are showing real promise as a catalyst for
10:22:39 stimulating the public transportation needs.
10:22:43 And of course everything we hear about the nearby
10:22:45 developments of Mr. Vinik's assemblage and the relocation
10:22:48 of the medical school bodes well for Tampa becoming a
10:22:52 vibrant and diverse and entertaining environment for
10:22:58 everyone.

10:23:14 >>MR. McDONAUGH: Good morning.
10:23:15 Bob McDonaugh, economic development.
10:23:18 First of all, a little update on an RFP that had been
10:23:21 issued in Ybor City several months ago for a development
10:23:26 at Nuccio and 7th.
10:23:28 And the condition of the RFP was that the design was
10:23:32 compatible with Martina sail club.
10:23:36 There has been extensive meetings facilitated by Vince
10:23:39 Pardo with the club and I think that we have reached a
10:23:43 point where there is a site plan that everybody can agree
10:23:46 on.
10:23:46 So think we'll be moving forward with that.
10:23:49 There will be a contract coming forward in the not too
10:23:51 distant future for approval by City Council for that
10:23:54 property.
10:23:54 This evening is the ribbon cutting for SkyHouse.
10:23:59 Which is the first new building, high rise to open in
10:24:02 quite a time.
10:24:03 And that's in Channel District.
10:24:05 That starts at 6:00.
10:24:06 Drew Park on August 17th, the tax collector opens their
10:24:11 new facility.
10:24:13 And they have also successfully completed the first
10:24:17 installment of a decorative fence program.
10:24:20 I'll show you an example of that later.
10:24:22 East Tampa, there have been a number of pedestrian safety
10:24:25 improvements completed and there are more to follow.
10:24:27 Which has been important.
10:24:29 It's been an issue.
10:24:30 We have school coming up and we have had issues with the
10:24:34 safety of school children.
10:24:35 So many of these improvements are aimed at the safety of
10:24:38 school children.
10:24:39 The Heights, the boat docks and paddleboard launch area
10:24:46 is completed and that's being used extensively by people
10:24:49 visiting Waterworks Park as well as the restaurant.
10:24:52 SoHo capital is finishing their details with the
10:24:58 transportation department for the road network and
10:25:00 roadway improvements.
10:25:01 So we should see some work later this summer in the,
10:25:04 again the first infrastructure in that project.
10:25:07 And in Central Park, I saw a lot of you at the perhaps
10:25:11 hottest groundbreaking I've ever attended.
10:25:14 At Perry Harvey Park senior.
10:25:17 It was very well attended and it's an excellent,
10:25:21 excellent amenity for the folks in the neighborhood.
10:25:25 And I think people are going to be really excited when
10:25:29 they see the installation of the artwork there.
10:25:31 There's a history walk.
10:25:32 It's going to be a very fun but also educational park for
10:25:38 people to attend.
10:25:39 And importantly for the neighborhood as well, the Roberts
10:25:42 founders library will officially open with the ribbon
10:25:45 cutting on August 17th.

10:26:05 What is happening with the Central Park Citizen Advisory
10:26:08 Committee?
10:26:12 >>MR. McDONAUGH: We will be again going out and
10:26:15 advertising for applicants to that.
10:26:18 We wanted to wait until we saw what the results were of
10:26:21 the tax revenues, so we could tell people exactly how
10:26:25 much money there would be to spend.
10:26:27 But we will be going out shortly with public notice and
10:26:29 seeing if we can't generate more interest in people
10:26:31 participating.
10:26:32 There are more residents every day.
10:26:35 The Tampa Housing Authority has done a wonderful job with
10:26:38 their architects and contractors building very nice
10:26:41 housing in that.
10:26:42 I mean, I took some time again after the groundbreaking
10:26:46 to walk around and look at the buildings.
10:26:49 And they really are spectacular.
10:26:50 So it's really forming into a great neighborhood.
10:26:52 I think the Saunders library opening just about across
10:26:56 the street is a great amenity for that neighborhood as
10:26:58 well.
10:26:59 >>YVONNE CAPIN: Thank you for following up with that.
10:27:02 >>MR. McDONAUGH: As I do from time to teenagers I like to
10:27:05 give an update on the facade grant program.
10:27:08 As they say, a picture is worth a thousand words.
10:27:13 And one of the things that was important is that the
10:27:16 facade grant program is aimed at leveraging public
10:27:19 dollars with private investment.
10:27:21 So since it's begun, we have invested $1.8 million of CRA
10:27:30 dollars into facade improvements, which has been matched
10:27:33 by over $5 million in private investment in buildings in
10:27:38 our CRAs.
10:27:39 So for every dollar we spend, we'll have three.
10:27:43 This is spending by CRA.
10:27:51 And again, the reinvestment by property owners in those
10:27:55 communities.
10:27:55 Again, a one to three leverage.
10:28:00 >>YVONNE CAPIN: Excuse me.
10:28:02 Councilman Suarez has a question.
10:28:05 >>MIKE SUAREZ: Thank you, chair.
10:28:06 I notice that of all the facade project locations, Drew
10:28:10 Park is at a one to two versus CRA in Ybor and East Tampa
10:28:15 are one to three.
10:28:16 Is it because there are more historically significant
10:28:19 buildings in those areas?
10:28:21 Or what do you -- why do you think that those businesses
10:28:25 have invested a little bit more towards the facade grant,
10:28:31 I mean facade as opposed to Drew Park?
10:28:34 >>MR. McDONAUGH: I think two reasons.
10:28:35 One is the historic nature of several of the structures
10:28:37 in Ybor and East Tampa.
10:28:39 And Drew Park is more of industrial.
10:28:41 And so the nature of the improvements they do is
10:28:44 generally more modest.
10:28:45 And I'll have some visual demonstrations of that.
10:28:49 It's again taking older industrial properties, generally
10:28:52 putting a paint job on it and some landscaping to clean
10:28:55 up the look of it.
10:28:56 Whereas when you do a brick re-pointing in Ybor City,
10:29:01 it's a very expensive process.
10:29:04 And I think that's the difference.
10:29:08 >>MIKE SUAREZ: Have you been doing more to kind of
10:29:09 aggressively go after in Drew Park to make sure they get
10:29:13 more facade grants out of that area.
10:29:16 Because obviously of the three areas that you mentioned,
10:29:18 that's the one that has the least amount of facade
10:29:21 grants.
10:29:22 I think you're right, part of it is because it's light
10:29:25 industrial area for the most part.
10:29:26 But in addition, I don't know if, as many people might
10:29:30 know about that.
10:29:31 So I just wanted to point that out.
10:29:34 >>MR. McDONAUGH: I would caution you to bite your tongue.
10:29:38 Ms. Fenton will have sharp words with you.

10:29:45 recall, the CRA board approved a fencing program, which
10:29:49 was again an extension of the facade improvement.
10:29:53 Specifically in the Drew Park area.
10:29:56 To engage more of the property owners in the facade grant
10:30:01 program.

10:30:39 Here's an example of a Drew Park, again, a modest
10:30:55 investment but did make a great visual change in the
10:30:58 property.
10:31:04 >>MIKE SUAREZ: Unfortunately I'm very familiar with that
10:31:06 because my father always takes his car there and I'm
10:31:09 always picking him up.
10:31:12 I think I know where they got part of their investment
10:31:14 dollars.

10:31:31 Park.
10:31:33 >> Again, the program has had widespread acceptance and a
10:32:07 lot of use.
10:32:08 And has visually improved a lot of the major corridors in
10:32:11 our CRAs.

10:33:37 West Tampa chamber.
10:33:38 And we have a team of two, Leo Alvarez.
10:33:42 First of all, I want to thank you all for adopting the
10:33:45 CRA at the last meeting that we had, the West Tampa
10:33:48 community CRA.
10:33:49 And then if I may speak as far as the West Tampa chamber,
10:33:53 we urge you to adopt the proposed structure Citizen
10:33:59 Advisory Committee.
10:34:03 That certainly there are 11 members, eight are designated
10:34:07 organizations, which West Tampa, if I may speak, is the
10:34:10 oldest.
10:34:12 And I might be the oldest person here talking about it.
10:34:16 But Jeanette Fenton did have a meeting where she walked
10:34:23 through the procedure of how the committee will be
10:34:27 designated and selected and so on.
10:34:30 And certainly we thank her for that.
10:34:33 The chamber is looking forward to working with the other
10:34:36 eight or 11 -- eight organizations and three free at
10:34:43 large members.
10:34:43 And we look forward to making the West Tampa community a
10:34:46 great place to live and work.

10:35:10 Ms. Fenton because she reminded me yesterday why I was
10:35:13 not at that community meeting.
10:35:13 We were all at City Council that evening.
10:35:13 Yes, sir.
10:35:13 >> I'm Ed Tillou, Sulphur Springs.
10:35:37 I'd be speaking mostly to item 5.
10:35:39 Food festivals in Ybor City and hopefully this new person
10:35:42 that would be put on board, is going to be concerned
10:35:46 about that.
10:35:47 This is my handout.
10:35:52 Let me come back to the handout because this is more
10:35:55 central to it.
10:35:56 I've talked about Cuban sandwiches in the past.
10:35:59 The different ingredients.
10:36:00 And like for instance, Swiss cheese, Swiss cheese has a
10:36:05 lot of protein.
10:36:06 But it also too has a lot of fat.
10:36:09 Like all cheeses do.
10:36:10 And interesting thing with people coming in from Zurich
10:36:14 is that in Switzerland, this is what they call Swiss
10:36:18 cheese gruyere.
10:36:20 And what is called Swiss cheese in the United States is
10:36:22 emental. That's the technical name of it, but in any
10:36:27 case, starting your sandwich right, which the Cuban
10:36:31 sandwich festival over in Ybor City, something that's
10:36:34 bad.
10:36:35 And maybe it's denial.
10:36:39 The bakery over by Ybor City, La Segunda, they were given
10:36:52 an award.
10:36:53 They have nice pastries.
10:36:55 But instead of limiting it to that, there was strap
10:36:58 potion how wonderful Cuban bread.
10:37:00 But cuckoo ban bread is not very good.
10:37:04 Not very nutrition.
10:37:06 The thing starting your sandwich right, you have to have
10:37:09 more seeds and nuts in the bread.
10:37:12 And they're doing that now with Italian bread.
10:37:15 Publix is leading the way.
10:37:17 I don't know that La Segunda is doing anything.
10:37:22 But anyway, here's about electrolytes, which are very
10:37:25 important now with oven light heat.
10:37:27 It's important to realize that without air conditioning,
10:37:30 Florida never could get anywhere.
10:37:31 And then there was air conditioning put in.
10:37:34 Universal air conditioning everywhere.
10:37:36 And probably you lived a hundred percent of the time in
10:37:40 air conditioning.
10:37:41 But this business is global warming, air conditioning may
10:37:44 be dried up.
10:37:45 In 50 years.
10:37:47 And the thing is, if the Gulf stream flips over in 50
10:37:51 years, which there is every indication it will, nothing
10:37:55 at all continues to be done.
10:37:56 The prime minister of the UK is right.
10:37:59 What will happen is the Gulf stream will flip and it will
10:38:03 be like Pakistan.
10:38:05 110, 115°.
10:38:07 Anyway.
10:38:08 Electric lights will become important.
10:38:09 You kind of get a rain check on concerns about salt
10:38:13 during the summer.
10:38:14 The other times that's true.
10:38:16 And a good place to get your electrolytes is leafy
10:38:23 vegetables.
10:38:24 I didn't want it to seem like I'm anti-vegetable.

10:38:58 My name is Michael Randolph, I'm with the West Tampa
10:39:02 Community Development Corporation.
10:39:03 I'm here today because we all wanted the members, what is
10:39:09 recommended for the, sit on the seat for the CRA.
10:39:13 I don't know if the screen is coming up yet.
10:39:16 So I can start the presentation.
10:39:18 What are we talking about today?
10:39:22 We're talking about workforce development related to West
10:39:24 Tampa CDC and we want to share with you how the critical
10:39:29 role that we do play related to the CRA.
10:39:31 So we do have what we call a career center.
10:39:35 And that career center has three elements.
10:39:38 One is supply side, which working with residents to give
10:39:42 them the skill sets to give jobs.
10:39:44 The next is deal with, dealing with businesses.
10:39:48 And then the final part of that strategy is what we call
10:39:51 market program, we're connecting the employee and the
10:40:00 employer together.
10:40:01 And this talks about how we do that.
10:40:08 As you know, West Tampa and our organization is dealing
10:40:12 with the special population.
10:40:13 The hardest to place in the community.
10:40:15 So how does the system work?
10:40:18 If you notice right here, the system work when the person
10:40:21 walks into the office, he then meets the intake worker.
10:40:25 The intake worker then makes an assessment as what is the
10:40:28 issues with this particular client.
10:40:31 That person then goes to the case manager.
10:40:33 The case manager is responsible for removing all those
10:40:37 obstacles that the person might have.
10:40:39 A criminal record, substance abuse, transportation
10:40:44 issues.
10:40:45 Then that person sees a job specialist.
10:40:48 The job specialist is responsible for getting that person
10:40:52 the skills necessary to get that job and providing
10:40:55 occupational training.
10:40:56 The importance of occupational training, we're trying to
10:40:59 give living wages to individuals.
10:41:03 We know a lot of these folks in West Tampa are not going
10:41:06 to have the skill sets.
10:41:07 So occupational training will provide them with their
10:41:10 skill set.
10:41:10 Then the John developer is responsible for actually going
10:41:13 out there, finding jobs and connecting the residents to
10:41:16 the job and the last component is dealing with the
10:41:21 program coordinator, who is responsible for bringing
10:41:24 money into the organization.
10:41:27 It is so critical that the CRA do more for it.
10:41:31 We think the West Tampa CDC is play a roll, not only that
10:41:36 we're really connected with the neighborhood but about
10:41:38 capacity to bring in money.
10:41:40 I want to thank the City Council for giving me an
10:41:43 opportunity to present this information about the West
10:41:48 Tampa CDC.
10:41:49 We work forward with working with the CDC.
10:41:53 We look forward to working with the City Council and
10:41:56 different neighborhoods to make West Tampa a new West
10:41:58 Tampa.

10:42:12 My name is Andre hill.
10:42:14 First of all, I'd like to express I'm very happy with
10:42:17 this class and I think that they are truly, you're truly
10:42:22 a Council that is a government that represent the people,
10:42:25 a government by the people and for the people.
10:42:28 We also would like to let you know that in any disrespect
10:42:33 by any other outside forces, administrator or what have
10:42:37 you of this process, that refuse to listen to the various
10:42:44 cultures that need to survive in these communities, I
10:42:47 think that this particular City Council will listen.
10:42:51 And we are encouraged the various add administrations
10:42:54 that work with you to respect you to listen to the things
10:42:58 that we need to implement to preserve the various
10:43:01 communities.
10:43:01 Particularly with the West Tampa community, there are
10:43:04 some unusual requirements for economic development, to
10:43:08 create economic engines, to turn things around and I'm
10:43:11 very hopeful that you guys are going to be in tune with
10:43:16 those requirements and desires.
10:43:18 This also, the panel that's being developed, there is a
10:43:25 60 to 67% African-American population in that process.
10:43:30 I do notice that we have just about 60% of these
10:43:36 community outreach programs being represented.
10:43:40 There are a lot of them are underfinanced and don't have
10:43:44 offices, what have you.
10:43:45 We need to take a lot of that in consideration in terms
10:43:48 of their moving forward.
10:43:49 But basically this West Tampa corridor has a lot of
10:43:57 potential, a lot of potential to contribute to the tax
10:43:59 base if we develop a cultural Afro Latino economic
10:44:07 engine.
10:44:08 And that's basically all I have to say this morning.

10:44:16 My name is Matt May.
10:44:18 I'm chairman of the Tampa Heights Riverfront Community
10:44:21 Redevelopment Area.
10:44:22 Community advisory committee.
10:44:23 And our committee asked me to come before you today, just
10:44:27 to extend a thanks from our committee to you for your
10:44:31 support on June 11th, with your comments, actions,
10:44:35 resolutions related to the interstate 275 Tampa Bay
10:44:37 express master plan that was unveiled by the Florida
10:44:42 Department of Transportation.
10:44:44 The members of our committee encourage you to stand by
10:44:47 your motions and continue to monitor the development of
10:44:49 the Tampa Bay express project.
10:44:51 And carefully assess the impact on the neighborhoods
10:44:53 throughout the City of Tampa by that project.
10:44:57 Obviously we understand the necessity of future
10:45:00 interstate improvements in the region.
10:45:02 We hope that the design and any future interstate project
10:45:06 is formed by the goals stated in ten vision plan and also
10:45:09 the transportation goals of individual communities and
10:45:12 their respective CRAs.
10:45:14 Particular scrutiny should be given to these areas of
10:45:16 special investment, such as the Tampa Heights river front
10:45:20 CRA, where future off ramps and interstate pangs plans
10:45:23 may jeopardize improvements that have been thoughtfully
10:45:25 made to create a vibrant, live, work and play
10:45:28 environment.
10:45:28 The complete streets and bicycle and pedestrian friendly
10:45:31 thoroughfares surrounding Waterworks Park, Ulele and the
10:45:35 southern gateway to Tampa Heights are at high risk of
10:45:38 being compromised by the new exit and entry ramps in that
10:45:42 interstate project.
10:45:43 So we just ask you to keep a watchful eye going forward.
10:45:46 To make sure that the investment of the city, the county
10:45:50 and the private businesses and residents are protected in
10:45:53 this vital corridor to our neighborhoods and our general
10:45:56 downtown area.
10:45:56 So thank you so much for your consideration and thank you
10:45:59 for your watchful eye and supporting our neighborhoods on
10:46:02 that matter.

10:46:05 yesterday I signed six letters that I asked and the
10:46:10 Council approved unanimously to our legal staff to send
10:46:15 to the MPO and the FDOT and federal highway and our local
10:46:22 delegation.

10:46:40 Wanted to talk about the FDOT project and its impact on
10:46:45 the CRAs in Tampa.
10:46:47 This project, as we found out more and more information,
10:46:52 is it going to impact many of our Tampa neighborhoods.
10:46:56 The urban neighborhoods for which you all are sitting as
10:47:00 a CRA and the state which allowed you all the tools to be
10:47:04 able to redevelop these urban areas.
10:47:06 The impact of this massive $9 billion project is huge and
10:47:13 the impact is most felt within our urban areas and
10:47:17 minority communities.
10:47:18 I want to urge you to continue to be a part of this.
10:47:23 We are hoping that you'll be able to file the title 6 on
10:47:26 this.
10:47:26 We're hoping that you be able to look at the
10:47:29 environmental impact of this.
10:47:32 We're hoping that you're going to be able to somehow
10:47:36 interject in this massive project.
10:47:38 It is a project that's going to last 15 years.
10:47:45 Seven to 15 years of development of this project.
10:47:48 $9 billion.
10:47:49 3 billion or almost 3 billion of it is going to be
10:47:53 guaranteed return or investment for investors for a 35 to
10:48:04 50 years.
10:48:05 It is a massive, massive project.
10:48:08 And there is no consideration in our opinion for the job
10:48:12 that you the CRA must do and are charged with doing for
10:48:17 developing our urban areas.
10:48:21 The specific reason why the state has given you the tools
10:48:23 in order to develop our urban areas.
10:48:26 Now is going to be impacted in a major way by this
10:48:29 massive Lexus lane that people are going to be paid twice
10:48:34 for, and that people who don't have funds, like the urban
10:48:39 minority and poor income people won't be able to get on
10:48:43 these lanes.
10:48:45 They're required to make these lanes effective in order
10:48:47 to do that, they must, people must be able to drive
10:48:52 45 miles an hour at least at 90% of the time.
10:48:57 Miami does not have that.
10:48:58 Miami's operating on a 50% -- 50% of the time.
10:49:05 The effect of just a small accident, just a motorcycle
10:49:09 accident is going to slow down these lanes and the result
10:49:12 is that you must keep on raising the amount of travel to
10:49:16 these lanes in order to keep it effective for 90%, for
10:49:21 90% of the time.
10:49:22 And people who drive it are just going to have to pay
10:49:25 more and more.
10:49:26 So please study this plan carefully and consider the
10:49:30 impact that this massive project is having on the same
10:49:35 neighborhoods for which you all are charged.
10:49:37 And we are so proud of all that you're doing to help
10:49:40 improve these neighborhoods.

10:51:59 I'm the president of the West Tampa Community Council.
10:52:01 I wanted to come this morning to thank you and I'm sure
10:52:05 that many of my colleagues in the community would love to
10:52:09 thank you as well, for the opportunity to be considered
10:52:14 for the membership on the board that is to represent this
10:52:22 community.
10:52:22 We are looking forward to working with you on very
10:52:26 critical issues relative to maintaining the historical
10:52:29 fabric of West Tampa.
10:52:30 My family has been there since the early 1900s.
10:52:33 As many of the other families have been.
10:52:35 Currently my father has a library that's still on the
10:52:39 corner of Albany and Cypress, which is designed to
10:52:42 support educational needs for children and adults of the
10:52:45 community.
10:52:46 Personally as the president of West Tampa Community
10:52:49 Council, I can honestly say we are stacked with a couple
10:52:52 of professionals relevant to some of the needs that we
10:52:54 are going to be faced with in the West Tampa community.
10:52:58 One of those needs being adult education and the need for
10:53:02 professional and vocational training for the people of
10:53:06 the community to be able to make the transition that we
10:53:08 are going to end up having to face with all the
10:53:11 development that's taking place.
10:53:13 People are going to need to have jobs, folks.
10:53:16 We know that.
10:53:16 And if they don't have training, such as OSHA, forklift
10:53:21 training, things of that nature, customer service
10:53:25 training, any of those things that are needed in order to
10:53:28 get those jobs that are out there that are highly
10:53:30 technical jobs and to be able to set foot on those sites.
10:53:34 Just set foot on the sites, that's going to be very
10:53:37 critical.
10:53:38 We also have a member of our Council who is the president
10:53:42 of the Tampa Bay Black Chamber of Commerce, Mr. KC
10:53:47 Bowick.
10:53:53 He's always outspoken with his opinions.
10:53:57 Many people don't agree with his opinions in many cases,
10:53:59 but he's always willing to stand up for what's right.
10:54:02 Once again we want to say thank you very much for these
10:54:05 things.
10:54:05 We also want to bring up one other point.
10:54:07 West Tampa has a cultural aspect to it that is very, very
10:54:14 important to maintain.
10:54:15 What many people have been very afraid of is, as the
10:54:20 transition takes place in West Tampa, that that
10:54:25 transition will eliminate many of those historical
10:54:30 factors.
10:54:31 For instance, we're looking at a lot of dead space in
10:54:34 terms of businesses that are there in West Tampa.
10:54:37 We need to have investors that are there and we need to
10:54:39 get those investors to be hopefully many of those
10:54:42 investors will be and encouraged to be minority investors
10:54:45 who will come in and start their businesses there.
10:54:47 We also have the home of Bob Gilder, which has been
10:54:51 purchased by someone in the community -- my time is up, I
10:54:56 know.
10:54:56 But want to make sure we have a marker for those types of
10:54:59 places.
10:54:59 So listen.

10:55:10 Going to move on to our required approvals.
10:55:19 The first on the agenda, West Tampa CRA Community
10:55:23 Advisory Committee.
10:55:25 And I believe everyone has a copy of what Ms. Jeanette
10:55:32 Fenton provided for the structure.

10:55:36 Good morning, board members, Jeanette LaRussa Fenton, CRA
10:55:40 manager for Drew Park and West Tampa.
10:55:42 Now that you have created the West Tampa CRA, the next
10:55:45 step is organizing and structuring the Community Advisory
10:55:49 Committee.
10:55:51 I'm glad to see so many members of the respective
10:55:53 organizations here today.
10:55:56 In case you have questions or in support of the
10:55:58 structure.
10:55:58 You have in your backup the proposed structure, which is
10:56:08 essentially a committee of 11 seats.
10:56:11 Eight would be representatives various West Tampa
10:56:15 organizations.
10:56:16 The other three would be at large or just anyone in the
10:56:19 community that meets your criteria, which is part of the
10:56:23 CAC policy, for membership in the community advisory
10:56:28 committees.
10:56:28 Basically the at large categories include individuals who
10:56:32 live or work in the area, or have significant interest
10:56:35 there.
10:56:36 It also allows for people with special expertise, whether
10:56:40 they be real estate finance, community planning,
10:56:44 something of a nature that would be of value to the
10:56:47 committee.
10:56:48 So it allows for that as well.
10:56:50 As for the ex-officio members, these are full voting
10:57:03 members.
10:57:05 They of course as you know in West Tampa, there are a lot
10:57:07 of organizations.
10:57:08 And it was certainly this is not tend all and be all of
10:57:14 all the West Tampa organization.
10:57:16 It was hard to whittle it down but of course you can't
10:57:19 have a huge committee that becomes unwieldy.
10:57:21 So I've developed so kind of basic criteria in terms, for
10:57:25 an organization to meet what we would consider for
10:57:28 ex-officio status.
10:57:30 First of all, the organization had to have a West Tampa
10:57:32 focus.
10:57:33 That was their primary focus area.
10:57:36 They had to be either incorporated or officially
10:57:39 recognition it by the city as a neighborhood
10:57:41 organization.
10:57:42 They needed to be in existence for a minimum of two
10:57:45 years.
10:57:45 So that they at least had some track record of
10:57:48 operations.
10:57:49 And then they needed to meet regularly, they needed to
10:57:52 have a structure and I think most importantly, they had
10:57:55 to be actively engaged in activities to improve the West
10:57:58 Tampa community.
10:57:59 So that was for me a key factor.
10:58:02 In terms of the organizations that are being identified
10:58:13 for membership on the West Tampa community advisory
10:58:18 committee, you have the West Tampa CDC, the West Tampa
10:58:21 Chamber of Commerce, the West Tampa alliance, the West
10:58:23 Tampa community Council, the North Hyde Park Alliance,
10:58:27 the Old West Tampa neighborhood association and crime
10:58:29 watch, the North Hyde Park Civic Association and the west
10:58:33 Riverfront neighborhood crime watch association.
10:58:35 And I think there are representatives from every single
10:58:39 one of them here in case, as I mentioned, in case you
10:58:42 have questions and want to know more about them.
10:58:45 As per your policy, these organizations would nominate
10:58:51 their representatives and then you would make the
10:58:54 official appointments along with the three at-large
10:58:57 seats.
10:58:57 I wanted to also share with you your policy concerning
10:59:11 qualifications for serving on an advisory committee.
10:59:14 And this is verbatim from your policy document.
10:59:19 That committee members must either live or work in the
10:59:21 redevelopment area or have a significant interest there.
10:59:24 I mentioned earlier about the expertise.
10:59:27 Your policy also states that the membership should
10:59:30 represent the diversity of the stakeholders in the area
10:59:34 and I think the structure that is being proposed will do
10:59:36 that.
10:59:37 You at any time might decide to review the makeup of the
10:59:44 board and change it.
10:59:45 But I feel that this is a good starting point for the
10:59:48 committee.
10:59:49 And if you approve it, then we are prepared to move
10:59:52 forward with the recruitment process and the appointment
10:59:54 process.
10:59:55 And I've prepared a schedule for you.

11:00:07 First, on your last page, you showed that some of the
11:00:14 requirements in terms of how to serve on the Community
11:00:16 Advisory Committee.
11:00:17 Now, and I just thought about this when I was looking at
11:00:21 it.
11:00:21 If let's say for example, one of the groups has a person
11:00:24 that does not live in the area, but is their
11:00:29 representative.
11:00:29 I know that usually that's not going to be a problem or
11:00:32 an issue typically.
11:00:32 >> That's correct.
11:00:33 >>MIKE SUAREZ: In terms of Drew Park makeup, isn't it the
11:00:41 opposite?
11:00:41 I think we have more community members and business
11:00:43 members, isn't it, as opposed to organizational members.
11:00:47 Am I correct?
11:00:48 >> In Drew Park, the makeup, there are nine members of
11:00:52 the committee.
11:00:52 There are six at large and three ex-officios.
11:00:59 Those are the airport, Hillsborough Community College and
11:01:01 the Westshore Alliance.
11:01:03 >>MIKE SUAREZ: That's what I was getting at.
11:01:04 It's the opposite.
11:01:05 And I think the reason why and this is for my own
11:01:07 edification, the reason why is because we have so many
11:01:11 strong long-term groups that have been involved in West
11:01:13 Tampa, that it's easier to do that as opposed to what we
11:01:18 did in Drew Park.
11:01:19 I think that we are probably the same in Ybor City in
11:01:21 terms of some of the groups that were there.
11:01:23 So, I just wanted to straighten that out in my head
11:01:26 because I was going through it and not having my Drew
11:01:28 Park information in front of me, wanted to make sure I
11:01:31 asked that because I knew it was the opposite and we had
11:01:35 a preponderance of citizens.
11:01:37 What's our largest, if you know, our largest CRA
11:01:40 membership?
11:01:41 Is it East Tampa, I would assume.
11:01:43 >> I believe it's Ybor, but I'll defer to my colleagues.
11:01:47 >>MIKE SUAREZ: How many?
11:01:48 25.
11:01:49 Okay.
11:01:49 So if at some point we wanted to add more members, we
11:01:54 have that right to do that at any time, correct?
11:01:56 >> Absolutely.

11:01:59 >>MIKE SUAREZ: Reason I'm asking that, because West
11:02:01 Tampa, the way I envision, there's going to be a lot of
11:02:04 other people and a lot of other groups are going to want
11:02:07 to get involved to make sure we're going in the right
11:02:09 direction for what the focus and what the intentions of
11:02:12 everybody is.
11:02:14 Typically it's easier to get a smaller group ready to go
11:02:18 and I like the number that you've selected.
11:02:20 But, we want to make sure a lot more people have
11:02:22 opportunity later on.
11:02:23 So, I'm glad you presented it.
11:02:25 I appreciate you answering my questions.

11:02:31 and I think the other managers as well that there is a
11:02:35 lot of participation, even if someone is not on the
11:02:38 advisory committee, they are there, they're
11:02:41 participating, providing their input.

11:02:47 into account.

11:03:11 talking about two parts, two CRAs.

11:03:20 a community meeting in late June to present it to the
11:03:23 committee and have discussion about it.
11:03:24 And then I also had the opportunity to attend a West
11:03:28 Tampa CDC community meeting a few days later and I also
11:03:33 presented it there so it has gotten a lot of community
11:03:37 presentation.
11:03:37 It's been very well received and supported.
11:03:40 We did have comments, for instance, one comment had to do
11:03:44 with including faith-based organizations, which that can
11:03:47 be done through the three seats.
11:03:50 Anyone that wants to represent a faith-based
11:03:52 organization.
11:03:53 We also heard about assuring that there is diversity on
11:03:56 the board and I think that we will have that.
11:03:59 And there was also concerns about it not being dominated
11:04:04 by people that were investors and not really having a
11:04:09 vested interest culturally or emotionally in the
11:04:13 community and we heard that.
11:04:14 And again I think have all been addressed in this
11:04:17 proposed structure.
11:04:18 If you approved the structure today, we would move
11:04:22 forward quickly on the appointment process.
11:04:26 We would begin accepting applications between
11:04:28 July 18th and August 18th would be the deadline.
11:04:32 >>YVONNE CAPIN: July 28th.

11:04:35 That is correct you.
11:04:35 July 28th and August 18th would be our recruitment
11:04:38 period.
11:04:39 We will place ads in the Florida Sentinel, La Gaceta and

11:04:47 I will also put it on the city's web site, the clerk's
11:04:50 office.
11:04:50 I will send out notices using my e-mail contact list.
11:04:53 So it will get widespread notification so everyone has a
11:04:58 maximum opportunity to apply.
11:04:59 We'll have applications through the clerk's office
11:05:03 through our office and also online.
11:05:05 And I am also going to conduct an information session.
11:05:10 Only one.
11:05:11 It's not required, but for people that have no idea what
11:05:14 a community advisory committee does, what the role and
11:05:18 responsibility is.
11:05:18 They would have the opportunity to come to an information
11:05:20 session on August 6th at either 1:00 or 5:30 at our
11:05:24 offices.
11:05:25 And we will educate them about the community advisory
11:05:29 committees.
11:05:30 Once the application deadline closes on August 18th at
11:05:35 5:00 p.m., and that is a firm date, 5:00 p.m., not 5:01.
11:05:40 We have to have all applications in.
11:05:42 We begin processing them and then they will be presented
11:05:45 to you at your September 10th meeting and it is at that
11:05:50 time that you will make the appointments to the west
11:05:51 Tampa Community Advisory Committee.

11:06:04 community members for their help and their participation
