09:03:44 >>YVONNE CAPIN: Good morning.
09:03:45 We'll get our CRA meeting started.
09:03:48 Mr. Maniscalco, would you please introduce for the
09:03:50 invocation?
09:03:57 >>GUIDO MANISCALCO: I have the pleasure of introducing the
09:03:57 reverend David Dejulio, originally from Albany, New York,
09:04:01 moved to Florida in 1978, graduated from the University of
09:04:02 South Florida, with a degree in science and earned a masters
09:04:06 in divinity from Saint Vincent DePaul Seminary, currently
09:04:12 serving as pastor at Saint Mark the Evangelist Catholic
09:04:15 Church in New Tampa.
09:04:16 If you will stand up for the invocation.
09:04:18 >> This September, Mother Teresa will be canonized in faith
09:04:27 in the Roman Catholic church, and she wrote a poem called
09:04:30 "Anyway," which has really helped my ministry and I hope
09:04:35 helps yours.
09:04:37 People are often unreasonable, illogical and self centered;
09:04:40 Forgive them anyway.
09:04:40 If you are kind, people may accuse you of selfish, ulterior
09:04:40 motives;
09:04:40 Be kind anyway.
09:04:43 If you are successful, you will win some false friends and
09:04:43 some true enemies;
09:04:43 Succeed anyway.
09:04:43 If you are honest and frank, people may cheat you;
09:04:43 Be honest and frank anyway.
09:04:43 What you spend years building, someone could destroy
09:04:43 overnight;
09:04:43 Build anyway.
09:04:43 If you find serenity and happiness, they may be jealous;
09:04:43 Be happy anyway.
09:04:43 The good you do today, people will often forget tomorrow;
09:04:43 Do good anyway.
09:04:43 Give the world the best you have, and it may never be
09:04:43 enough;
09:04:43 Give the world the best you’ve got anyway.
09:04:43 You see, in the final analysis, it is between you and God;
09:04:43 It was never between you and them anyway.
09:05:35 Amen.
09:05:35 [ Pledge of Allegiance ]
09:05:55 >>YVONNE CAPIN: Roll call.
09:05:57 >>CHARLIE MIRANDA: Here.
09:06:00 >>MIKE SUAREZ: Here.
09:06:01 >>HARRY COHEN: Here.
09:06:03 >>GUIDO MANISCALCO: Here.
09:06:06 >>YVONNE CAPIN: Present.
09:06:09 I wasn't sure.
09:06:10 (Laughter)
09:06:11 Okay, here we go.
09:06:16 The monthly report from the CAC representative, Dr. Shawn
09:06:24 Robinson from Ybor CRA to give us our monthly report.
09:06:28 Welcome.
09:06:28 >> Thank you very much, Madam Chair, members of the board.
09:06:35 Welcome.
09:06:36 And my report as usual will be somewhat brief, but I wanted
09:06:40 to GOP through some of the highlights of things that have
09:06:42 been happening in the Ybor City area.
09:06:45 Again, I'm chair of the YCDC group.
09:06:48 As you know, back in April we had a fire on 7th Avenue
09:06:53 at the amphitheater, and the Ybor City Development
09:06:56 Corporation presented a letter to the Tampa Fire Rescue to
09:07:00 let them know of our great appreciation for their prompt
09:07:02 response, as well as their work to make sure that everything
09:07:06 was safe not just at the amphitheater but all the adjacent
09:07:11 buildings, the streets, residents and other businesses were
09:07:14 able to function, and do what they need to do pretty
09:07:19 quickly.
09:07:19 To that end we are hosting an appreciation reception at take
09:07:24 quill as, one of the adjacent establishments that very
09:07:27 easily could have gone down in flames had it not been for
09:07:32 their quick response.
09:07:33 And that is on May 19th, if you haven't already received
09:07:36 an invitation you will.
09:07:37 So that's one of the things we have been doing, showing our
09:07:39 appreciation for that.
09:07:44 And the Cuban sandwich festival, it whats rained out back
09:07:48 in, I believe it was March, for the longest Cuban sandwich,
09:07:53 the Ybor campus we will be having a redo on May 14th, at
09:08:00 HCC, and that will be at noon and you of course are welcome
09:08:03 to attend that.
09:08:04 Other projects, things that going on, Palm Avenue has been
09:08:08 going through some renovations and structural projects over
09:08:12 the last week, across from the Hillsborough Community
09:08:14 College as well as the quarters condominiums.
09:08:18 Toe make pedestrian safety more improved, as well as for
09:08:21 bicyclists, and car traffic.
09:08:24 As many of you know there have been problems over the last
09:08:27 several years, and the City of Tampa, as well as the HCC and
09:08:32 the quarters residents YCDC have been working together to
09:08:35 make that safer.
09:08:36 And those projects should be completed in the next couple of
09:08:38 weeks.
09:08:40 Other construction projects on 21st, 22nd street, that's
09:08:44 going on, as far as schedule, residents, businesses,
09:08:50 accommodating with the closures, as well as the lane changes
09:08:53 and so forth quite well, and we expects for that to be
09:08:56 completed sometime this fall.
09:08:59 There are several new businesses that have either come to
09:09:01 Ybor City or planning on coming to Ybor City including
09:09:05 Ashley furniture.
09:09:06 Some of you were there for the opening there.
09:09:08 Florida distillery will be having its ribbon cutting on
09:09:13 Friday, this Friday, May 13th at 3 p.m.
09:09:16 So I hope some of you will be there in attendance.
09:09:21 Rocks brothers will be opening this fall, another distill
09:09:23 try.
09:09:24 Hamburger Mary's brew club is open.
09:09:27 The bride be will be having its ribbon opening on the 15 N
09:09:35 at 5 p.m.
09:09:35 Hopefully you can attend.
09:09:37 Projects that deal with residential and hotels also, from
09:09:42 4th Avenue townhouses, Olivia factory lofts, became
09:09:48 bridge, luxury city apartment will be having its
09:09:51 groundbreaking May 19th at 2 p.m. so lots of
09:09:54 opportunities to be showcase what's happening in Ybor City.
09:09:57 And sort of a fun thing in closing, maybe a little more
09:10:00 personal, some of you might know I used to play chess in
09:10:04 high school.
09:10:04 I was the most valuable player on my chess team.
09:10:07 And we are looking at installing chess tables, backgammon,
09:10:11 checkers in Centennial Park to give folks an opportunities
09:10:15 to do recollect ration and things like that on the weekend,
09:10:18 during the week, to give the park and family community
09:10:21 development feel, so we will be installing a few of those
09:10:24 over the next couple of months.
09:10:26 Any questions or comments?
09:10:30 >>YVONNE CAPIN: Yes.
09:10:31 As I listened to Vice President Biden yesterday and his
09:10:34 wonderful, wonderful speech on how the western hemisphere
09:10:38 is -- growth where we will be suffering, the United States,
09:10:44 but in his talk, he mentioned Ybor City, and how
09:10:48 important -- and you were there -- how important that
09:10:50 diversity that this city started with.
09:10:54 And I was very proud to hear that.
09:10:58 I am an Ybor City gal.
09:11:00 Very proud.
09:11:02 Thank you so much.
09:11:02 I'm very happy to hear all the positives you have going on.
09:11:06 >> Thank you very much.
09:11:06 Thank you for your support.
09:11:07 >>BOB McDONAUGH: Good morning.
09:11:17 >>YVONNE CAPIN: Before you start let me read into the record
09:11:18 a memo from Councilman Frank Reddick that he advised us that
09:11:24 he will not be for personal reasons will not be present
09:11:29 today, just to read into the record.
09:11:33 And I also want to bring out on our agenda, there is a
09:11:40 change on it.
09:11:41 Should I wait till it comes up or shall we do -- what's your
09:11:46 pleasure?
09:11:47 Wait?
09:11:48 Okay.
09:11:51 Okay, we are good.
09:11:53 Thank you, sir.
09:11:54 >>BOB McDONAUGH: Just an update on some of the activities.
09:11:57 Dr. Robinson gave a very good highlight of what's going on
09:12:00 in Ybor City.
09:12:01 Again, if you are hungry this weekend, the Cuban sandwich
09:12:05 will be a nice place to visit.
09:12:07 When I was younger, I used to get concerned when somebody
09:12:10 would show up with their own pool cue.
09:12:17 Apparently if you show up at Centennial Park, be prepared.
09:12:23 This weekend downtown we have Disney on ice.
09:12:26 There will be some traffic.
09:12:27 There are both matinee and evening shows, so just be
09:12:30 prepared to allow a little extra time for that.
09:12:33 We have two big events coming up at the convention center
09:12:35 later this month.
09:12:36 One is the big military hardware show which they do an
09:12:41 active demonstration which draws a lot of people to watch,
09:12:44 and then IBM, a very large convention.
09:12:48 Be prepared to have some traffic in the city.
09:12:52 >>HARRY COHEN: And there is so much traffic in downtown the
09:13:01 past couple of weeks weekends, so many events are happening
09:13:04 simultaneously.
09:13:05 Notify when Straz Center had beautiful musical, they had to
09:13:10 hold the performance for 40 minutes on Saturday night's
09:13:12 performance because the traffic and people trying to get in.
09:13:15 What is being done to sort of communicate with the different
09:13:19 venues that holder events to make sure that they have the
09:13:23 maximum possible opportunity to warn people in advance ton
09:13:27 take more time, you know, to have better signage and
09:13:30 information?
09:13:33 >>BOB McDONAUGH: Two things.
09:13:34 One is making sure the information is out ahead of time.
09:13:37 And then the other thing we are looking at is the potential
09:13:40 of bringing in some buses to allow people to park in some of
09:13:46 the garages like out by the courthouses which are not used
09:13:51 on the weekends and then shuttle them to the various
09:13:53 locations.
09:13:53 We had the perfect storm this past weekend.
09:13:55 We had 15,000 people at the convention center for
09:13:58 cheerleading.
09:13:58 We had the Carol king musical.
09:14:00 And we had --
09:14:03 >>HARRY COHEN: Yes, but --
09:14:07 >>YVONNE CAPIN: Thank you for bringing up that.
09:14:08 I want to also mention that at a cultural assets committee
09:14:13 meeting, one of the members there, during the black
09:14:24 heritage, she got a call screaming from the garage, I have
09:14:27 been here two hours, and I can't get out.
09:14:29 And what happened was the member from the cultural assets
09:14:35 committee called, the police came in.
09:14:39 What was happening is they were charging people as they
09:14:42 left, and people were stuck.
09:14:44 Instead of charging them as they come in, which would be
09:14:47 really a good solution, an easy solution, and actually the
09:14:51 police came in and let everybody go.
09:14:56 So there's another, you know, backup that we have.
09:15:00 You know, it's an ailment of the success.
09:15:04 >>HARRY COHEN: That's what I was going to say.
09:15:06 We are not complaining.
09:15:07 The city is doing great.
09:15:08 It just the growing pains and an embarrassment of riches, I
09:15:12 think.
09:15:13 >>BOB McDONAUGH: We had a meeting last week and there will
09:15:14 be another one this woke that has the traffic division,
09:15:17 parking division, police and public works all coming
09:15:19 together to say, hey, when we have a weekend coming up like
09:15:22 this, what do we need to do to make it easier for people to
09:15:25 get in and out?
09:15:27 So, yes, it was recognized and we are looking at taking some
09:15:30 steps to make it a little easier to get in and out.
09:15:37 >>YVONNE CAPIN: Thank you.
09:15:37 >>BOB McDONAUGH: Just a couple other quick highlights.
09:15:41 We have a recruitment for vacancy in Drew Park.
09:15:44 And today, a very large part of the agenda will be approval
09:15:48 of the facade grants for the Drew Park.
09:15:52 They got seven applications, five of which have been
09:15:55 approved, and you will be looking at them a little bit
09:15:57 later.
09:15:59 East Tampa is out there looking for three board members as
09:16:03 well.
09:16:03 Probably the biggest news right now is the Tampa Heights
09:16:09 riverfront CRA, the fact that SoHo partners have put in
09:16:14 their incremental plan, building plans for the armature
09:16:17 works, building plans for the Pearl.
09:16:20 We have had several meetings this week with staff and the
09:16:22 developer to work our way through the approvals for the
09:16:25 infrastructure, the incremental plan, and then we will be
09:16:28 working on the building plan.
09:16:30 So we should see construction commence there this summer.
09:16:33 And long time combing.
09:16:35 A lot of work involved
09:16:36 Central Park, if folks at home watching, it is something I
09:16:41 would like to make people aware of.
09:16:43 We had three or four instances of vandalism in the park and
09:16:47 we have had three or four of the glass tiles smashed.
09:16:50 We are putting up a camera.
09:16:52 But I would like to ask people just to keep their eyes open.
09:16:55 We have the artists coming back to replace the tile.
09:16:59 Eights brand new park and it's kind of sad.
09:17:02 >>YVONNE CAPIN: Very sad.
09:17:02 >>BOB McDONAUGH: That concludes my update.
09:17:09 Any questions?
09:17:14 >>YVONNE CAPIN: Thank you.
09:17:14 >>BOB McDONAUGH: I apologize.
09:17:27 There are two people that the YCDC has chosen to be YCDC
09:17:33 members and I have given you the resumés.
09:17:35 It could not make it on the agenda.
09:17:36 I am going to be asking during the approval period of the
09:17:39 meeting to approve the appointment of these two.
09:17:43 >>YVONNE CAPIN: Thank you.
09:17:44 All right.
09:17:45 Number 3.
09:17:45 >>HARRY COHEN: So I believe that there were some logistical
09:17:57 issues regarding this item, which is TBX and it's been asked
09:18:03 to be continuously for a month to the June 9th CRA
09:18:06 meeting at the regular time at 9:00.
09:18:10 We tried to get the word out to people in advance so that
09:18:13 people didn't come unnecessarily today for it.
09:18:17 I know we were not 100% successful in that.
09:18:20 But I'm sure if it's the pleasure of council that those
09:18:22 people can speak on TBX during the public comment period
09:18:27 anyway if they like.
09:18:29 >>YVONNE CAPIN: I think that would be --
09:18:31 >>HARRY COHEN: So we'll go ahead and make a motion to
09:18:33 continue that till June 9th at 9 a.m.
09:18:37 >>YVONNE CAPIN: Seconded by Councilman Montelione.
09:18:40 All in favor?
09:18:41 And we will allow them to speak.
09:18:43 Thank you.
09:18:44 >>BOB McDONAUGH: Item number 4, I am here to confirm that
09:18:51 during the construction of the lift station that the
09:18:54 electrical contractor has confirmed that there will be an
09:18:57 apprentice on-site doing work on.
09:19:00 That he's actually in the process of hiring a second one.
09:19:04 This is not a very labor intensive project.
09:19:07 Again we are not going to have a lot of employees.
09:19:09 A hole is dug.
09:19:10 A concrete slab is poured.
09:19:12 A preconstructed plan to put in place and then the
09:19:17 performing of electrical work is down.
09:19:19 So as far as CRA contract, it's not a labor intensive one
09:19:25 but they have confirmed that an apprentice will be hired and
09:19:28 put on the job.
09:19:29 >>MIKE SUAREZ: The contract itself was, only a portion of
09:19:35 it, what was the amount of that?
09:19:38 About 1.3 million.
09:19:40 >> And they are putting up how many of these structures, do
09:19:42 you know?
09:19:43 >>BOB McDONAUGH: Just one.
09:19:45 It's a replacement of a lift station built in the 1930s.
09:19:49 Again because of the district has expanded we have a lot
09:19:52 more houses, we are expanding this service.
09:19:55 So this is a more modern system with a higher capacity, and
09:19:59 is also quieter and less intrusive.
09:20:02 Most of it is underground as opposed to an above ground
09:20:06 structure.
09:20:06 >>MIKE SUAREZ: Thank you.
09:20:08 >>BOB McDONAUGH: Certainly.
09:20:10 Last month we were asked to look at the budget of downtown,
09:20:14 Ybor 1, and Tampa Heights to see if there was money
09:20:17 available to do a consulting contract.
09:20:20 And I can report that between the three, without negatively
09:20:25 impacting active projects, $100,000 is available.
09:20:31 There was not a number specified.
09:20:33 So I took it upon myself to pick a number, and looking at
09:20:38 available funds within the three districts, there are
09:20:41 approximately $100,000, without taking away from active
09:20:45 projects.
09:20:47 I did not know if you wanted to go out and solicit an RFP to
09:20:52 see exactly how much -- and again, what I need is some
09:20:56 direction from the board to give me some kind of skill sets
09:21:00 that you are looking for, for a product.
09:21:04 >>YVONNE CAPIN: Any questions for Mr. McDonaugh?
09:21:07 >>LISA MONTELIONE: Yeah, I think that we need to discuss
09:21:12 what it is that we would be looking for a consultant to do,
09:21:18 if that's the direction you are looking for, Mr. McDonaugh.
09:21:21 >>BOB McDONAUGH: Correct.
09:21:23 >>LISA MONTELIONE: So my suggestion would be to talk with
09:21:25 the individual CRAs and their boards because it is their
09:21:32 money and find out the specific concerns of the residents in
09:21:34 the neighborhood on those advisory committees, and then in
09:21:40 meeting with maybe individually each one of us.
09:21:45 I think some of my concerns were that the TBX project is
09:21:52 moving so quickly, and so many homes are being acquired, and
09:21:57 then boarded up as vacant structures, or demolished, leaving
09:22:05 premature blight on these neighborhoods with vacant lots or
09:22:09 boarded up homes, that personally, I wanted to see as part
09:22:15 of this project, part of this study, or having a consultant
09:22:23 look at the numbers of homes that are now considered
09:22:29 historic, I know it's part of the environmental assessment
09:22:32 that, you know, FDOT is going to go through, but these homes
09:22:37 are being purchased and abandoned before the FDOT study was
09:22:42 completed.
09:22:43 So that's what I wanted to have an inventory of historic
09:22:48 structures, abandoned structures, just a general inventory
09:22:52 of housing stock and commercial stock in the path -- the
09:23:02 footprint, let me say, of what the maps we were given that
09:23:07 FDOT is yet to acquire.
09:23:13 So an assessment of how many of those homes are also
09:23:16 considered, or structures, not necessarily homes, are
09:23:19 considered historic.
09:23:21 By our standards.
09:23:26 >>YVONNE CAPIN: A time frame?
09:23:28 >>LISA MONTELIONE: Well, I think he needs to meet with all
09:23:31 of us individually to flush out the details, but in general
09:23:34 that's one of the things that I was looking for.
09:23:36 I don't know if my colleagues were thinking of other things.
09:23:45 >>BOB McDONAUGH: I thought the general tenor that I was
09:23:48 hearing earlier was there was a concern about economic
09:23:50 impact, and you were looking perhaps to have an economist
09:23:53 look at what is the effect on land values, or property
09:23:57 values in the neighboring area, and does this have a
09:24:01 negative impact on cashable values, and the values of
09:24:04 peoples property.
09:24:07 It's a two-phase.
09:24:08 A, what's happening.
09:24:09 And B, what is the short-term and long-term effects
09:24:12 economically to the owners of these properties.
09:24:16 >>LISA MONTELIONE: Right.
09:24:18 And having boarded up structures in the neighborhood, what
09:24:22 effect does it have on property values.
09:24:24 >>BOB McDONAUGH: Okay, I can do that.
09:24:27 >>YVONNE CAPIN: Thank you, Mrs. Montelione.
09:24:28 Very good direction.
09:24:31 Then we have, okay --
09:24:37 >>LISA MONTELIONE: Should we set a time frame, Mr.
09:24:40 McDonaugh?
09:24:41 >>BOB McDONAUGH: I will come back with information from the
09:24:44 various CRAs, additional information or requests that they
09:24:49 will have, and then I will meet with each of you prior to
09:24:53 next month's meeting.
09:24:54 >>LISA MONTELIONE: Great.
09:24:56 Thank you very much.
09:24:57 >>YVONNE CAPIN: Next meeting.
09:24:58 Thank you.
09:24:59 That's what I was asking when I said about time frame.
09:25:02 Sorry.
09:25:04 Number 6.
09:25:06 Annette Hayes.
09:25:08 Mrs. Montelione.
09:25:12 Triplett.
09:25:13 I'm sorry, I forgot the last name.
09:25:16 >>LISA MONTELIONE: I don't see her in the room, which is
09:25:19 kind of interesting.
09:25:22 I'm not sure why she is not here to give that report.
09:25:28 >>MIKE SUAREZ: I think on the agenda item it says it's been
09:25:31 rescheduled to May 19th under staff report by motion of
09:25:34 council.
09:25:34 So that's what it's got listed on here.
09:25:37 So I don't know --
09:25:38 >>LISA MONTELIONE: I'm not sure why --
09:25:41 >>MIKE SUAREZ: I don't know.
09:25:41 That's what I am reading on the agenda.
09:25:43 >> Jim crews, city clerk's office.
09:25:49 That's correct, did you make a motion to reschedule to the a
09:25:52 City Council meeting.
09:25:52 >>LISA MONTELIONE: Okay.
09:25:54 So just to make the motion here at CRA.
09:25:56 >>THE CLERK: Just to remove it from the agenda, yes.
09:26:00 >>LISA MONTELIONE: So I will move to remove this from the
09:26:02 agenda.
09:26:04 >>YVONNE CAPIN: Motion by Mrs. Montelione.
09:26:05 Second by Mr. Cohen.
09:26:06 All in favor? Opposed?
09:26:09 Passes.
09:26:09 Thank you, thank you, thank you.
09:26:20 We move on to approval -- no, three minutes public comment.
09:26:23 And in the public comment, well, I'll talk about it when it
09:26:27 comes up anyway.
09:26:29 Please come up and state your name.
09:26:32 >> Good morning.
09:26:39 Rick Fernandez, 2906 north Elmore Avenue, Tampa 33602.
09:26:46 That's in Tampa Heights.
09:26:48 As you all know, because it feels like groundhog day, I have
09:26:52 been here several times over the last few months, the
09:26:54 president of the Tampa Heights Civic Association.
09:26:57 I do have some comments.
09:27:00 Hopefully I can get to all three of them as far as items on
09:27:02 the agenda regarding agenda item 3, 5 and 6.
09:27:06 With regards to agenda item 3, which is the FDOT, TBX
09:27:12 component of our discussions, you will know, and I suspect
09:27:18 most of you remember, that back in August of last year, when
09:27:22 the TBX was voted through for inclusion in the commissioner
09:27:31 Miller dictated certain conditions in the record that needed
09:27:34 to be met by FDOT by a time certain.
09:27:37 That time certain has come and gone.
09:27:41 The conditions included update of the PB&E, the original
09:27:46 dated back in the 1990s, which is regarding section 6 of
09:27:51 the TBX project, the downtown interchange, and specifically
09:27:56 there were some ornaments put on that.
09:27:58 The ornaments that were dictated into the record basically
09:28:01 are the same talking points that are listed in your agenda.
09:28:05 So I won't reiterate those for purposes of time.
09:28:09 But as I have noted at the MPO meeting back on May 3, and
09:28:14 again at the CAC meeting just yesterday, those conditions, I
09:28:17 contend, have not been met, they were set by commissioner
09:28:20 Miller last year, they were to have been met by now.
09:28:23 They have not been met.
09:28:24 And the sanction for failing to meet them as promised by
09:28:28 commissioner Miller would be a motion to remove TBX from the
09:28:33 TIF.
09:28:33 So to make a long story short it's time for that shoe to
09:28:36 drop.
09:28:37 Now, I had hoped that we would have a full discussion on
09:28:39 those issues here today.
09:28:42 Obviously fleshing those issues out now would be very
09:28:45 helpful in terms much setting the stage for next month, but
09:28:48 that's not happening.
09:28:51 What is interesting to me -- and I want to point out -- FDOT
09:28:57 is before the Pasco County MPO today seeking an endorsement
09:29:01 of the TBX plan.
09:29:05 That meeting was to start at 10:00 this morning.
09:29:08 It would have been nice if they had been here to speak to
09:29:11 this issue in total.
09:29:12 They are not.
09:29:14 I suppose it's a public relations need for them to get
09:29:17 approval from the MPO up in Polk County.
09:29:19 Maybe that's important for other issues.
09:29:22 I would have thought it would have been important for them
09:29:23 to be here to speak to these issues here. This is where the
09:29:26 impact is felt. This is where the people will be damaged.
09:29:30 Finally, a public relations campaign was being promoted.
09:29:38 What you will note is when TBX is being sold in the suburbs,
09:29:42 it's about enhancement.
09:29:43 When it's being sold in the urban core, it's about
09:29:46 mitigation, suggesting damage and loss.
09:29:49 (Bell sounds)
09:29:51 That means they win, we lose.
09:29:53 As long as that's the case we have a wedge existent.
09:29:55 It's going to be very difficult to get the communities
09:29:57 together for a cohesive transportation plan as long as that
09:30:00 is the case.
09:30:02 I know I am out of town.
09:30:04 Thank you for the additional second.
09:30:07 >>YVONNE CAPIN: Thank you.
09:30:07 >> Okay, I'm Ed, Ed Tillou, Sulphur Springs.
09:30:13 Okay, just really quick about the TBX, still all of these
09:30:19 things they mention, 1 through 4, nothing seems to reduce
09:30:22 the congestion downtown.
09:30:24 How are you going to bring more cars into the city and
09:30:28 reduce congestion?
09:30:30 Maybe in that movie Alice through the looking glass.
09:30:33 With respect to food, I often speak about food at CRA
09:30:37 meetings because of the food festivals and there's one this
09:30:39 weekend, the Cuban festival.
09:30:41 Now, here is one of the problems.
09:30:46 Cuban bread is not very nutritious.
09:30:49 These things years ago in the 50s, not kingdom bread.
09:30:58 On the other hand this bread from Germany, whole rye, dark
09:31:04 bread, has three slices, has your dietary fiber.
09:31:08 So the only problem is it's a little crumbley.
09:31:11 But if you melt cheese on it, I guess that would hold it
09:31:14 together.
09:31:17 Cheese is bad, but in moderation.
09:31:19 So, anyway, that's that.
09:31:21 Now, why not replace the Cuban bread with this, I'm just
09:31:26 saying, hey, a step in that direction would be to have whole
09:31:30 grain flour used.
09:31:32 Because in the late 40s and the 50s, there was a sudden
09:31:37 epidemic of coronary problems, and the thing is now it's
09:31:42 still there.
09:31:43 It hasn't gone away, which I was afraid I had lost this
09:31:48 article, but this article in TBT about October.
09:31:55 I was afraid I had lost it.
09:31:57 I left some paper behind here.
09:31:59 Buff the thing is, this is not true.
09:32:01 The reason coronary has not gone down in spite of the 2%
09:32:07 milk and things like that is because they feed you back the
09:32:10 2%, they take that and they make it into cheese, and the
09:32:14 cheese consumption is going up.
09:32:18 I mean, you know, it's like two or three extra slices.
09:32:21 There's your 90 pounds a decade.
09:32:25 In any case, in my handouts, I refer to that.
09:32:32 Many feel overweight but don't use wellness perks.
09:32:36 I don't know, maybe the government, you know, now that
09:32:39 there's Obamacare, maybe the government will have to come
09:32:42 and say, look, you are going to have to get stomach banding,
09:32:45 because people are tremendously overweight and have
09:32:48 diabetes.
09:32:49 Of course a lot of money cutting their arms and legs off.
09:32:53 There's got to be something done about this.
09:32:55 And no more making fun of Michelle Obama, my cousin-in-law.
09:33:02 So, anyway, meat.
09:33:06 Here was another article very good that I thought I lost.
09:33:12 UN World Health Organization links meat to cancer.
09:33:16 Well, now, the thing is, meat is your essential source of
09:33:20 protein.
09:33:20 You get about 80% of your protein from meat.
09:33:24 You get your iron from meat.
09:33:25 So it's a matter of maybe cutting back, instead of a half
09:33:29 pound, 6-ounces, because you can make that up with 2% milk.
09:33:35 So the city that was --
09:33:40 (Bell sounds).
09:33:41 >> The flamingham study was brought in, those are apparent
09:33:50 but it's still fundamental saturated fat is bad.
09:33:54 >>YVONNE CAPIN: Thank you.
09:33:54 >> Thank God for another day.
09:34:05 My name is pastor Frank Williams Sr., located at 1112 East
09:34:10 Scott Street, paradise missionary Baptist church.
09:34:15 One man seems to be concerned about everybody's health and I
09:34:20 applaud him for that.
09:34:21 But I'm here for another purpose, and I got to be honest
09:34:24 with you all.
09:34:25 You know, I woke up this morning looking at ABC, and it
09:34:35 seemed like to me -- I'm not stupid and I'm not dumb -- it
09:34:40 seemed like they are promoting killing a young black man,
09:34:45 when they advertise on TV that this guy auctioning his gun
09:34:52 off at $5,000.
09:34:53 It seems to me that they are promoting policemen and
09:34:58 everybody else to kill young black males.
09:35:01 That's not right.
09:35:02 That's not right.
09:35:04 I pray to God, ABC or any other station that promotes such
09:35:10 heinous crime, and then we want to reward somebody for it,
09:35:16 it's completely out of place.
09:35:18 But you aren't going to do nothing about it and ain't going
09:35:22 to say nothing about it.
09:35:23 NAACP, they ain't going to do nothing about it.
09:35:28 Churches ain't going to talk about it.
09:35:30 But I'm giving it to God almighty.
09:35:32 And if it so be it that send a hurricane through there, I
09:35:38 would be well pleased.
09:35:41 Because you all are doing so much unjust.
09:35:44 I'm not talking about all of you all.
09:35:46 I'm talking about these so-called racist white people.
09:35:49 And some black folks, too, promoting the wrong idea to our
09:35:55 peoples, our young peoples, has no focus in this world know
09:35:59 more.
09:36:00 Especially in the United States.
09:36:02 Cutting them out of their jobs, taking all of the benefits
09:36:05 away from them, trying to destroy them, directly and
09:36:10 indirectly.
09:36:11 And it seems like nobody seems to care.
09:36:14 Now, why would they allow something like this to go on TV?
09:36:23 Killed innocent young black kid with and somebody is going
09:36:27 to get it from him.
09:36:28 So what you all are promoting, you are promoting that every
09:36:34 black child need to carry a gun.
09:36:36 That's what you are promoting.
09:36:37 And that's not right.
09:36:39 We here in the United States need to protect all of our
09:36:43 people, not just certain people.
09:36:46 Lord have mercy.
09:36:47 What's going to happen to us in the future when you are
09:36:49 promoting everybody start carrying a gun in their pouch?
09:36:53 And it's easy to get a gun.
09:36:55 You don't got to go to the store to buy a gun.
09:37:01 These young kids will be glad to sell me a gun for $50, $25.
09:37:05 (Bell sounds).
09:37:09 >>YVONNE CAPIN: Thank you.
09:37:11 Next.
09:37:19 >> Hello, private citizen, and Johnny Bernard hall, North
09:37:27 American, I'm here speaking on behalf of -- now, would have
09:37:34 a problem in our city that's going on with the spice, and I
09:37:39 see what's going on with the TBX, what's going on, you
09:37:42 kicking families out of houses, getting rid of your
09:37:45 businesses.
09:37:45 It's never for what's for the good of the people but for
09:37:49 always what's for the worse of the city.
09:37:52 This is Tampa city.
09:37:53 Now, not all the sovereigns to do their jobs, I can't do all
09:37:59 the jobs by myself, so the other two North Americans need to
09:38:03 rise up and help within this.
09:38:04 You can't complain about your government if you are not
09:38:07 going to help with the situation.
09:38:08 You can't complain about your poem if you are not going to
09:38:10 help with the situation.
09:38:11 There is no white and black.
09:38:13 That's all lies.
09:38:14 Racism don't exist because you are all brothers and sisters.
09:38:17 Right now you are just creating hate for each other just do
09:38:19 have something to hate about it.
09:38:22 None of you really has anything over each other except for
09:38:25 the hate that you drive between each other.
09:38:28 And then you know that you live by the gun, die by the gun.
09:38:35 You really should be preparing the city to get ready for the
09:38:38 comprehension so they can understand how to come up out of
09:38:40 the mess that they are in.
09:38:45 And put another slave owner into office.
09:38:47 Obama is the, what, 45th slave owner.
09:38:51 He ain't my president.
09:38:52 He's the 45th slave owner.
09:38:54 Hillary, she admitted that you are all prisoners, and Donald
09:38:59 Trump, he's joking about it in your faces.
09:39:05 Don't vote for them.
09:39:06 You all need to rise up and take care of your country the
09:39:08 way you are supposed to.
09:39:11 You see the homeless people on the street.
09:39:14 Those are street people.
09:39:16 And you are homeless because you don't any own any of your
09:39:19 houses, you don't own the cars, you don't own certificates.
09:39:25 Now, what you do have, you don't use it, but you can help
09:39:29 your brothers and sisters.
09:39:33 That's my brother right there.
09:39:34 And you better remember it.
09:39:37 No, that's not a white man.
09:39:38 That's a Native American and that's my brother.
09:39:40 See, I need to stop that in this country.
09:39:43 Jesse Jackson, you are full of crap.
09:39:51 He's committing terrorism, racism.
09:39:55 That's wrong, too.
09:39:56 The KKK is wrong.
09:39:57 And NAACP, you are wrong.
09:39:59 Including black panthers.
09:40:01 You are all wrong because you are creating hate.
09:40:03 You are creating racism.
09:40:04 You are creating what we don't need in my country.
09:40:07 We are trying to create love.
09:40:09 We have been in a mess for a long time.
09:40:12 Let's fix this.
09:40:13 Let's not create more problems.
09:40:21 Stand together.
09:40:21 We are supposed to work together instead of destroying each
09:40:24 other.
09:40:24 (Bell sounds)
09:40:26 Thank you all.
09:40:28 >>YVONNE CAPIN: Thank you.
09:40:28 Next.
09:40:28 >> Good morning.
09:40:31 My name is Lena Young-Green.
09:40:35 My address is 3406 Avon, Tampa Heights.
09:40:39 I would like to speak to you owl on a couple of issues.
09:40:46 One is about the homeless issue.
09:40:48 For the first time in, I guess, since I have been in the
09:40:52 area, we are starting to have homeless people hanging at
09:40:59 Robles Park.
09:41:00 You may not know, the park was just completed with the
09:41:06 installation of the new pipes and so on, for over a year,
09:41:10 since they started.
09:41:13 But now we are having homeless people in the park, not that
09:41:18 that park is different from any of the others, because we
09:41:20 know it is not just a Tampa Heights issue.
09:41:25 It certainly is not just a downtown issue.
09:41:27 It's not a City of Tampa issue.
09:41:30 It's a much larger issue, national.
09:41:36 And as we are dealing with that fear in Robles Park, I would
09:41:39 like to take the opportunity to propose to you that we work
09:41:44 together, although we know that Annette Triplett has been
09:41:52 given a job to coordinate this, one person with a little
09:41:55 staff is not going to help much.
09:41:57 I noted in the paper that they just lost 800,000 of federal
09:42:02 funding.
09:42:03 That means their problems are going to get worse.
09:42:06 I want to propose that we work together with Councilman Lisa
09:42:13 Montelione when she goes to the state level.
09:42:19 Let me propose some kind of pilot project, that we look at
09:42:25 other parts of the country, and try to apply some of those
09:42:28 things here.
09:42:29 Some parts of the country are now developing what they are
09:42:31 calling homeless village, and within that space they are
09:42:35 adding, well, many of the services that homeless need.
09:42:42 We have to have a state wide initiative to address
09:42:44 homelessness.
09:42:45 We can't do it locally by ourselves but if we put the will
09:42:48 forward and we work with other levels of government, I think
09:42:51 we could put some things in place that are happening in
09:42:54 other areas like San Francisco, Minnesota, I have been doing
09:42:58 quite a bit of research on this and have seen that they are
09:43:02 attempting to move things quite differently.
09:43:05 Lastly, on the transportation, I want to tell you this
09:43:09 morning that I heard on NPR how Mexico City is so bad, and
09:43:15 also of course you know the results of our air quality
09:43:18 recently.
09:43:19 We cannot keep putting cars on the road.
09:43:22 We cannot keep building roads and think that we are going to
09:43:26 make a difference.
09:43:27 Downtown last weekend was a mess.
09:43:30 We need to put together comprehensive transportation
09:43:35 planning that includes a model of transportation that we can
09:43:40 improve overall for the benefit of the community.
09:43:42 (Bell sounds)
09:43:44 Thank you.
09:43:45 >>YVONNE CAPIN: Thank you.
09:43:46 This came up at a meeting, and I want to bring this up,
09:43:49 about the air quality.
09:43:55 I think people would pay a penny or half penny for the
09:44:00 well-being, and health and safety of their children.
09:44:05 It's really, really important.
09:44:09 The rest of it getting somewhere quicker is not going to get
09:44:13 anyone to give us a penny.
09:44:15 So the health and safety is very important, and we do have a
09:44:21 major problem with air quality here.
09:44:24 So thank you inform that.
09:44:27 Thank you, sir.
09:44:29 Go ahead.
09:44:30 >> I have a presentation.
09:44:39 What do I press?
09:44:40 >> Your name, sir, please?
09:44:42 >> Oh, sorry.
09:44:43 Mauricio Rosas, 118 West Mohawk Avenue.
09:44:49 Quickly, they were talking about the parking.
09:44:51 A very simple solution we have rate now is put parking
09:44:55 underneath 275 overpass.
09:45:02 During the perfect storm argument, we have an opportunity.
09:45:08 I have two videos that I would like to show of residents of
09:45:15 Mobley park apartments who have not been notified about the
09:45:22 potential, or the reality that it's going to raise a portion
09:45:29 for that.
09:45:30 Please.
09:45:36 >> You live here at Mobley park apartments?
09:45:38 >> Yes, I do.
09:45:39 >> How long have you lived here?
09:45:40 >> I lived here six years.
09:45:43 I like the apartments.
09:45:43 >> Do you know that all of these apartment complexes are
09:45:47 going to be torn down to expand the highway?
09:45:49 >> I heard that it was.
09:45:51 >> Oh, really?
09:45:51 >> Uh-huh.
09:45:52 >> How did you find out?
09:45:54 >> I heard from a neighbor and I think I read it somewhere.
09:45:58 >> Did you hear anything from the company, anything from the
09:46:01 city?
09:46:01 >> No, I haven't heard anything.
09:46:04 >> How about anything from the state?
09:46:05 >> No, I haven't.
09:46:06 >> Nothing?
09:46:07 >> Nothing.
09:46:07 >> So you are in a little bit of shock?
09:46:12 >> Yes, I was in shock.
09:46:14 >> What do you they'll do?
09:46:18 >> What do you think they'll do?
09:46:19 >> What do you think you will do?
09:46:22 >> I don't know what I am going to do.
09:46:23 Really, I don't.
09:46:24 >> Well, thank you very much for your time.
09:46:26 >> There's one more.
09:46:49 >> All right.
09:46:50 Well there, was an issue that the Department of
09:46:54 Transportation passed out notices regarding the library
09:46:57 tour, and those notices arrived to most of the people in the
09:47:02 Old Seminole Heights area two, three days later.
09:47:04 In fact, I got mine on Wednesday.
09:47:11 And I really want to have some accountability taken for it.
09:47:18 Lastly, I still have not heard from the Department of
09:47:20 Transportation after numerous requests to tell me how many
09:47:26 residents have been displaced, how many people in the
09:47:32 village actually, how many people are going to be displaced
09:47:35 in Mobley park, the number of people needs to be brought
09:47:39 forward.
09:47:40 And I do hope you can watch the video.
09:47:42 It's only maybe 40 seconds long.
09:47:50 >>YVONNE CAPIN: There it is.
09:47:50 Thank you, Mrs. Montelione.
09:47:59 Something is coming up.
09:48:16 There we go.
09:48:22 >> What this is, is it drives hundreds of billions of
09:48:33 dollars.
09:48:34 They said we have to build more roads.
09:48:36 So this is the justification, this is the USDOT ignoring the
09:48:42 fact that they are projecting rises that go through the
09:48:51 roof.
09:48:51 And what you have after three way expressway, let's make at
09:48:59 6-lane expressway.
09:49:02 And 26 lanes.
09:49:08 In Los Angeles they have these 20 lane highways and they are
09:49:12 still stuck in traffic.
09:49:13 So it doesn't work.
09:49:16 The roads haven't been the solution that people thought it
09:49:18 was.
09:49:19 >> Thank you, thank you.
09:49:23 >>YVONNE CAPIN: Thank you.
09:49:23 And I did give Mr. Ross permission to do this because of his
09:49:28 disability.
09:49:29 This is not the norm.
09:49:31 Thank you.
09:49:31 Next.
09:49:32 >> Derek Chamblee, Google D-E-R-E-K-C-H-A-M-B-L-E-E.
09:49:56 Google cybiteo, C-Y-B-I-T-E-O.
09:50:02 Google citizen alert Florida, the state of emergency.
09:50:09 I have released another basically instructional video on the
09:50:16 Pinellas County hurricane evacuation plan, and as we know,
09:50:25 the difficulties for Pinellas County are great, in the event
09:50:29 that an emergency hurricane evacuation is called.
09:50:35 And in their brochure, their plan is more detailed than the
09:50:39 Hillsborough County plan.
09:50:42 In their plan, their brochure, they also are indicating that
09:50:48 the emergency would be called 36 hours before the headwinds
09:50:53 would reach us.
09:51:00 The meteorologists at Bay News 9, for instance, yesterday in
09:51:06 the TECO building, there was many people with their boots
09:51:13 on, the emergency situations, and I was able to speak with
09:51:17 the meteorologist from Bay News 9, and they had a pretty
09:51:23 good brochure there on things to prepare for the hurricane,
09:51:27 but they also agreed that the meteorologists will only call
09:51:32 this thing 36 hours before the headwinds reach us, and give
09:51:38 a watch -- those a warning -- give a watch 48 hours before
09:51:43 the headwinds reach us.
09:51:44 And that's just not enough time to get the cars on the road,
09:51:48 the vehicles on the road, and for people to get out of the
09:51:54 counties that make up the Tampa Bay region.
09:51:56 There's not enough time.
09:51:57 And now since 1960, I think I mentioned this before, the
09:52:01 population of the State of Florida has exploded, and more
09:52:05 than doubled since 1960, and it was the interstates that
09:52:09 brought the people in here, it was the interstates that
09:52:12 brought the people in here, but now it's so populated that
09:52:16 there's virtually no -- in the event that there's a massive
09:52:22 hurricane in the Gulf headed our way, there's virtually no
09:52:25 way out.
09:52:25 The infrastructure and the interstates and the main
09:52:29 arteries, I-75 and its 95 all are the way into Georgia,
09:52:33 cannot support a million or so vehicles.
09:52:37 And it's a domino effect.
09:52:39 It has an effect on all the counties all the way to Orlando,
09:52:42 all the way to Jacksonville, Gainesville, Ocala, all the way
09:52:47 to Georgia, and I have been in here before and told you this
09:52:50 before.
09:52:50 (Bell sounds)
09:52:51 Thank you very much.
09:52:51 >>HARRY COHEN: I just want to tell you something.
09:52:57 I had a meeting with DOT a couple of weeks ago in my
09:53:00 capacity on the MPO to discuss Kennedy Boulevard, and they
09:53:03 are going to make some improvements over the next couple of
09:53:06 years to the part of Kennedy that you talked to us a lot
09:53:09 about, Oregon and Rome and Willow, and that whole corridor
09:53:14 that includes some new medians in the middle of the street,
09:53:18 and at least one new signalized intersection.
09:53:21 So I'll see you and let you know as I get more information
09:53:27 about it.
09:53:28 >> Thank you very much.
09:53:32 >>YVONNE CAPIN: Thank you.
09:53:33 Anyone else?
09:53:35 Okay.
09:53:36 Seeing none, we move on to approvals, required approvals.
09:53:41 >>BOB McDONAUGH: Item number 7 is a facade improvement in
09:53:50 Drew Park for 4408 Martin Luther King Boulevard.
09:53:57 Again, I don't know why they want to be improving this, but
09:54:00 the intent is to improve the exterior and add a be fence and
09:54:06 facade.
09:54:06 Again you can see that money is being leveraged by
09:54:11 investment from the person there.
09:54:16 >>YVONNE CAPIN: Moved by Councilman Suarez.
09:54:17 Seconded by Councilman Cohen.
09:54:20 All in favor? Opposed, none.
09:54:22 Passes.
09:54:23 8.
09:54:23 >>BOB McDONAUGH: Number 8 is a work in progress, and 5008
09:54:31 Grady.
09:54:31 Again a one to one contribution by the owner and again
09:54:35 increasing and fixing some of the work has already been done
09:54:40 in this picture, but they are doing improvements to that
09:54:43 again on one of the main thoroughfares we just finished
09:54:47 street improvements.
09:54:53 >>YVONNE CAPIN: Moved by Councilman Suarez, seconded by
09:54:56 Councilman Maniscalco.
09:54:57 All in favor?
09:54:59 Opposed, none.
09:54:59 Passes.
09:55:00 >>BOB McDONAUGH: Number 9 is another Drew Park facade
09:55:10 grant.
09:55:11 Again, they are going to be doing some fencing, facade work,
09:55:15 landscape work, again improving the persons of this building
09:55:19 from the street.
09:55:19 >> Move number 9.
09:55:25 >>YVONNE CAPIN: Moved by Councilman Suarez, seconded by
09:55:27 Councilman Maniscalco.
09:55:29 All in favor?
09:55:30 Opposed?
09:55:30 It passes.
09:55:31 >>BOB McDONAUGH: This is a 3 to 1 increase there.
09:55:40 You see doors, light, parking lot, parking lot lighting,
09:55:44 dumpster, fence, landscaping.
09:55:45 Again improvement of this property from the street.
09:55:49 >>YVONNE CAPIN: Okay.
09:55:51 Moved by Councilman Maniscalco.
09:55:53 Seconded by Councilwoman Montelione.
09:55:56 All in favor?
09:56:02 All right.
09:56:02 All in favor, yes.
09:56:05 Opposed?
09:56:06 Passes, thank you.
09:56:06 >>BOB McDONAUGH: This is a property on Dale Mabry and they
09:56:09 will be building a now facade on that as well as taking down
09:56:13 some old structures, doing some rebuilding expansion lights
09:56:16 and improvements to the parking lot.
09:56:22 >>YVONNE CAPIN: I am going to say -- maybe I shouldn't.
09:56:24 I have an account there.
09:56:25 >> We are not going to ask you why you have an account
09:56:33 there.
09:56:35 (Laughter)
09:56:39 Wait till the paint dries.
09:56:43 >>YVONNE CAPIN: Okay. Anyway, moved by Councilman
09:56:45 Maniscalco.
09:56:46 Seconded by Councilwoman Montelione.
09:56:48 All in favor?
09:56:51 Opposed, none.
09:56:51 Thank you, passes.
09:56:52 >>BOB McDONAUGH: Item number 12 is a reallocation of
09:56:56 funding within the Channel District.
09:56:58 If you recall, we approved the shuttle service for making
09:57:05 the moneys available to them.
09:57:11 >>YVONNE CAPIN: Moved by Councilman Miranda.
09:57:13 Seconded by Councilman Maniscalco.
09:57:15 All in favor?
09:57:16 Opposed?
09:57:16 Passes.
09:57:17 Thank you.
09:57:17 >>BOB McDONAUGH: Item number 13 is a similar, moving the
09:57:21 funds, on demand shuttle service in downtown.
09:57:24 >> So moved.
09:57:25 >> Second.
09:57:27 >>YVONNE CAPIN: Moved by Councilman Miranda.
09:57:28 Seconded by Councilwoman Montelione.
09:57:30 All in favor?
09:57:33 Okay, it passes.
09:57:35 Opposed, none.
09:57:36 It passes.
09:57:36 >>BOB McDONAUGH: And a request again that was not on your
09:57:40 agenda but the YCDC has put up two candidates for approval
09:57:44 for membership, and they are Lisa Perada and Joseph -- and
09:57:53 you have their --
09:57:58 >> [Off microphone.]
09:58:01 >>CHARLIE MIRANDA: Second.
09:58:02 >>BOB McDONAUGH: Perhaps if I can say a couple things.
09:58:16 >> Thank you all.
09:58:17 >>BOB McDONAUGH: Thank you.
09:58:18 That conclude my report.
09:58:23 >>YVONNE CAPIN: [Off microphone.] information reports.
09:58:26 Mrs. Montelione.
09:58:27 >>LISA MONTELIONE: Thank you.
09:58:28 I just want to reflect on Ms. Young-Green's comments about
09:58:35 homelessness, and there was a story that appeared in the
09:58:43 times by a former Tribune reporter, and I point out that
09:58:50 talked about the reprioritization that the homeless
09:58:54 initiative made to the application causing a loss of
09:58:58 funding.
09:59:00 The three agencies that took the biggest hit were alpha
09:59:04 house, the spring, of which Mrs. Capin is on the board, and
09:59:08 the Salvation Army.
09:59:10 We received, all of us, I'm sure, received letters.
09:59:13 I received one, a copy of a letter that was sent to the
09:59:18 chair of the homeless initiative, the Tampa Hillsborough
09:59:20 homeless initiative, that outlined some of the impact.
09:59:29 And they are estimating approximately 179 men, women and
09:59:35 children are going to be put back into homelessness because
09:59:39 of the loss of this funding.
09:59:40 I urge everyone who is listening out there or here today to
09:59:45 contact every single one of the Board of County
09:59:48 Commissioners regarding their finding some funding to
09:59:55 replace what was lost.
09:59:58 The homeless initiative, Tampa Bay Hillsborough homeless
10:00:03 initiative has been -- I'm not sure how to describe did
10:00:06 relationship other than that they were taken in by
10:00:10 Hillsborough County.
10:00:11 They have office space within Hillsborough County.
10:00:13 And a lot of their direction has come from the staff and the
10:00:18 board.
10:00:19 So I'm hoping that a more transparent process can be put in
10:00:24 place for the continuum of care, whose meetings are closed
10:00:30 to the press, and that they will open those continuum of
10:00:34 care meetings to the press so that there can be a more
10:00:38 transparent process.
10:00:40 We did have a meeting with secretary Castro recently, and
10:00:48 while everyone in the room was there congratulating each
10:00:51 other about how well we work together and how wonderful
10:00:55 things are going, I brought up that we don't have any money.
10:01:02 And while the bored is putting all of their resources into
10:01:06 finding dominos for transportation, because they chose not
10:01:12 to put a sales tax on the ballot as a referendum for the
10:01:16 voters to vote on, we are struggling to make ends meet.
10:01:22 So if they would have maybe allowed the voters to vote in a
10:01:27 sales tax, maybe they would have money to put towards those
10:01:31 who are most needy in our community.
10:01:33 So we have been, as affordable housing advisory board,
10:01:38 begging for a funding source to help with affordable
10:01:44 housing, and housing for the rose of very low income and
10:01:52 have been told that transportation is taking priority.
10:01:54 So I'm not sure about those priorities when you are trying
10:02:02 to find and go through a county budget to enable people to
10:02:07 drive someplace but not willing to take the time to find
10:02:12 money to house those who are in critical need of housing.
10:02:16 So please contact the Board of County Commissioners and ask
10:02:19 them to find money in their budget for this.
10:02:22 As far as the City of Tampa goes, I have discussed with
10:02:26 Vanessa McCleary from our affordable housing division, and
10:02:30 she is working on about $100,000 that we have available and
10:02:36 putting it out for RFP and making it available hopefully to
10:02:41 these three agencies that lost so much.
10:02:43 It's not going to fill the hole but at least it's a step in
10:02:49 the right direction.
10:02:52 >>YVONNE CAPIN: Thank you for that.
10:02:53 And I will say all the agencies are of course very
10:02:56 important, but this spring in particular, these people, when
10:03:00 they come to the spring, are in danger, and many times in
10:03:07 peril of their life.
10:03:08 So we do need to make sure we can house them.
10:03:13 And I appreciate that, Councilwoman Montelione.
10:03:17 Anything else?
10:03:19 >>LISA MONTELIONE: No.
10:03:20 >>YVONNE CAPIN: Councilman Maniscalco?
10:03:22 >>GUIDO MANISCALCO: No.
10:03:23 >>HARRY COHEN: No.
10:03:26 >>MIKE SUAREZ: No, ma'am.
10:03:28 >>YVONNE CAPIN: Councilman Miranda?
10:03:29 And I have nothing else.
10:03:30 >> Move to file the documents.
10:03:36 >>YVONNE CAPIN: Moved and seconded by Mr. Miranda, seconded
10:03:39 by Councilman Cohen.
10:03:43 All in favor? Opposed?
10:03:44 We are adjourned.
10:03:45 Oh, 5:01 exactly.
10:03:52 5:01 exactly.
10:03:53 Again, colleagues, thank you for your support and your help.
10:04:04 >> (Meeting adjourned.)
