11:16:54 Tony Garcia, Planning Commission staff.
11:16:56 Pleasure to see you all this morning.
11:16:57 We are going to talk this morning briefly about the progress
11:17:04 we have made since the last time we met with this body on
11:17:06 the comprehensive plan update.
11:17:08 At that point in time when we met, we had talked about we
11:17:11 needed to provide some additional time for public outreach.
11:17:14 So what we did is we shifted everything an additional 30
11:17:18 days.
11:17:18 But what we have already requested by the body over here --
11:17:22 and we just received that in the form of a motion -- is to
11:17:25 have a transmit hearing before City Council on September
11:17:28 24th, to transmit the comprehensive plan update for
11:17:31 state and regional review.
11:17:33 At this point in time I just want to let you know, based on
11:17:37 suggestions made by council, I have made additional
11:17:39 presentations out there, been to the Tampa Downtown
11:17:45 Partnership, been to Westshore Alliance, been to the Chamber
11:17:49 of Commerce, been to a variety of meetings.
11:17:53 We also have had extensive -- I must say extensive and
11:17:58 enjoyable and productive meetings at Ms. Vizzi's home with
11:18:02 T.H.A.N., Tampa Homeowners Association of Neighborhoods.
11:18:05 We have had some very productive in-depth meetings over
11:18:09 there.
11:18:09 We had two.
11:18:10 Our third meeting is next week.
11:18:12 We talked to a very large segment of T.H.A.N. with very good
11:18:17 comments that have been brought by the group, been taken
11:18:22 into consideration, will be actually interjected into the
11:18:25 plan, that have to deal with, of course, making sure that we
11:18:28 properly have mitigation impacts and protection from any
11:18:33 kind of commercial encroachment into the neighborhoods, the
11:18:37 residential neighborhoods to ensure that they remain
11:18:42 residential in character.
11:18:43 That being said, I'm going to let Ms. Vizzi get up and make
11:18:48 some supporting comments as far as the meetings that we have
11:18:53 had with T.H.A.N. so you can see what our progress has been
11:18:56 so far, and I will come afterwards and tell you what the
11:18:58 next steps will be.

11:19:11 I am here today alone because Jerry is out of town.
11:19:14 But as Tony just told you, we have had two three-hour
11:19:21 meetings at my kitchen table with nine members of T.H.A.N.,
11:19:27 all nine neighborhoods that could or wanted to send someone
11:19:31 to the zoning committee, and it has been quite the
11:19:36 experience seeing the books.
11:19:41 And we have had a concern, because we thought that we get
11:19:47 the information by knowledge.
11:19:50 Of course, we all know it's confirmed that it wasn't until
11:19:53 the end of June, beginning of July, that we saw it.
11:19:57 So just what we were concerned with happened, but we had
11:20:03 less time to review it so we are having to do it quicker
11:20:07 than we intended to.
11:20:08 But I will say that working with Tony and him bringing our
11:20:14 comments to the Planning Commission staff have seemed to
11:20:19 have been successful.
11:20:20 And as soon as we feel that we have something we can take to
11:20:25 send to you previous to this meeting coming up, we will do
11:20:28 that.
11:20:29 However -- I mean, because it will be very difficult to give
11:20:36 you all of our comments in the short time that we have to
11:20:41 review it, but I will say that working with the Planning
11:20:44 Commission has been successful, and we'll be back in
11:20:49 September.
11:21:01 >>MARTIN SHELBY: For purposes of the agenda, if there's
11:21:08 anybody else who wishes to speak under public comment at
11:21:10 this time.
11:21:13 >>FRANK REDDICK: Anyone else who wishes to speak at this

11:21:17 >>TONY GARCIA: If I may once again, Tony Garcia, Planning
11:21:19 Commission staff.
11:21:20 I am going to wrap this up for you all to tell you that we
11:21:24 also had three outreach meetings, public meetings.
11:21:27 We had one at Ragan Park and we had two additional meetings
11:21:30 with the Planning Commission offices for people to come in.
11:21:33 We did have representation that those three meetings in
11:21:36 addition to the ones that I have already talked to you
11:21:38 about.
11:21:39 We will have a hearing, public hearing in front of the
11:21:42 Planning Commission on September 14th.
11:21:44 We will bring this to you for transmittal.
11:21:48 As I said, for state regional review in September.
11:21:50 That will take about 30 days at least to go on.
11:21:53 So we are looking to try to potentially have an adoption
11:21:56 hearing in November.
11:21:58 But in all that time frame, as Ms. Vizzi correctly stated,
11:22:04 they will have ample opportunity to provide additional input
11:22:06 to the plan as your adoption hearing will not be until
11:22:11 November at the latest.
11:22:14 So that's where we stand right now.
11:22:16 I have met with most of you individually, and the offer is
11:22:24 still open to the remaining members of council who would
11:22:27 like to meet with me to be briefed individually on the
11:22:31 salient features and updates of the plan.
11:22:34 So that is where I stand right now.
11:22:37 I am open for any questions you may have.

11:22:50 That is a 5:30 public hearing.
11:22:53 >>LISA MONTELIONE: And is it the Planning Commission board
11:22:55 room?
11:22:57 >>TONY GARCIA: Yes.
11:22:57 >>LISA MONTELIONE: At the last meeting, I had asked that
11:23:03 you reach out to other groups other than T.H.A.N., and the
11:23:07 two that I have to mention were the cafe con Tampa and the
11:23:11 Heights collective.
11:23:12 Have you met with them?
11:23:13 >> I have met with the cafe con Tampa, and the Heights
11:23:18 collective, I have had members of that come to my Ragan Park
11:23:21 meeting.
11:23:22 >>LISA MONTELIONE: Okay.
11:23:24 But you didn't meet with them --
11:23:27 >>TONY GARCIA: No.
11:23:27 I made an offer to meet with them.
11:23:29 I received no response.
11:23:30 >>LISA MONTELIONE: I just want to make sure, because they
11:23:33 have got to be very active.

11:23:40 Those are some of the same people that were at my Ragan Park
11:23:43 meeting, just so you know.

11:24:38 could take a moment to digest what you were asking me.
11:24:41 So in looking at that a second time, I was prepared to
11:24:45 answer that properly this time.

11:24:52 Again, you all have to act on that and try to be proactive
11:24:54 in making that happen.
