09:01:21 It is a pleasure to introduce the Reverend Justin
09:01:24 LaRosa.
09:01:25 Reverend LaRosa was born in Pittsburgh, Pennsylvania
09:01:29 and currently the minister of discipleship ministries.
09:01:33 He has a bachelor's of social work and master's in social
09:01:36 work from the University of South Florida.
09:01:38 Go bulls.
09:01:38 Married to Caroline, and he has both a daughter and a
09:01:41 son.
09:01:41 His mission at Hyde Park church is to connect people to
09:01:43 their next step in faith.
09:01:45 He works with the church staff and lay teams to help
09:01:48 equip people to grow in their love for God and others and
09:01:52 to identity, invite and support leaders.
09:01:55 We welcome Reverend LaRosa.

09:06:35 God of love, God of grace, may we be aware of your

09:06:42 We give thanks for the citizens of this city and
09:06:45 community.
09:06:45 For the leadership that is grounded in humility and the
09:06:50 ways in which you work in and through people, people that
09:06:54 are here today.
09:06:55 We pray for a spirit of wisdom, collaboration,
09:06:59 perseverance for the City Council and the staff, as they
09:07:02 build on the strengths of the city and tackle both
09:07:06 complex and simple issues.
09:07:08 We pray for all the residents of the city.
09:07:11 Those who are strong, those who are weak.
09:07:14 Those who are informed and those uninformed.
09:07:17 And we remember those words that the prophet Jeremiah
09:07:22 gave to us when he said that when we seek the welfare of
09:07:25 the city, it is in that seeking that we will find our own
09:07:28 welfare.
09:07:29 And so we remember that as we go through our day.

09:08:21 Busansky, Channel District community advisory.

09:08:33 >> Good morning, Councilmembers, how are you doing today?
09:08:36 I appreciate the opportunity.
09:08:38 I'm Ed Busansky with the Channelside CRA.
09:08:41 Just wanted to update you what's going on.
09:08:43 I'm the vice chair.
09:08:44 A lot of exciting things going on down there.
09:08:46 As you probably have heard in the newspaper, we're very
09:08:48 excited about the channel club which hopefully will get
09:08:51 through the permitting process soon.
09:08:53 I heard that Publix is through the permitting process and
09:08:56 we're looking forward hopefully to construction to start
09:08:58 sometime in March or April.
09:08:59 So we're very excited having a Publix down in
09:09:02 Channelside.
09:09:04 Also having the extra residents as we have seen with the
09:09:07 Fitzgerald, property on Kennedy, which was just recently
09:09:10 named, very excited that that's going and with the
09:09:13 SkyHouse just over -- the SkyHouse just being
09:09:15 finished, just having more residents down there, we're
09:09:18 seeing it come together, seeing the buzz, Duckweed is
09:09:21 opening up the next couple of days.
09:09:23 Very excited about that and Channelside, we have a new
09:09:26 bar called The District Tavern, which is doing great.
09:09:28 It's all coming together.
09:09:30 We're also very excited off in the distance we have the
09:09:33 port with their plan, which we love the idea of the green
09:09:36 space there and replicating the Curtis Hixon Park over
09:09:39 there.
09:09:39 So we could have a park over there.
09:09:42 I'm trying to think what else.
09:09:44 Also very involved, sponsoring things like Out Loud, so
09:09:48 you've see the little trollies or street cars as I'm
09:09:50 always corrected they're called.
09:09:51 That got paint six months ago.
09:09:53 Great addition, celebrating that we have done some other
09:09:56 art things.
09:09:57 Also were involved with fireworks and over New Year's
09:10:00 Eve.
09:10:00 That was wonderful.
09:10:01 Then we're very excited, it's an issue coming up now and
09:10:04 I know the cab commission looking at it, some of you on
09:10:07 the cab commission, is the electric shuttle around the
09:10:12 golf carts driven around downtown to help people get
09:10:15 there.
09:10:15 As a resident, that's one thing, I love being in
09:10:18 Channelside because I'm close to Ybor even though the
09:10:20 shuttle won't go there yet.
09:10:22 But I'm close to Channelside and close to downtown.
09:10:24 Sometimes I walk downtown, have a bite to eat at one of
09:10:27 the restaurants.
09:10:27 It will be 10:00 and walking back it's kind of a desert.
09:10:31 So having some transportation that we can take will be
09:10:33 wonderful.
09:10:34 So we're very excited and hope you consider that and
09:10:37 think about supporting that.

09:10:47 Do we have any status on the grocery store, Publix on
09:10:54 Meridian?
09:10:55 >> The building has been fully permitted.
09:11:05 They will not begin construction until the shell of the
09:11:09 tower is complete because the parking is integrated.
09:11:12 So the parking deck being built for the high rise will
09:11:14 also be used for the Publix.
09:11:18 Similar to the Greenwise in Hyde Park.
09:11:20 It will be that kind of situation.
09:11:22 We are hoping that we get through the permitting with the
09:11:28 high rise in the not too distant future.
09:11:31 It should be beginning construction probably May, June
09:11:34 with about 18 month construction time.
09:11:36 So that would put Publix opening in late '17 or early '18
09:11:40 I think right now.
09:11:42 >>YVONNE CAPIN: Good.

09:11:51 Britton Plaza, they literally took down the old one and
09:11:54 built a brand new one.
09:11:56 They built it in like six months.
09:11:57 It was unbelievable how fast it went up.
09:12:01 So, it might be accelerated beyond that.
09:12:06 >> The issue was that they share the parking with the
09:12:08 high rise.
09:12:09 So they're dependent upon the construction of the high
09:12:12 rise too.
09:12:16 >>YVONNE CAPIN: Thank you for that.
09:12:17 That was my question, timeline, and you answered that.

09:12:20 >> BOB McDONAUGH: Some happenings here in the marketplace
09:12:23 in our various CRAs, something tomorrow morning at
09:12:26 7:30, downtown partnership has their annual development
09:12:30 forum being held at the Straz.
09:12:31 There is a Lightning game tomorrow night.
09:12:34 So again, we're going to have a lot of traffic this
09:12:36 weekend in our downtown and Ybor marketplaces, so people
09:12:39 need to be aware of that, to leave extra time.
09:12:42 Saturday is the Gasparilla music festival at Curtis Hixon
09:12:46 Park.
09:12:47 And if that's not to someone's liking, we have Itzhak
09:12:53 Perlman playing at the Straz.
09:12:56 We have both ends of the spectrum this weekend.

09:13:15 again, downtown, Amalie arena has Rihanna.
09:13:20 Lots of traffic going on.
09:13:21 The Ybor City State Museum Society buildings alive
09:13:27 architectural hop this afternoon from 5:00 to 10:00.
09:13:29 And they will visit the various historical structures in
09:13:32 Ybor City and give a little bit about the history.
09:13:34 It's a great opportunity to learn more about that
09:13:36 marketplace.
09:13:37 And then Saturday is the Rough Riders and St. Patrick's
09:13:42 parade in Ybor City.
09:13:43 And something that Ed briefly mentioned, which I thought
09:13:47 was kind of interesting.
09:13:49 New building being built by Florida crystals in the
09:13:52 Channel District, they did a crowd sourcing for the name.
09:13:55 They invited everybody that had an interest to
09:13:58 participate in that.
09:13:59 And then they had an open forum at the Oxford Exchange, I
09:14:03 think it was last Thursday night.
09:14:04 And the public basically decided what the name of the
09:14:07 building was going to be.
09:14:08 And it's the Fitzgerald.
09:14:10 Again, it has a little art deco look to the building and
09:14:13 that's why they chose the name.
09:14:15 So it's kind of fun, again, involved the community in
09:14:19 this process.

09:16:54 Very briefly, what I gave you is a resolution by the
09:17:02 downtown river arts neighborhood saying they do not want
09:17:04 TBX, they want to stop TBX.
09:17:06 This presentation is a --
09:17:09 >> (Playing video:) Everybody in our table in unison
09:17:12 pretty much agreed mitigation first was the policy that
09:17:15 we all really kind of agreed with.
09:17:17 And by mitigation first, I don't mean let's build this
09:17:22 thing and we're going to give you these other options.
09:17:24 By mitigation first I mean let's build these options and
09:17:27 do something innovative.
09:17:29 And not do something that's 20 years old.
09:17:32 Let's set the plan for the future, not the plan for
09:17:35 yesterday.
09:17:35 >> Approach and narrow it down.
09:17:38 Common themes, connectivity.
09:17:40 This neighborhood wants connectivity options to going
09:17:44 downtown, Westshore north.
09:17:47 I'm going to define transit because I think there's a
09:17:50 misconception that transit is toll lanes.
09:17:52 The definition of transit I'll use for us by conversation
09:17:56 is options other than driving and excluding walk and
09:17:58 bike.
09:17:58 Continuity, so making sure that we have continuing
09:18:06 section of, it doesn't drop off outside our neighborhood.
09:18:09 We want to be able to go to all the great places the city
09:18:12 has to offer.
09:18:13 And when you have a --
09:18:16 >> The extension of the trolley car into Tampa Heights
09:18:18 and back over towards Ybor, not to exclude Seminole
09:18:23 Heights or West Tampa.
09:18:24 I think it's important to have connectivity that would
09:18:27 include Seminole Heights and West Tampa as well as an
09:18:30 extension of that trolley service.
09:18:32 At some point the trolley service would be extended into
09:18:34 those communities as well.
09:18:36 Again as they used to be.
09:18:38 There is a trolley grid.
09:18:41 It extended this once before.
09:18:42 It could again.
09:18:43 >> Now a little different.
09:18:45 We don't want it.
09:18:45 We don't want TBX at all.
09:18:49 We want the interstate gone.
09:18:50 Undo the damage you did back in the '60s.
09:18:53 That's the mitigation that we want to talk about.

09:19:00 >> City of Tampa is growing but I'm afraid that Tampa
09:19:02 Heights and the hub that are here are being neglected.

09:19:12 So it looks like right now with the current plan we're
09:19:24 not a part of current plan and we're going to be greatly
09:19:28 inconvenienced as far as time about 20 minutes.
09:19:32 >> I would ask this board again if you would to oppose
09:19:36 and stop TBX.
09:19:38 I would also if you would please give me a copy of the
09:19:40 letter that was sent to the MPO as well as to the
09:19:44 legislative delegation where this body said that you were
09:19:47 voting against the TBX project.

09:20:05 going to make a motion related to TBX at the new business
09:20:10 portion of our agenda.

09:20:44 I am John Bowden, CEO and president of bay area
09:20:49 corporation for economic development in communities.
09:20:51 Not going to waste a lot of your time.
09:20:54 I passed around a little sheet there of some items that I
09:21:01 think need your attention.
09:21:02 And one in particular item, I didn't have enough ink in
09:21:09 my printer to waste.
09:21:10 So ya'll can share that poster.
09:21:12 I was very concerned about it.
09:21:15 It's a poster that was going around from when there was
09:21:18 job fair given this past weekend with the West Tampa
09:21:22 chamber of commerce.
09:21:25 And this poster says the CAC, that was my primary
09:21:30 concern.
09:21:31 It says CAC, the CRA has the CAC and it's, the acronym
09:21:38 stand for community advisory committee.
09:21:40 This poster was saying community advocacy committee.
09:21:47 And this could be confusing to the public and the
09:21:51 community as far as CACs go.
09:21:55 And that was my primary concern, look into that.

09:22:16 Something I said in the past meeting, which just the
09:22:18 presentation about Seminole Heights and stopping the TBX.
09:22:22 I said that there's always road torn up along Nebraska
09:22:29 pretty much from Hillsborough to Sligh.
09:22:31 And I called it south Sulphur Spring.
09:22:33 Nobody caught that.
09:22:35 I don't think -- actually it's Seminole Heights but
09:22:39 Seminole Heights is representing Sligh to the river.
09:22:43 It's north Seminole Heights, because Seminole Heights has
09:22:47 so much more status than Sulphur Spring.
09:22:50 So anyway, I'll give this to you in a minute.
09:22:54 Okay.
09:22:54 At a past meeting, this isn't exactly CRA stuff, but you
09:22:59 might say it's downtown CRA.
09:23:01 Because of things that the county commission did, I mean
09:23:05 the City Council did.
09:23:06 Okay.
09:23:07 I presented this in the past and this was something I had
09:23:11 addressed.
09:23:12 And the point of it is Quiznos is not there any more.
09:23:22 So that was a great preventive of this.
09:23:25 Now on the other hand there's hog heaven.
09:23:28 But that's a coronary problem.
09:23:30 Hopefully if chick-a-fill takes it over, then maybe
09:23:36 they'll be rewarded for that space in the parking garage.
09:23:41 Okay, I won't be talking about Zika because it's really
09:23:44 not planning thing.
09:23:46 But in any case, just by coincidence I ran across
09:23:49 something about colon cancer.
09:23:52 And this is folly.
09:23:54 It's very much linked to a folate deficiency, which is a
09:23:59 very good excuse for your spinach, in theory, grits, but
09:24:04 that's only 20% of your daily requirements.
09:24:07 So spinach, romaine lettuce, asparagus, you know, those
09:24:13 are things you need.
09:24:14 They give you like spinach and asparagus give you two
09:24:18 thirds of your folate.
09:24:19 My ex-girlfriend was a little concerned about my folate
09:24:23 intake but got to work on it.
09:24:26 Okay.
09:24:27 With respect to planning, I mentioned this at a past
09:24:32 meeting.
09:24:33 And this is a bad side of what's happening around Sulphur
09:24:38 Spring.
09:24:40 The real estate green machine has designs on Sulphur
09:24:44 Spring.
09:24:45 And there's been two churches, I mean two arsons given
09:24:49 that nothing was ever done about the harbor club.
09:24:53 And this movie here, if you can get the DVD, the patriot,
09:24:57 there was big flap over that because they had a church
09:25:00 burning in it.
09:25:02 But a whole lot of people were locked in the church and
09:25:04 they said during the American revolution, he never did
09:25:07 that but on the other hand, the Germans did that in
09:25:11 France once and the Iranians, the Iranians, it was a
09:25:15 pornographic movie being filmed.
09:25:17 So they locked about 30, 40 people in.
09:25:19 But church burnings have got to stop.
09:25:22 All arson has got to stop.

09:25:57 I know some of you all get offended because I like to
09:26:01 glorify God and lift up the name of Jesus.
09:26:03 But it don't make no difference to me.
09:26:06 I got the glorified by God because if it wasn't for the
09:26:09 Lord we wouldn't be here to talk about it.

09:26:13 I'm here because of the idea.
09:26:19 Florida as a whole would be a great state, but with its
09:26:29 prejudice and racism in Florida, it hurts people, it
09:26:32 hurts especially black people.
09:26:35 Ya'll call us black, but we're colored people because we
09:26:37 are all genders and all colors.
09:26:40 And we have to respect ya'll, but ya'll don't respect us.
09:26:46 I've been there at Paradise Missionary Baptist Church for
09:26:49 20, going on 25 years.
09:26:51 Nobody want to come to my assistance when the city, code
09:27:00 enforcement, doing evil things to me and my church.
09:27:05 Nobody wants to rescue me.
09:27:07 But only because of the color of my skin.
09:27:09 If ya'll can understand the constitution of the United
09:27:15 States of America, we are all one nation under God.
09:27:21 It troubles me a whole lot you all pick certain people to
09:27:29 represent certain people.
09:27:30 I don't need nobody to represent me but God almighty.
09:27:35 And Jesus is doing a good job.
09:27:37 Although I brought my Bible.
09:27:40 I want to read some scripture.

09:28:08 And now you're trying to destroy my church.
09:28:12 And we got a big problem with that and I'm trying to find
09:28:17 out who I need to go to because ya'll don't represent the
09:28:20 peoples no more.
09:28:21 In fact, black people or colored people, whatever, but I
09:28:25 want to tell ya'll one thing.
09:28:26 Next week I come, I'll read some scripture, what does say
09:28:30 the Lord.

09:30:16 hotel project.

09:41:03 I had discussed this with Roger Roscoe after the MPO
09:41:07 meeting on, let's see, March 1st.
09:41:13 So they're more or less aware that I'm asking them to
09:41:15 appear, FDOT, Roger Roscoe or designee to appear on
09:41:21 April 14th and discuss the presentation that was given
09:41:24 before the Hillsborough County MPO on March 1st.
09:41:27 Namely to speak on several issues.
09:41:30 One is congestion pricing.
09:41:32 There was a report that was referenced by Mr. Fernandez
09:41:38 regarding congestion pricing and that appears on the FDOT
09:41:42 web site.
09:41:43 And it had some very interesting information in that
09:41:45 report.
09:41:47 It's very lengthy, so I'd like for FDOT to come and
09:41:50 discuss that report.
09:41:51 I would also like for them to discuss the impacts to
09:41:56 properties, housing relocation of residents and the
09:42:00 reason that $21 million is budgeted in right-of-way
09:42:04 acquisition for 2017 since it looks like the legislature
09:42:08 is going to pass the budget.
09:42:09 We'll have to wait to see if Governor Scott vetoes any of
09:42:12 the money for FDOT.
09:42:14 But it doesn't look likely.
09:42:16 And I would also ask that the Planning Commission and our
09:42:20 zoning staff appear as well, the city's zoning staff, to
09:42:24 discuss the Tampa Heights community plan.

09:44:09 On March 1st, the MPO sent a letter to Paul Steinman, the
09:44:18 secretary in district 7 of the Florida Department of
09:44:20 Transportation, asking him to appear in front of the MPO
09:44:23 to discuss certain issues related to TBX.
09:44:27 And they're really in some ways different than what
09:44:31 Councilwoman Montelione asked for.
09:44:34 And so what I'm going to ask for is that we send a
09:44:38 similar letter from the CRA, asking DOT to appear here in
09:44:42 May, at our May meeting, which I believe is May 12th.
09:44:47 And that they really address very specific issues related
09:44:52 to the community impacts of this project.
09:44:56 And the MPO laid out I think some appropriate areas to
09:45:01 address, and I just want to read what they are.
09:45:04 Significant social and physical changes in the project
09:45:07 area, anticipated population and employment growth, land
09:45:11 use and comprehensive plans and most importantly, the
09:45:14 public and affected communities and community commitment.
09:45:18 To basically give us an understanding of what it is they
09:45:21 are or not willing to do to mitigate the impacts of this
09:45:25 project.
09:45:25 The reason I'm asking for this in May rather than in
09:45:28 April is because we can build on the information that
09:45:32 Councilwoman Montelione's motion brings to us in April,
09:45:35 and also build on the fact that this issue will have been
09:45:40 presented by DOT to the MPO at its first meeting in May,
09:45:45 so therefore, we will be able to get the same
09:45:48 presentation as the CRA and be able to have all the
09:45:52 information here prior to the MPO having a full public
09:45:56 hearing on this in June.
