09:10:24 It is my pleasure to introduce assistant chief Mr. Dugan.
09:10:28 Mr. Dugan and I've been here so long, we have the same
09:10:33 barber.

09:10:37 We both at one time used to we the same thing.
09:10:39 But, chief, I'll be happy if you would come forward and
09:10:43 one person in the back really likes you.

09:10:48 To make, read about your chief pilot and then we make the
09:10:53 introduction and commendation.
09:10:55 Thank you.
09:10:55 >> Good morning, Council.
09:10:56 Brian Dugan, assistant chief.
09:10:58 This morning we're here again to honor one of Tampa's
09:11:04 best and brightest that we have.
09:11:07 You know, he certainly is the, one of our top people and
09:11:11 certainly holds the title of one of Tampa's finest.
09:11:17 Our chief pilot Todd Curabba is the officer of the month
09:11:20 for July of 2015.
09:11:22 Todd's been assigned to the aviation unit since 2002.
09:11:27 And in 2012, he then became the chief pilot.
09:11:32 He's the chief training officer for our flight crews.
09:11:35 He does the planning, scheduling of all our recurrent
09:11:38 training.
09:11:39 That includes our night vision training, the water
09:11:41 safety, the Bambi bucket and the emergency procedures.
09:11:45 He stays on top of the ever changing rules and
09:11:48 regulations that are administered by the FAA.
09:11:51 Todd is the region four assistant aviation regional
09:11:55 coordinator for the regional domestic security task
09:11:59 force, which requires him to attend various meetings
09:12:02 throughout the state of Florida with FDLE.
09:12:06 What makes that so important is that he stays on top of
09:12:08 the available grants that are out there.
09:12:11 You're very much aware of the budget situation.
09:12:14 You're in the process of going through that and you
09:12:17 understand more than anyone how important it is to have
09:12:21 additional funding for some of our projects and how
09:12:25 important it is for our aviation unit, but there is a
09:12:29 tremendous cost associated with that.
09:12:31 So he stays on top of that and helps us with our
09:12:34 additional funding.
09:12:36 He's worked with our aircraft mechanics and the American
09:12:39 aviation on configuration of TPD's helicopters and our
09:12:43 transition to glass cockpits.
09:12:45 It's kind of a different topic, but really what it comes
09:12:49 down to is getting, converting some of our current
09:12:53 aircraft up to the more modern technology of night vision
09:12:57 and things like that.
09:12:58 Some of the mapping systems that we have.
09:13:01 Most recently, Todd has been involved with, we had a
09:13:05 suspect who was pointing a green laser at aircraft,
09:13:08 including one of TPD's aviation units helicopters.
09:13:12 Todd acted upon this potential catastrophic act by
09:13:15 coordinating with district personnel.
09:13:17 The federal bureau of investigation, and the FAA.
09:13:21 Providing laser incident locations and times.
09:13:24 He notified the aviation counterparts in our neighboring
09:13:28 counties and requested Tampa air traffic control
09:13:30 broadcast alerts via the pilot national defense network.
09:13:34 His strategy paid off when the suspect was located and
09:13:38 arrested.
09:13:39 And you all know it's very well publicized how dangerous
09:13:44 the laser pointing can be to various aircrafts that are
09:13:48 out there.
09:13:48 In recognition of his hard work and dedication to the
09:13:51 aviation unit and to the citizens of Tampa, chief pilot
09:13:55 Todd Curabba has been selected as Officer of the Month,
09:13:58 July of 2015.

09:14:02 >> Chief pilot Todd it is my pleasure on behalf of our
09:14:13 chairman and members of Tampa City Council and all the
09:14:15 citizens of the City of Tampa to make this presentation
09:14:18 to you, sir, for outstanding recognition, dedication,
09:14:22 exemplary services as a citizens to the City of Tampa and
09:14:25 you start with your commitment to continue doing the job
09:14:27 that you do.
09:14:28 Chief Dugan just explained what you do and how you do it.
09:14:32 One thing about our aircraft, under your command, did not
09:14:36 run out of gas like some of these airlines close by that
09:14:39 have to land somewhere because they're low on fuel.
09:14:41 So you keep an eye on the fuel gauge.
09:14:43 You keep an eye on the cost of things.
09:14:45 You do a fantastic job for the citizens.
09:14:48 And God bless you and everybody in the police department,
09:14:51 your family and all of us appreciate the job that you do,
09:14:54 sir.

09:15:19 I'm very proud to announce that Todd is a member of the
09:15:22 almost 1,000 City of Tampa police officers that are
09:15:25 members of the Tampa PBA.
09:15:28 We're very proud of Todd.
09:15:29 We want to thank Chief Dugan and the staff of the Tampa
09:15:32 Police Department, identifying Todd as a good worker.
09:15:37 Todd, we just want to present you today with a small
09:15:40 token of our appreciation.

09:20:11 Thank you very much for allowing me to be here today.
09:20:14 This is a great honor for me.
09:20:16 I've been a member of the Tampa Police Department for
09:20:18 almost 23 years.
09:20:19 I served in a reserve capacity before getting hired on
09:20:24 full time in 1995.
09:20:26 It's been my true honor and pleasure to work for an
09:20:30 outstanding organization like the City of Tampa Police
09:20:31 Department.
09:20:34 Sometimes it can get overwhelming for the amount of
09:20:40 gratitude that we receive from the community.
09:20:42 And it's just really, really nice to be recognized for
09:20:46 the hard work that we all do together.
09:20:49 First I'd love to thank my wife, who is present today.
09:20:52 She is my rock.
09:20:53 She's the person that allow niece work so hard to provide
09:20:56 the services that we do for our community.
09:20:58 I have a lot of folks that work in, under my command.
09:21:04 And those men and women are the backbone of the success
09:21:08 of our organization.
09:21:10 So, I want to relay the message that all of the things
09:21:13 that we do for all of the community is extremely
09:21:18 appreciated by all of you.

09:21:33 commendation to the firefighter of the quarter.
09:21:35 Mr. Miranda.
09:21:36 >>CHARLIE MIRANDA: I would ask Chief Forward to come up
09:21:37 to introduce firefighter of the quarter.
09:21:39 But before he does, I want to thank Bill Currie Ford for
09:21:43 finally giving away a car.
09:21:44 For about 25 years I thought that they were an offshoot
09:21:47 of the Invicta watch brand.
09:21:49 [ Laughter ]
09:21:50 >> Thank you, Councilman Miranda.
09:21:55 To the Council, good morning.
09:21:57 Again, it is my honor to come before you and present to
09:22:01 you Tampa Fire Rescue's firefighter of the quarter for
09:22:04 the third quarter.
09:22:05 The member that I will be presenting to you this morning
09:22:09 is really, really just the epitome of what it is to be a
09:22:14 firefighter and to provide a level of service in the
09:22:19 emergency response platform in the City of Tampa.
09:22:21 Firefighter Clayton Weekes, this has been his entire
09:22:26 dream to become a professional firefighter.
09:22:29 He was born on the island of St. Thomas.
09:22:35 And he told me this morning, because I said is that the
09:22:38 British Virgin Islands?
09:22:39 He corrected me, he said it is the United States Virgin
09:22:41 Islands.
09:22:42 And St. Thomas is the big island, real island.
09:22:45 So, Clayton, since he was a small child, he had always
09:22:49 envisioned of becoming a firefighter, so much so that at
09:22:53 age 11, he joined the Virgin Islands rescue squad and he
09:22:59 stayed committed to that rescue unit in the Virgin
09:23:01 Islands until he graduated from high school.
09:23:05 At the point he graduated from high school, he wanted to
09:23:07 be a professional firefighter on the mainland of the
09:23:10 United States.
09:23:11 So he matriculated to the state of Florida.
09:23:14 When he came to Florida, he went ahead and enrolled into
09:23:17 an EMT course and that was in 2004.
09:23:20 And shortly after that, he went ahead and enrolled into a
09:23:25 firefighting course in 2006 and completed that course of
09:23:30 instruction.
09:23:31 Not being able to be hired by professional fire service
09:23:34 at that time, he went ahead and started providing
09:23:37 services for the AMR rescue unit here local.
09:23:41 And I think throughout the state.
09:23:43 And then he applied for the City of Tampa fire department
09:23:47 and was hired in 2010.
09:23:52 So, in July.
09:23:53 So this month is Clayton's fifth year on Tampa Fire
09:23:56 Rescue.
09:24:00 And that's one of the most, one of the real unique things
09:24:03 about, most of our firefighters of the quarter you've
09:24:06 been familiar with are persons with a lot of time, a lot
09:24:09 of tenure and a lot of service.
09:24:11 So for this young man, with the amount of tenure to be
09:24:14 respected and admired and considered for this position by
09:24:18 his peers, his contemporaries and his leadership is
09:24:22 nothing more than a testimony to what I'm presenting to
09:24:24 you today.
09:24:25 Clayton didn't only just stop there.
09:24:28 Clayton went on, he's studied and put himself through a
09:24:32 number of courses to increase his skill set so he can
09:24:36 clearly, can continue to be an asset to the City of
09:24:38 Tampa, to Tampa Fire Rescue and to this profession.
09:24:42 So much so that I introduced a new group early in 2011
09:24:47 called my job quality enhancement and enrichment
09:24:50 committee.
09:24:51 And it was basically centered and focused on my young
09:24:54 firefighter members who at least had three years on the
09:24:57 job, less than nine years on the job, so that that group
09:25:00 could come together, meet with the administration and
09:25:03 talk to me about conditions, situations, anything that we
09:25:06 could do to enhance the workability and enhance the
09:25:09 tenure, to enhance the job relations on the department,
09:25:13 with respect to our younger members.
09:25:15 Clayton was such an intricate and integral part of that
09:25:19 organization, he always had very, very topnotch comments
09:25:23 and positions that we could entertain, that did not
09:25:27 impact my budget, did not go against the collective
09:25:30 bargaining or any of those things but things that
09:25:33 enhanced the work relationships and the job enrichment
09:25:37 for Tampa Fire Rescue and the citizens of Tampa.
09:25:40 Clayton is a member of the local 754.
09:25:43 He's committed and been progressive in working with the
09:25:47 meals on wheels organization.
09:25:49 The paint your heart out Tampa issues.
09:25:52 He is now a member of our urban search and rescue,
09:25:55 Florida task force 3.
09:25:56 We just recently took on the process of entertaining,
09:26:00 looking at new firefighting ensemble.
09:26:03 The equipment that our firefighters run into fires with,
09:26:07 Clayton raised his hand, joined that club, that committee
09:26:09 to put those ensembles through its courses so that we
09:26:12 could pick, or choose the best firefighting ensemble for
09:26:16 the enhanced safety of our persons out in the field.
09:26:19 It goes on to say firefighter Weekes has been extremely
09:26:23 busy firefighter in his five years, which we know.
09:26:26 I had a conversation with the retired chief officer a
09:26:29 number of years ago, when we just hired Clayton.
09:26:32 He said chief, I just want to share with you.
09:26:35 You know how I really look at firefighters, I've trained,
09:26:38 developed them.
09:26:39 Firefighter Clayton Weekes is truly an asset to this
09:26:42 organization and one of the finest firefighters I've
09:26:45 seen, I think Chief Hart had 50 years on the job at this
09:26:48 time.
09:26:48 And he's here with us today as well.
09:26:50 Chief Hart came back and just to show his appreciation
09:26:55 for the representation of who firefighter Clayton is.
09:26:59 For this and so many other things, this young
09:27:01 firefighter, five years tenure with the City of Tampa
09:27:03 fire rescue, truly epitomizes what it takes to be a Tampa
09:27:07 firefighter and represent the very best in our community.
09:27:11 City of Tampa and Tampa Fire Rescue.
09:27:13 So it is my honor to present to you our firefighter of
09:27:15 the quarter, firefighter Clayton Weekes.
09:27:18 And Clayton, thank you. [ Applause ]
09:27:22 >> For a young lad to be that industrious and that
09:27:27 involved, obviously doesn't do it on his own, so he's
09:27:30 supported by cast here this morning.
09:27:32 Not only all the members from Tampa Fire Rescue, the
09:27:34 staff and all of his peers and contemporaries, but his
09:27:37 lovely fiancee Shara.
09:27:41 His daughter, Sophia.
09:27:42 His son, Mika.
09:27:45 His younger son, one that's been really raising the roof
09:27:48 this morning, Clayton junior.
09:27:49 And his grandmother, Vivian.
09:27:51 So please, a round of applause for those persons
09:27:54 supporting as well.

09:35:46 co-workers, especially those from station 13, the night
09:35:50 on Annie street and station 14, where I began my career.

09:36:00 a major role in my career.
09:36:01 I would like to say thank you.
09:36:03 To my retired chiefs and captains who are no longer with
09:36:06 us today, I would like to say thank you.
09:36:09 Tampa Fire Rescue is and will always be the best
09:36:12 department to work for and my second family.

09:41:56 The first I have to tell you, give God glorification,
09:42:02 thank God for Jesus Christ.
09:42:04 God has been good for all of us and we need to start
09:42:07 taking into consideration how good God is to us.
09:42:10 For us just to wake us up this morning.
09:42:13 I have some sleepless nights because of the way the
09:42:19 United States of America treats black people.
09:42:22 And it's so sad.
09:42:25 You're talking about gun control law.
09:42:32 First you have to consider the issue.
09:42:34 If you're going to pass a law for gun control, first you
09:42:39 need to take the guns from the police officers.
09:42:43 They're killing their black men like swatting flies.
09:42:49 It's so sad.
09:42:50 Nobody wants to defend the poor victim.
09:42:53 But they always out there to defend the police officers.
09:42:57 Little girl changing lanes, thought changing line without
09:43:04 putting on a signal light.
09:43:05 And three days later she wind up dead.

09:43:11 It's so sad the way the American treat our peoples.
09:43:16 When I say our people, I'm talking about God's people.
09:43:20 We seem to not care for one another.

09:43:26 The way you all treat my peoples, at my church, put that
09:43:31 illegal fence all around the church.
09:43:33 I can't even get to the back of my church there to park.
09:43:37 My people stop coming to church because they have nowhere

09:43:40 You all designated the church as a historical landmark.
09:43:44 When you designated it as a historical landmark, then you
09:43:48 put all restrictions on the church.
09:43:50 Which is ridiculous.

09:43:55 God, you got to intervene.
09:43:57 I think sooner or later he will intervene and he will

09:45:10 because you know I'm very critical of the glorification
09:45:13 of bad food choices at the different food festivals.

09:45:20 I've spoken against ribs.
09:45:21 Ribs are about one of the worst things.
09:45:24 Ribs, bacon is the only thing worst.
09:45:26 And now there's rib flavored the potato chips, which are
09:45:29 good because that's a way of getting the flavor of ribs
09:45:32 without, without all the saturated fat that's extremely
09:45:36 bad for people.
09:45:37 So the food industry, unlike yourselves, is not letting
09:45:42 grass grow under their feet.
09:45:43 Here's another thing that's pretty good.
09:45:48 Sausage crumbles, Jimmy dean.
09:45:51 What's great about this, 60% less fat.
09:45:54 So you can have your sausage and not have a heart attack.

09:46:01 So, the thing is that, what pastor Williams more or less
09:46:07 ended with is a good theme and that was in the movie Far
09:46:12 From the Madding Crowd, based on Thomas Hardy's book.
09:46:18 And at some point, Bathsheba Everdene is asking for
09:46:28 advice from Gabriel Oakes.
09:46:32 And she says well, what should do I?
09:46:34 She has all these suiters to choose between.
09:46:37 And he says you should do what is right.
09:46:41 And I think that should apply here.
09:46:43 You don't buy volts, even though the price keeps
09:46:47 dropping.
09:46:47 This is only really a first step.
09:46:51 If a, there's a recruiter sense because of a flip in the
09:47:00 Gulf stream because of this carbon dioxide in 50 years.
09:47:03 50 years of not doing anything.
09:47:05 You want to pay that $11 million a year for fuel.
09:47:10 You don't wanted to pay three.
09:47:12 It's like there's some constitutional thing, you're
09:47:15 supposed to pay that 7 or $8 million.
09:47:17 Because that's the difference of volt uses about a
09:47:23 quarter of a gallon a day on average instead of two.
09:47:25 And this city should be setting the example of the volt
09:47:28 or a hybrid.
09:47:29 That's what the county is starting to do.
09:47:31 Hybrids.
09:47:32 Now, hybrids only cost $2,000 a year more, but it's like
09:47:35 that silly thing you walking by a car and all of a sudden
09:47:38 the horn blows.
09:47:40 You have to pay an extra $2,000 for the model that has
09:47:44 that.
09:47:44 Then it's about $500.
09:47:46 So, that's kind of what's at work with hybrids.
09:47:49 But anyway, send Charlie Miranda to negotiate for it.

09:50:53 I was here to speak on the parking rates for Ybor.
09:50:57 And you requested information on the developer's
09:51:00 agreement.
09:51:01 Specifically the question was when will the developer's
09:51:05 agreement end or is there a sunset?
09:51:07 And there is not a sunset to the developers agreement for
09:51:12 the Ybor.
09:51:15 The other issue that we were presenting were the parking
09:51:22 rates adjustments and some of the verbiage in the order
09:51:29 as pertaining to the Ybor parking rates.
09:51:31 And specifically I don't know if you have the packet of
09:51:34 information in front of you or not, but specifically the
09:51:39 changes that we are recommending and in summary are for
09:51:43 the garages, for the Centro Ybor garage, the restricted
09:51:48 access parking designation has been changed from
09:51:54 6:00 a.m. to 6:00 p.m. designation to a 7 day 12 hour
09:51:59 access.
09:52:00 And what that means is that for someone who is using that
09:52:04 restricted access, they're not limited just to the
09:52:07 6:00 a.m. and 6:00 p.m.
09:52:09 We would change it maybe it's more amicable for someone
09:52:14 to park from 4:00 a.m. to 4:00 p.m. or 5:00 a.m. to
09:52:18 5:00 p.m.
09:52:19 So we have allowed that flexibility.
09:52:22 For the unrestricted access for Centro Ybor, the parking
09:52:28 in this designation will continue to have the 7 day, 24
09:52:31 hour access.
09:52:32 The reserve access, this is for the monthly parking,
09:52:39 nothing has changed there.
09:52:41 And the rates for the Ybor garage remain the same.
09:52:45 None of those rates have been changed.
09:52:47 So for the restricted access, 7 hours, 7 days a week, 12
09:52:52 hours a day, that's $27.
09:52:54 Unrestricted access is $55.
09:52:57 And then the monthly rate is $90.

09:53:28 for the Palm Garage, that rate was $43.
09:53:33 It has now been increased to, the recommendation is to
09:53:38 increase it to $55 to make it in line with the Centro
09:53:41 Ybor garage rate.
09:53:43 And then the reserve access remains the same for, as $90
09:53:50 an hour -- not $90 an hour.
09:53:52 Please scratch that.
09:53:56 $90 monthly rate.
09:53:59 I'm a little bit nervous too.
09:54:00 The off-street lots, these are the Ybor lots, three, four
09:54:09 and five.
09:54:09 The rates remain the same there.
09:54:11 $27 for 7 day, 12 hour access.
09:54:16 And $43 for the 7 day, 24 hour access.
09:54:20 Again, the change here was to eliminate the restriction
09:54:24 from 6:00 a.m. to 6:00 p.m. to allow more flexibility.
09:54:28 What you also notice in your packet of information
09:54:34 regarding the rates, or changes, recommendation for
09:54:39 changes for the monthly or hourly rate, excuse me, the
09:54:45 hourly rate, if you recall, if you park in Ybor, let's
09:54:50 say to go to the movies or whatever, right now as it
09:54:52 stands, it's one dollar for the first three hours and
09:54:57 then it tiered incremental rate from there.
09:54:59 What we are recommending is just a straight dollar per
09:55:04 hour rate.
09:55:04 So if you're there for one hour or less, you pay your
09:55:08 dollar.
09:55:08 If you're there two hours or less, you pay two dollars,
09:55:11 so on and so forth.
09:55:13 So, in summary, just to recap the changes.
09:55:18 The Centro Ybor garage maintains the current rates of $27
09:55:24 for 7 days, 12 hour access.
09:55:32 The unrestricted, 7 day, 24 hour access for $55.
09:55:37 And reserve access, which is the monthly parking rate, 7
09:55:40 days a week, 24 hour access, that will remain as $90.
09:55:46 The Noriega Palm Garage, $27 for the restricted access.
09:55:53 $55 instead of the $43 for the unrestricted access.
09:55:57 And the monthly rate of $90 for the reserve access.
09:56:02 And then $27 and $43 will remain the same for the lots.

09:56:29 But we're not looking at any of the other facilities that
09:56:33 we have.
09:56:34 And I understand it's because it was the YCDC that
09:56:38 brought this forward and requested some of these changes.
09:56:45 I'm always interested in across the board parking fee
09:56:48 increases, so that we are at market rate.
09:56:52 Were you able to determine what the disparity is between,
09:56:56 or if there is a disparity between our rates and market
09:56:59 rates for parking downtown and in other places?
09:57:03 >> Yes, let me say one thing.
09:57:07 Yes, I was.
09:57:09 But this was partly done for YCDC.
09:57:13 But also one of the reasons we were looking at these
09:57:15 rates is because the Ybor rates were so lower than all
09:57:19 the other city parking garages and lots.
09:57:21 So two tiers -- two prong approach here.
09:57:27 Want to make that clear.
09:57:28 Second thing is yes, did I look at those rates.
09:57:31 Those rates are posted and managed collectively for all
09:57:34 of the garages and lots downtown by the YCDC.
09:57:38 On the web site, there are approximately 150 different
09:57:43 garages and lots that they maintain.
09:57:46 So I was able to gather that information.
09:57:48 However, I was not able to look to see that much of a
09:57:51 disparity in a day, with trying to compare, approximately
09:57:58 150 garages and lots.
09:58:00 But I will get that information to you.

09:58:45 What the effect is, we in essence contracted with the
09:58:51 Centro Ybor developer and that's changed over time for a
09:58:55 certain level of parking rate within our garage.
09:58:57 So the only opportunity that we would have to change that
09:59:00 would be to enter into another agreement, which would
09:59:04 provide that.
09:59:04 In fact, that issue has been the subjects of the several,
09:59:09 of the several amendments.
09:59:12 Any time there's been a change to what the parking rate
09:59:15 would be for them, it's always been done by amendment.
09:59:18 So that would be the only opportunity to change that.
09:59:22 >>LISA MONTELIONE: So there not being a sunset, this
09:59:27 agreement stands in place, it does allow us to make
09:59:31 changes to the agreement.
09:59:33 It just means that we can't contract with anybody else.

09:59:41 We just can't change them for the entity we have entered

10:01:29 vendors all have qualified under those ordinances that we

10:02:04 The other parking garage is starting to get there, but
10:02:07 has not quite reached that peak.
10:02:09 But as development continues to come and on-street
10:02:13 parking becomes more and more unavailable, let's say,
10:02:16 then I'm sure that that lot will start a turn-around.
10:02:20 Are you satisfied with the things that are happening
10:02:24 under that department?
10:02:25 >> Yes, I am satisfied.
10:02:27 We're constantly looking at changes and how we can make
10:02:30 it even better.
10:02:31 We meet regularly, not only looking at Ybor but looking
10:02:34 at all the garages and lots to see what, in addition to
10:02:39 beautification, but structurally the things that that can
10:02:43 be done to sustain the integrity of the garages and lots.

10:03:35 Here to report back on Hogan's Beach, what's been done
10:03:40 over the last several months, just to give you an update.
10:03:43 As you might remember, New Year's Eve we put together a
10:03:47 joint operation out at Hogan's Beach with what my folks,
10:03:52 TPD and the fire marshal.
10:03:55 That night we didn't have any issues, no violations
10:03:58 observed.
10:03:59 The two main issues that were there that night were, was
10:04:02 a parking lot being used off site and unlawful assembly.
10:04:09 We didn't witness any of that.
10:04:10 We monitored both of those situations and did not observe
10:04:14 any violations.
10:04:15 The only violation that observed, that emerged out of
10:04:18 that was the sign.
10:04:22 Over the last four months, I've sent inspectors out there
10:04:26 on Saturday nights and we haven't observed any violations
10:04:31 as far as lawful assembly or the illegal use of a parking
10:04:35 lot.
10:04:35 Again, the sign keeps emerging.
10:04:38 So we sent that, that's going to be heard October 7th by
10:04:42 the zoning magistrate.
10:04:43 In reference to that sign.
10:04:45 And it's, the violation would be modification of the sign
10:04:50 without permit.
10:04:51 We have some witnesses that came forward that somehow
10:04:57 state that this sign is hooked up to the music and it
10:05:00 flashes quicker as the music gets louder.
10:05:03 We reached out to the EPC of Hillsborough County.
10:05:08 Their last complaint was on March 16th of 2015.
10:05:12 A main complaint that emerged out of this Hogan's Beach
10:05:18 incident called them to report loud music, but she also
10:05:23 reported that once she calls Hogan's, they turn the music
10:05:26 down.
10:05:27 So they come into compliance.
10:05:28 Yesterday I had a supervisor speak to this complainant.
10:05:35 And her main concern is the music and the noise, but each
10:05:41 time that she calls Hogan's Beach, they comply.
10:05:44 This person's also going to be a witness to the sign
10:05:50 violation.
10:05:51 So that's where we're at now.
10:05:55 Like I say, we have done several investigations.
10:05:59 The only thing that emerged out of the investigation was
10:06:02 the sign violation.
10:06:03 That's going to be heard October 7th.
10:06:05 And you know, we'll see what happens from there.

10:06:18 Because I'm not sure that -- I'm not sure that any of us
10:06:24 got the definitive answer of, is this operation part of
10:06:33 their zoning for that property?
10:06:39 >> They're approved for a hotel and restaurant use on the
10:06:42 property.
10:06:42 And the, over the last 7 months, monitoring the
10:06:46 operation, we met with the property owners.
10:06:49 They explained to us their understanding now of the
10:06:53 limitations that they have.
10:06:55 They've indicated that no more concerts are being
10:06:58 scheduled for their property.
10:06:59 They still have entertainment, but it's accessory to the
10:07:04 operation of the restaurant and hotel.
10:07:07 That manner in which that operation is occurring I
10:07:11 believe is consistent with the zoning of the property.
10:07:14 And I advised the neighborhood enhancement that the two
10:07:19 violations related to the assembly use and the parking
10:07:24 issue should be closed.
10:07:26 The sign needs to move forward.
10:07:28 But at this point, given the monitoring, then I think
10:07:32 that they are operating in the manner in which the zoning
10:07:35 of their property allows for.
10:07:38 >>LISA MONTELIONE: Thank you.
10:07:38 I guess the only thing, Sal, that disturbs me is that,
10:07:44 you know, the residents have to call and then they come
10:07:48 into compliance, which is great.
10:07:50 But they should be in compliance.
10:07:53 Somebody shouldn't have to call every single time.
10:07:56 I mean, the burden shouldn't be on the public to monitor
10:08:01 this business.
10:08:03 The business should be responsible for monitoring itself.
10:08:06 >> In response to that, the EPC, that's where that lies
10:08:11 right there.
10:08:11 I can't force them to go out.
10:08:14 We have advised them there has been complaints.
10:08:16 They know there's been complaints.
10:08:17 They have gone out.
10:08:18 They use their measuring devices, I think once.
10:08:22 And they didn't come up with any evidence of noise
10:08:23 violations.
10:08:24 My folks not equipped for that, you know, we have been
10:08:29 out there four times since this complaint emerged.
10:08:34 We didn't notice anything.
10:08:36 But we're not equipped to monitor the noise.
10:08:41 We don't have the meters.
10:08:43 The police do.
10:08:44 So I think that that question, the answer for me is that,
10:08:49 I think we have done all we can do.
10:08:52 I think we have given out pretty good service.
10:08:54 We have gone out there on the weekends.
10:08:57 We have reached out to the EPC.
10:09:00 We have reached out to the police.
10:09:02 I think things are being done.
10:09:03 I think it is important that the neighbors do call and I
10:09:08 think it's really a good situation where they've
10:09:13 developed a relationship with Hogan's so they can call
10:09:15 them directly.
10:09:16 I think that's a good thing.
10:09:18 And they're getting responses.
10:09:21 They're getting results from it.
10:09:23 That's all I can say on that matter.

10:09:30 Recently I saw some news account where they had a big
10:09:36 brouhaha out there on that facility.
10:09:40 Some type of party they got into a big fight.
10:09:43 And it was hundreds of people out there.
10:09:46 >> I think that -- the captain can answer that question.
10:09:52 >>FRANK REDDICK: I think my question to you is, how would
10:09:54 that relate to what you're trying to do to monitor the
10:09:57 situation at this facility?
10:10:00 Does this play any role by being able to see a brouhaha
10:10:04 take place where you have hundreds of people out there?
10:10:07 And it took place based on a party.
10:10:11 >> My folks didn't witness that that particular night.
10:10:13 But if they did, they're instructed to call the police.
10:10:17 That would be our remedy for that.

10:10:19 Well, I think police, I guess law enforcement can answer
10:10:23 that okay.

10:10:25 That was a fat one on the Fourth of July that was posted
10:10:31 it on Facebook and stuff.
10:10:32 The police were called out on that at that time.
10:10:35 Fights do happen at clubs and venues.
10:10:38 When I saw the video, I saw maybe four or five folks
10:10:43 actually engaged in it.
10:10:44 A lot of bystanders watching the fight.
10:10:47 It being posted online, gave a lot of attention.
10:10:52 But they're going to happen at times.
10:10:56 >>FRANK REDDICK: Well, that is right.
10:10:57 Fights might take place at time, at clubs.
10:11:00 But when you got consistent pattern of fights taking
10:11:04 place at a particular place, then it's time to, for
10:11:10 someone to make the decision that you can't continue
10:11:13 having this happening.
10:11:15 Same as in Ybor.
10:11:16 When it was happening quite a few fights and shootings in
10:11:20 Ybor, at the clubs.
10:11:22 People wanted the clubs closed.
10:11:25 And so, we keep seeing a consistent pattern, and I mean
10:11:31 it was a lot of people.
10:11:32 I saw it on the news.
10:11:34 It was a newscast that showed this.
10:11:36 And I don't know if the news people got it from Facebook.
10:11:38 But I was witnessing it on TV.
10:11:41 Watching this on TV.
10:11:42 And there's a lot of people.
10:11:44 But seemed to be consistent pattern where we continue to
10:11:48 have these fights break out at this same facility.
10:11:50 With these large crowds.
10:11:52 So, I understand your position that these things happen.
10:11:56 But when they're very consistent, then it pose a problem.
10:12:00 Pose a problem for the residents who are living there.
10:12:03 It pose a problem for law enforcement because you got to
10:12:07 go out there.
10:12:10 >> I pulled the calls for service out there the past four
10:12:13 months, since we met last on April 16th and we only have
10:12:16 five calls for loud music.
10:12:18 That address used for like traffic accidents, folks use
10:12:22 that address, hit-and-runs and disturbs.
10:12:25 The main concern when I went out there yesterday, I
10:12:29 called, her name is Allison Roberts from Dana shores
10:12:35 civic association.
10:12:36 She said they improved a lot.
10:12:37 And her main concerns were some of the ones that Sal
10:12:41 addressed regarding the signage and stuff.
10:12:43 I went to the double tree hotel and they said everything
10:12:49 was fine.
10:12:50 And I called the apartment complex, just to the south of
10:12:53 there.
10:12:53 And I talked to the manager over there.
10:12:56 And they said they've been doing great.
10:12:58 We haven't had too many calls out there regarding fights
10:13:02 recently since they've been I guess under the microscope
10:13:06 of City Council.
10:13:07 And code enforcement.
10:13:10 >>FRANK REDDICK: My last comment is this.
10:13:11 If you're getting five calls for facility in Ybor City,
10:13:17 they would be raising hell.
10:13:19 Would be raising pure hell by wanting to close it down or
10:13:23 do something.
10:13:24 Would be before the City Council to put restriction on
10:13:27 them, doing something.
10:13:28 So, I don't know, is it just because this is isolated
10:13:32 place there off the causeway, but it's starting to become
10:13:36 a concern of mine because we can't, we seem to be paying
10:13:39 a lot of attention this on the agenda, Hogan's place.
10:13:44 And when these things have been very, very consistent,
10:13:49 it's time, if this is going to continue to go on, then
10:13:52 it's time for this Council to move forward in some
10:13:57 direction and take action against the facility.
10:13:59 Because if it was somewhere else, if it was in Hyde Park,
10:14:04 if it was in South Tampa, people would be requesting us
10:14:07 to do something.
10:14:08 And I'm just tired of that, this keep going on and, and
10:14:15 we are just sitting saying well, it's getting better.
10:14:20 But it's still a problem.

10:15:19 It's almost 90 years old.
10:15:21 And in much need of repair.
10:15:24 We did have an emergency action last year for some
10:15:27 electronic repairs.
10:15:29 And the work that we'll be doing with this bid will allow
10:15:33 for protection of that prior work, with the tender
10:15:36 housework that's being planned and also for structural
10:15:40 concrete and painting work that is essential for this
10:15:44 bridge and will actually extend the useful life ten to
10:15:47 possibly 15 years.
10:15:48 So we appreciate your support of the project.

10:16:28 notify the boating community of this?
10:16:31 >> At this time, we're not planning any obstruction to

10:16:34 We certainly coordinate appropriately with the Coast
10:16:37 Guard during these types of projects.
10:16:39 There will be obstruction to vehicular traffic during the
10:16:43 project.

10:16:45 >> And we built into our contract any caveats or cans we
10:16:50 need the contractor to be responding to in terms of
10:16:55 special events and also coordination with the Julian B.

10:17:04 vehicular and for barge traffic that will be going to the
10:17:08 Doyle Carlton Riverwalk work, to Julian B. Lane and for

10:17:20 coordinate with any owners north of the bridge and will
10:17:22 certainly be doing that.

10:18:25 up in the area as far, including the folks from southern
10:18:32 Carrollwood show up in droves.

10:18:37 the mix.
10:18:38 So, I heard a lot of concerns about the blue sink project
10:18:44 and people relating the problems with lake he can coals
10:18:50 to blue sink and the problems with lake he can coals or
10:18:53 excessive hydrilla and things like that.
10:18:55 So some people have it right that they're not connected.
10:18:58 Some people still think that there is a cause and effect.
10:19:01 In any case, this project once work begins and trucks
10:19:06 show up and pipes start being delivered, I'm sure there's
10:19:10 going to be phone calls and emails received about it.
10:19:15 Because they're still very unhappy about the project.
10:19:18 I had asked when we talked about this last time, you were

10:19:23 That there be signs posted by the contractor, with
10:19:27 contact information for residents who see the trucks out
10:19:30 there, who want to inquire about what's going on or to
