09:06:13 It's been a very difficult week in our country and we are

09:06:16 very grateful to our first responders who are here this

09:06:19 morning for our regular Police Officer of the Month.

09:06:23 You all are a reminder of how grateful we are to you.

09:06:27 We are going to be led in prayer this morning by the

09:06:29 Reverend Charles Evan Connolly, the director at St. Johns

09:06:34 Episcopal church and day school.

09:06:37 St. Johns Episcopal has played a vital role in the life of

09:06:42 Tampa since its founding in 1912 and we welcome you this




09:06:45 morning.

09:06:46 Please rise for the prayer and remain standing for the

09:06:48 pledge of allegiance.

09:06:49 >> Thank you, Councilman Cohen, for allowing me the

09:06:56 privilege of invoking God's presence among us this morning.

09:07:00 Let us pray.

09:07:07 The Lord our Lord is one Lord.

09:07:09 Almighty God, behold and visit we pray the cities of this

09:07:14 earth, especially the city, the City of Tampa.

09:07:18 Renew and strengthen the ties of mutual regard which form

09:07:22 our civic life and the leaders.

09:07:28 Guide us in eliminating poverty, prejudice and oppression so

09:07:32 that peace may prevail with righteousness and justice with

09:07:36 order.

09:07:38 Gracious God, send down upon those who hold elected office

09:07:41 in this city, the spirit of wisdom, charity and justice.

09:07:48 That with steadfast purpose they may faithfully serve the

09:07:52 citizens of Tampa and promote the well-being of all people.

09:07:56 Guide and bless this City Council that it may ordain for our

09:08:01 governance only such things for the glory of your name and

09:08:06 the welfare of your people.

09:08:13 of us assembled here this morning, the City of Tampa, and

09:09:00 present the police Officer of the Month is our Councilman

09:09:02 Charlie Miranda.

09:09:04 Miranda good morning, honorable members of Tampa City

09:09:22 Council, it is my pleasure this morning to be here with the

09:09:24 Police Officer of the Month.

09:09:25 Antonio Ortiz salvana.

09:09:38 I told you I was going give you a hard time.

09:09:41 You are either going to be bald or half bald.

09:09:44 Can't be both.

09:09:47 With what this Officer of the Month has done is

09:09:50 unbelievable.

09:09:50 I read his BIO.

09:09:52 As I was reading it, I said this would be the mod squad?

09:09:57 Could this be Rambo?

09:09:58 Could this be MADDOX?




09:10:01 Could this be Barnaby Jones?

09:10:05 Because his BIO is so long that I am going to let the chef

09:10:10 do the talking about it because he's unbelievable.

09:10:13 Like Mr. Cohen started this morning it's about the first

09:10:16 responders, no matter in this city, Orlando or anywhere else

09:10:20 in this country.

09:10:21 They are the ones that are going in when most of us are

09:10:24 going out.

09:10:25 And it's because of these fine men and women that this

09:10:27 country, it is what it is.

09:10:30 And although we have some that are not as good as others, we

09:10:36 have a preponderance in the United States all together for

09:10:40 one and that's for a better America.

09:10:41 And I want to thank officer Tony, as I call him now --

09:10:52 (Laughter)

09:10:52 As the Officer of the Month.

09:10:54 It's a pleasure to be here standing in front of council and

09:10:58 Chief Hamlin to now come forward and present your doings and

09:11:03 what you have done under badge 559.

09:11:05 And remember, Tony, it's one short of 560.

09:11:09 (Laughter).

09:11:10 >> A hard act to follow.

09:11:14 Good morning.

09:11:15 On behalf of chief Eric Ward.

09:11:19 I have no idea 30,000 people out there watching.




09:11:22 I'm a little nervous actually.

09:11:24 But Councilman Cohen, thank you for what you said.

09:11:30 The Tampa Police Department is doing.

09:11:32 Officer Antonio is a chief member of squad 231 and handles a

09:11:38 significant amount of narcotics complaints in district 2.

09:11:40 He's offered and served a large number of search warrants

09:11:43 with upon results and he takes it upon himself, each new

09:11:46 squad member, how to offer search warrants and expand their

09:11:50 knowledge base. This gives you a couple examples of what he

09:11:53 did.

09:11:53 On May 15th he offered a search warrant on a wanted

09:11:56 felon fled into a residence and drug paraphernalia seen by

09:12:02 the officers in plain view.

09:12:03 As a result he seized 14 grams of marijuana, 2 grams of

09:12:07 powder cocaine, pain pills and 550 in currency, and more

09:12:11 importantly two firearms.

09:12:13 The vehicle was also seized for forfeiture.

09:12:16 On May 16th he established probable cause to establish a

09:12:19 search warrant which resulted in for fit fuss of 5 504

09:12:23 grams of marijuana, 17,200 in currency and three vehicles.

09:12:26 On May 23rd, he developed probable cause and offered a

09:12:31 search warrant after receiving a complaint from animal

09:12:35 control and seizure of marijuana plants, marijuana, and

09:12:41 Smith and Wesson 9-millimeter handgun.

09:12:45 On May 26th he received a complaint about drugs, did not




09:12:49 have probable cause but he did what we call a knock on the

09:12:54 door, investigated, and he was able to gain enough probable

09:12:57 cause to issue a search warrant.

09:12:59 As a result he confiscated 36 grams of heroin, cocaine and 7

09:13:08 oxycodone pills.

09:13:09 Definitely saved some lives in that seizure.

09:13:13 Also a confiscation of guns.

09:13:15 This suspect had 8 previous felony convictions and is now

09:13:19 facing life in prison. In recognition of his outstanding

09:13:22 work and skills, officer Antonio Ortiz salvana has been

09:13:31 Officer of the Month for June 2016.

09:13:39 I'm Vinny Gericitano, president of PBA. Joining me is Abe

09:13:46 Carmack, vice president of the PBA.

09:13:51 I'm proud to say Tony is a member in good standing of PBA.

09:13:56 A great job you do in representing us.

09:14:08 Dan Mathis, chief of security at Straz Center.

09:14:11 If you don't mind, I would like to take just five second for

09:14:14 a moment of silence to remember and honor those victims of

09:14:19 the horrific tragedy in Orlando.

09:14:29 (moment of silence).




09:14:31 >> Thank you. I just want to say in light of what's taken

09:14:34 place, it should give great comfort to the citizens here in

09:14:40 Tampa.

09:14:42 This is near and dear to me.

09:14:43 I started my law enforcement career in 1989 with Orange

09:14:46 County sheriff's office.

09:14:47 And a lot of those individuals that I saw that were

09:14:51 impacted, the first responders, to that event, were friends

09:14:54 of mine.

09:14:55 And so it touched my heart.

09:14:57 And to see that extra effort, the extra level of

09:15:01 investigation, the extra level of commitment to what you do

09:15:08 touches everybody in this community.

09:15:09 On behalf of the Straz Center, my boss, president Judy Lisi

09:15:16 is in attendance this morning, we would like you and yours

09:15:19 to enjoy a night out at the Straz Center, dinner for two at

09:15:23 our wonderful restaurant and two tickets to the wizard of

09:15:27 Oz.

09:17:08 unwavering commitment to honor law enforcement not only

09:17:11 today but every day.

09:17:13 As Chief Hamlin exemplified earlier what you do for the

09:17:17 Tampa Police Department is unparalleled probably around the

09:17:20 world and just for the Busch Gardens community, our

09:17:23 community in Tampa, and myself personally, I would like to

09:17:25 thank you for that.




09:17:26 And now Tony -- I am not going to try his last name -- I

09:17:31 have had the privilege to work with Tony for probably the

09:17:33 last six or seven years of my career, and I can actually say

09:17:36 that I can see the personal and professional development of

09:17:40 Tony from when he began his journey into the seasoned

09:17:44 investigator that he has become and it really makes me proud

09:17:47 to see the work that he continues to do, not only for the

09:17:51 area that he works but he represents Tampa, and I truly

09:17:54 believe that he's going to be a shining star in the future.

09:17:58 On behalf of Busch Gardens, I would like to give you and

09:18:01 your family some tickets to Busch Gardens, and you are

09:18:05 welcome to come at any time.

09:21:47 I appreciate all the attention.

09:21:49 Everybody that knows me knows I don't like attention.

09:21:52 I do what I do.

09:21:53 I love what I do. And I would like to thank you all council

09:21:56 members for the gifts and I did not expect this.

09:22:01 I would like to thank everybody, my family, my squad, and

09:22:13 for me, everybody behind me, everybody that has worked with

09:22:16 me, a great department because of his leadership.

09:22:22 And chief, thanks for being here.

09:22:25 I worked with him the last few years.

09:22:28 And I'm a humble guy.

09:22:32 I do what I do because I like it.

09:22:35 I will continue to do my job for the city because I love

09:22:38 Tampa.

09:22:38 I have been here ten years now.

09:23:07 2016 men and women national garbage day?

09:23:10 Is that correct?

09:23:14 Mr. Reddick, if you could do that presentation for us, sir.

09:23:55 >>FRANK REDDICK: Good morning, council.

09:23:56 All the years I served on this council, it's the first time

09:24:02 I have seen whereof we recognize national garbage day.

09:24:05 >> About three or four years.

09:24:11 >>FRANK REDDICK: Okay.

09:24:13 It's an honor to stand here and recognize the department

09:24:15 that normally does not receive the type of recognition that

09:24:18 it deserves.

09:24:20 And we all realize what they are doing for our community,

09:24:25 they are collecting our garbage, recycling the items we put

09:24:29 out on the curb, and I just want to compliment you for all

09:24:33 the great things you do and that you should be recognized

09:24:37 more than just today.

09:24:40 To stand before you and present this commendation to the

09:24:45 Tampa department of solid waste and environmental program

09:24:47 management celebrates 2016 national garbage man and woman

09:24:54 day.

09:24:54 And it's not often that we have an award attached to solid

09:25:02 waste but it is wonderful that both recognize the men and




09:25:06 the women.

09:25:07 On behalf of Tampa City Council we would like to present

09:25:09 this commendation to you for the great work that you are

09:25:12 doing on the part of this recognition.

09:25:16 Congratulations.

09:25:42 for giving a few moments to recognize the outstanding men

09:25:46 and women of the solid waste department.

09:25:48 You often heard it said before.

09:25:50 We are the only department in the City of Tampa that still

09:25:53 makes house calls on a weekly basis.

09:25:56 So again I'm honored to receive this on behalf of the

09:25:59 department and the outstanding men and women and

09:26:02 professionals that you see behind me.

09:26:04 But also want to bring to the attention that although we

09:26:07 still make those house calls and you see our vehicles every

09:26:10 day, that's the glamorous side.

09:26:14 That's the sexy side of what we do, okay?

09:26:16 But keep in mind we also have an outstanding management

09:26:21 department that's been instrumental in ushering in new




09:26:24 businesses such as IKEA, Waterworks Park and all these other

09:26:27 great opportunities that come to Tampa.

09:26:29 We also have, although they are not represented today, our

09:26:32 MacKay Bay transfer station, our code enforcement team.

09:26:36 So you see what I really want to drive home is that the

09:26:39 solid waste department is a dynamic department.

09:26:43 And again we humbly thank you.

09:26:47 You see the men and women behind me.

09:26:49 But I guarantee the camera can't fit their hearts at this

09:26:50 moment in time, so we would like to thank you and again on

09:26:58 behalf of Mayor Buckhorn, chief of staff, Mr. Harrell and my

09:27:04 administrator, we would like to recognize this is a

09:27:06 competitive field bull we think want to continue to the best

09:27:09 department out here, and innovative services.

09:27:41 Every time she calls -- and she does the preponderance of

09:27:44 the work in the office -- I want to thank you for the quick

09:27:46 response and make sure the citizens of Tampa are getting

09:27:49 what they deserve, the good service.

09:28:01 could not appreciate it more.

09:28:05 gentlemen of your department do such a great job.

09:28:26 in the lobby downstairs, you know, I will mention something

09:28:30 to him, send him pictures of things.

09:28:36 You know, 24 hours what I have alerted him to is taken care

09:28:43 of.

09:28:44 It's an amazing service because especially we haven't talked

09:28:48 about illegal dumping in this forum in a while, but I think

09:28:54 at least in the areas that I had previously been complaining

09:28:58 about, it seems to have subsided a bit, and what does

09:29:05 happen -- and if I see it, I call you, and it's taken care

09:29:09 of right away, and I think that might be part of the reason

09:29:13 why it's not happening.

09:29:15 Because if you have something, you know, piled up there, you

09:29:19 guys know, other people add onto it, or somebody down the




09:29:22 block will do it, and before you know it you have got these

09:29:24 little mountains of garbage, you know, out on the street.

09:29:28 And if you pick it up, people don't have a tendency to keep

09:29:33 doing it or copying that behavior.

09:29:36 So I think it's a culture change.

09:29:39 And by your responsiveness that change is happening.

09:29:42 >> All right, we thank you.

09:29:43 Certainly appreciate it.

09:29:47 You know, we just did our Police Officer of the Month, and

09:29:50 of course most people see police officers out and about.

09:29:54 You are the second most visible group that people see.

09:29:57 And believe me, when you don't do your job, everyone on this

09:30:01 council knows about it.

09:30:03 And we don't get that many complaints.

09:30:07 The only time we get complaints on illegal dumping as

09:30:11 Councilwoman Montelione mentioned and that's something that

09:30:14 you always respond to quickly, efficiently, and you try to

09:30:17 get it out there as fast as possible.

09:30:19 We really appreciate everything you all do for the City of

09:30:21 Tampa, because without you, this city would look a lot

09:30:25 different and smell a lot different.

09:30:26 We appreciate it.

09:31:12 Good morning, council.

09:31:13 Judy Lisi is here this morning actually to make a

09:31:16 presentation to us about the annual state of the David

09:31:21 affidavit Straz Center for the Performing Arts.

09:31:23 But before she does that, I wanted to take a moment on

09:31:26 behalf of the city to present Judy with this commendation,

09:31:32 thanking her for really a lifetime service to our city.

09:31:38 And I would like her to read just a little bit of what this

09:31:41 commendation says.

09:31:44 As the Straz Center approaches its 30th birthday and

09:31:48 25th year under the outstanding executive direction of

09:31:52 Judy Lisi, it is with great pleasure and pride that Tampa

09:31:55 City Council would like to present this honor to you for

09:31:57 your visionary leadership and profound impact on the arts

09:32:01 and culture landscape of the City of Tampa.




09:32:04 In 1992, Ms Lisi assumed the CEO position of the Tampa Bay

09:32:09 Performing Arts Center, now the David A. Straz Center for

09:32:12 the Performing Arts.

09:32:14 Since then she transformed the institution into a

09:32:17 state-of-the-art performing arts complex with five venues,

09:32:21 rehearsal studios and conservatory.

09:32:23 This year she was recognized as the 2016 Florida diversity

09:32:27 and leadership conference whereby she was presented the 2016

09:32:30 most powerful and influential woman award, a well-deserved

09:32:35 tribute.

09:32:36 Judy is going to tell us today about what is in store for

09:32:41 the center in the future.

09:32:42 She's looking ahead and looking to a new master plan, and

09:32:46 it's a very exciting time for both the center, and I know

09:32:49 for her.

09:32:50 So thank you very much for coming this morning.

09:32:58 >> Judy Lisi: Really, I was overwhelmed because I was so

09:33:04 intent on my notes that kind of took my breath away.

09:33:07 So thank you so very, very much.

09:33:09 Yes, having been here almost 25 years, and just witnessing

09:33:16 what we saw this morning in this great community that we

09:33:18 have, and how precious these actors are to all of us and

09:33:26 witnessing what happened in our neighbor city, Orlando,

09:33:29 every day that we are here, we are able to serve in any




09:33:33 capacity, it's a privilege, it's a real privilege.

09:33:36 I think 25 years later how blessed my family and I were to

09:33:40 come to this community and spend our lives.

09:33:43 Thank you so very, very much.

09:33:45 My name is Judy Lisi.

09:33:47 I am president and CEO of the Straz send -- center and it's

09:33:51 always an honor to come before this body.

09:33:53 On behalf of everyone at the Straz Center, our Board of

09:33:56 Trustees, 700 volunteers, 60,000 students, and over 600,000

09:34:03 patrons, we thank you for your continuously support,

09:34:08 appreciate all the great work you do every day for our city,

09:34:11 and of course for your wonderful support and belief in arts

09:34:15 and culture, because it's arts and culture that bring out

09:34:19 our humanity and bring us all together, and you recognize

09:34:23 that and we are so very grateful.

09:34:25 It often plays a critical role in creating a dynamic and

09:34:30 And we are a not-for-profit organization.

09:34:35 We have year round programs and events.

09:34:38 And it's not only the largest perform arts center in

09:34:41 Florida.

09:34:41 It's the largest in the south.

09:34:43 And the 7th largest in the country.

09:34:45 And for Tampa to have been able to achieve that is quite

09:34:49 remarkable.




09:34:50 More than that, it creates a vibrant community, and 100

09:34:55 million economic impact.

09:34:56 And it makes our community a place where people want to see,

09:35:00 want to come, and businesses want to come as well.

09:35:04 So I'm supposed to do something with this now.

09:35:07 Let's see.

09:35:08 Here we are.

09:35:12 Okay.

09:35:13 Next.

09:35:14 So somebody take this.

09:35:18 And we are doing this without slides.

09:35:20 During our last season the Straz Center had over 600 that

09:35:24 you people.

09:35:26 We also understand that sometimes there are certain people

09:35:30 in our community that might not be able to afford to buy the

09:35:33 ticket.

09:35:34 And we are very sensitive to that.

09:35:36 So we contribute over 60,000 tickets a year to various

09:35:39 agencies, organizations, and schools to attend a live

09:35:43 performance.

09:35:43 We believe our performing arts center is here for everyone.

09:35:48 Our Patel Conservatory had 113,000 instruction hours force

09:35:53 61,000 students to honor on-site presentation, 30 education

09:36:01 outreach partnerships in the community.

09:36:02 We also awarded 389 arts education scholarships, totaling




09:36:09 almost $300,000.

09:36:10 One of our new initiatives this year has been to program a

09:36:14 portion of the Riverwalk.

09:36:15 Remember, we were like the first part of the Riverwalk, and

09:36:18 now we are catching up to the rest of the Riverwalk.

09:36:27 We added two permanent installations to the Straz Center.

09:36:30 One is the Ben harp that turned the Straz Center into the

09:36:35 world's largest musical instrument with its strings that

09:36:38 reach to the top of Carol Morsant hall.

09:36:43 And you can go there and play it.

09:36:45 Anybody can go and play it.

09:36:46 It's fabulous.

09:36:47 We also have initiated a few years ago the catastrophe in

09:36:52 the park and every year we blow the doors open and take all

09:36:57 of our Broadway and opera artists to Straz to the park in

09:37:06 partnership with the arts festival.

09:37:08 And thousands of people commented it's just a wonderful

09:37:11 event.

09:37:11 This year we had French photographer, faces of Tampa Bay.

09:37:18 He spent months going through Tampa and taking photographs

09:37:21 of many, many of our citizens, and it is just the most

09:37:25 diverse array of interesting faces, and these are who we

09:37:30 are.

09:37:32 We also brought from Australia the theater and they

09:37:37 construct the highly immersive installation we built this




09:37:43 city, and what their community is, and it was really

09:37:47 fascinating.

09:37:48 Finally, urban conduct came and created an interactive

09:37:54 public art experience.

09:37:55 And we plan to do many more of these.

09:37:57 The cube.

09:37:58 That's still there so people can still come and leave their

09:38:01 mark on it.

09:38:02 So arts education happens on our stages and in our

09:38:05 classrooms and extends to our community.

09:38:07 Throughout the school year we partner with 30 title 1

09:38:10 schools and community agencies to bring arts education to

09:38:13 our youth.

09:38:15 Really, otherwise they would not be reached.

09:38:17 Many of these students also receive scholarships to attend

09:38:22 camp.

09:38:25 Our goal is to extend this program throughout the region.

09:38:28 365 days a year, it is bursting with activity.

09:38:33 Students of all ages release their talent.

09:38:35 Whatever their goal, our students are building life-long

09:38:38 skills, and that really means more to us.

09:38:41 And we have many, many wonderful success stories.

09:38:45 I just want to read you a little one begun two extraordinary

09:38:50 individuals.

09:38:50 Nine years ago, a young lady Abigail Pfinsten won a




09:38:55 scholarship to study piano at the Patel.

09:38:58 Little did she know that her own innate talent would lead to

09:39:02 a discovery of performing arts.

09:39:04 >> Abigail Pfingsten: Sooner or later in our artistic

09:39:11 career I am going to establish a not-for-profit conservatory

09:39:14 for the performing arts.

09:39:15 I would like it to be a place where people with the

09:39:18 eagerness to experience the arts can go to regardless of

09:39:21 their financial situation.

09:39:24 I want my conservatory to be a home for children and adults

09:39:27 just like the Patel Conservatory at the Straz Center has

09:39:31 been for me all these years.

09:39:32 And, you know, that's legacy that these students are going

09:39:36 to take this and really reshape and rebuild all the

09:39:40 communities that they live in. Abigail will now be

09:39:44 attending Carnegie Mellon University, on a full

09:39:48 Tuition scholarship.

09:39:51 So that is so great.

09:39:52 And we have a special treat for you.

09:39:55 Do we have The Voice?

09:40:02 You know, we are so proud of our own Shalyah Fearing who--

09:40:08 placed in The Voice to finalists this season.

09:40:11 Come up, my dear.

09:40:12 We are so proud of her.

09:40:17 Yes, she's so wonderful.




09:40:19 And her mom is here, sister.

09:40:21 Four years ago, Shalyah enrolled at the Patel with eight

09:40:27 brothers and sisters in her family.

09:40:29 High quality music and theater would have been a challenge

09:40:32 to report.

09:40:35 She worked hard with training and performing in many

09:40:40 productions, with the lead in little mermaid, and another

09:40:47 graduate who has been a Broadway oh for many years, and we

09:40:52 are so proud.

09:40:54 Would you like to say a few words, Shalyah?

09:40:57 >> Good morning, everyone.

09:40:58 Thank you for having me.

09:40:59 I am so honored to be here.

09:41:02 Thank you so much.

09:41:05 I just want to share my experience that I had at the Straz

09:41:08 Center and why I was able to audition.

09:41:13 So I started my journey off at music matters, and I was

09:41:21 there for a while, and I left the school.

09:41:24 But I wanted to get into some musical theater so I started

09:41:28 looking at schools, and I found out there was one here in

09:41:30 Tampa, the conservatory, and I auditioned for little mermaid

09:41:40 and I got the part.

09:41:42 And from then on, I went over on stage one night and I did

09:41:46 that play, and there were so many people watching, thousands

09:41:49 of people screaming and clapping, and I knew that musical




09:41:55 theater is what I wanted to do in life.

09:41:58 So I kept auditioning for more plays, like Shrek and little

09:42:04 princess, and got a leading role in Shrek, and it has

09:42:12 changed my life being there.

09:42:15 I couldn't have been able to run on The Voice without the

09:42:21 experience I had, and I am forever grateful for that.

09:42:26 So thank you very much.

09:42:30 >> Judy Lisi: And we have many Shalyahs at the

09:42:39 conservatory.

09:42:40 >>MIKE SUAREZ: That's okay, we don't have the kind of set

09:42:46 that "The Voice" has.

09:42:50 >> Thank you.

09:42:51 And so now, you can stay here with me because this is really

09:42:55 about Shalyah, and every other young person coming up.

09:42:59 You know, the Straz Center, as we know, is going to be 30

09:43:04 years old.

09:43:05 It has always been a state-of-the-art conservatory.

09:43:08 The community did such an amazing job when it built it in

09:43:11 1987 and got a tremendous bargain, by the way, its huge

09:43:14 impact over the last 30 years.

09:43:16 But it is 30 years old.

09:43:17 And so we felt it was really time to take a look at how we

09:43:22 can create an arts center in our community for the future,

09:43:25 and so we were fortunate to get a grant to help us with a




09:43:30 new master plan for the next 20, 30 years, and the idea of

09:43:34 it is first to expand the conservatory because we have so

09:43:38 many other people that we would like to be able to come

09:43:40 there.

09:43:41 We have also reimagined the riverfront.

09:43:44 We want to make it open.

09:43:45 Our lobbies open to the whole community, not just if you

09:43:48 have a ticket, but we think want to welcome everyone in the

09:43:51 community.

09:43:52 We want to expand our lobby, our Riverwalk, and we need more

09:43:55 space for more events.

09:43:57 So we have a wonderful event center that will help us with

09:44:01 our arts program and education.

09:44:04 And so we can thank you, and hope that everyone in Tampa

09:44:10 knows that the Performing Arts Center we regard as the

09:44:14 gathering place for our community, and frankly this has

09:44:17 brought to home this week because everybody gathers during

09:44:23 that terrible thing in Orlando at their perform arts center.

09:44:28 So we like to think of ourselves as the hub of the

09:44:31 community, and just to make Tampa the best possible place

09:44:33 that we can be.

09:44:35 Thank you for all your support.

09:44:38 >>CHARLIE MIRANDA: Judy, as you well know, all this almost

09:44:44 never happened.

09:44:44 Then mayor Martinez and the community put it out to a vote,




09:44:48 if I recall, and guess what.

09:44:50 It failed.

09:44:51 They didn't want to spend the money.

09:44:53 And then mayor Martinez and later on govern Martinez, but

09:44:58 when he was mayor, it was critical to him and his staff to

09:45:01 say we are going to build this.

09:45:03 And he formed a committee to do what they had to do to get

09:45:06 it done.

09:45:07 And because of that, from that one mayor, that one person,

09:45:11 that says this has got to change, Tampa has got to change,

09:45:15 the result is you and the rest is history.

09:45:18 I just want to thank him and thank you and your staff for

09:45:21 doing what you have done for a long, long time, and when

09:45:26 countries are add odds, there's two things that changes,

09:45:29 sports and music performances.

09:45:31 As you well know, you were one of the first to bring in

09:45:34 certain groups from Havana, from Cuba, and last time I was

09:45:37 there at a performance at the Louise Ferguson hall, you are

09:45:43 concert bands from Cuba, and there was a sell oat out in the

09:45:46 performance.

09:45:47 I want to thank you for all the work you and your board and

09:45:50 your individuals that work under you have done at that

09:45:52 center for many years and continue.

09:46:01 To touch upon a couple of things.

09:46:04 I moved here 37-some-odd years ago from New York, and, you

09:46:10 know, looked around, and the first thing I was looking for

09:46:15 was the Performing Arts Center and I was thrilled to see

09:46:20 when you opened, when my son was born, you know, it's hard

09:46:26 for new parents to have time together and just get away for,

09:46:31 you know, a date night, and still be connected, and my

09:46:36 in-laws called.

09:46:38 They were still in New York.

09:46:39 They called the Performing Arts Center.

09:46:42 They purchased a series for us.

09:46:44 So they found a babysitter.

09:46:47 They called our neighbors.

09:46:49 And we were able to find, you know, that space at the

09:46:55 Performing Arts Center, you know, once a month that we can

09:46:58 get there, and it was very special to me.

09:47:02 So I have that memory.

09:47:03 And I have been there for all kinds of events.

09:47:06 I have been there when the city has had our dance recitals

09:47:11 there for our children who are in our recreation centers,

09:47:17 gymnastics, dance, I have been there for graduation

09:47:20 ceremonies, over the years, you are right, it's a very

09:47:25 inclusive place.

09:47:26 I have seen everything from heavy metal, hard rock, to opera




09:47:30 Tampa, and everything in between.

09:47:33 So it's just a really wonderful asset, and a joy to have

09:47:43 your leadership at that facility because you do a wonderful

09:47:47 job of making sure that we cover every activity that the

09:47:59 children have gone to see shows, and rows and rows and rows

09:48:02 of children in the afternoon enjoying a matinee, and some of

09:48:08 them may have never had that experience before and may not

09:48:11 again.

09:48:11 But it will be a special memory for them just as it is for

09:48:14 me.

09:48:17 And Shalyah, I have to get a picture of you.

09:49:58 What I will be handing a round isn't 1 through 4, but it's

09:50:02 something I went through with the county, bond issue for CSX

09:50:11 tracks, commuter rail.

09:50:13 What's kind of interesting is they have gotten a lot more of

09:50:17 my respect with this thing that Mrs. Murman is pursuing with

09:50:25 Lisa Montefry has brought up.

09:50:38 Items 1 through 4.

09:50:39 First, about the world garbage day, this got past your

09:50:46 radar.

09:50:46 There was no mention of world oceans day and oceans are very

09:50:49 important in the long run.

09:50:51 Garbage is important in the short run.

09:50:53 So anyway, that being said, it's too bad that Mrs. Capin

09:51:00 isn't here.

09:51:01 But to bring this to your attention, the DVD that came out




09:51:05 recently is called London is falling, and that actually did

09:51:11 happen.

09:51:11 It happened in Paris.

09:51:14 The American public was very much shielded from what

09:51:17 happened in Paris there.

09:51:19 Were about 8 or 10 separate attacks, it was a very military

09:51:25 operation, and what this movie does is now out on DVD, is

09:51:29 that it sets this in London, but it shows what actually

09:51:33 happened, put through a filter of fiction.

09:51:38 But it's nonfiction.

09:51:39 It really happened.

09:51:40 And this bears on item 1 a little bit.

09:51:44 This matter of -- this second amendment issue.

09:51:50 Item 1, police go out with open carry, and I have a little

09:51:56 bit of a feeling about that.

09:51:59 I feel a little disquiet even with police, because what if

09:52:05 they start shooting me, because it isn't just black people.

09:52:11 There are white people shot and they aren't doing much of

09:52:13 anything in the cross fire or something.

09:52:15 So the thing is that that's a thing that I don't know that

09:52:22 concealed weaponry needs to be changed.

09:52:25 I think it's only detectives that have that.

09:52:27 But a gay fellow testified at the county yesterday, and he

09:52:31 said he's going to start carrying a gun.

09:52:34 So, anyway, $2.4 million, just for 50 wounded people would




09:52:40 probably be 5 or 10 million in medical care, 100,000 each

09:52:49 The item about the parks I wanted to speak about because Mr.

09:52:51 Cohen made one error.

09:52:53 He talked about rowing and he said it's the best exercise.

09:52:57 It's actually tied with swimming.

09:52:59 And swimming is a prerequisite for rowing.

09:53:02 >>HARRY COHEN: I stand corrected, Mr. Tillou.

09:53:05 >> Yes, well, you weren't wrong.

09:53:10 So anyway, that have been talks about recreation, which is

09:53:18 really a little more than recreation.

09:53:22 >> Good evening.

09:53:48 I was born at Tampa General Hospital.

09:53:50 And I want to comment on 1, 2, 3 and 4.

09:53:56 I like 1, because we are showing that we represent both

09:53:59 sides of our city to represent the people, and we represent

09:54:02 our corporations also.

09:54:04 Because America stands on one.

09:54:10 And when I speak of America I speak of North America, South

09:54:14 America, Central America, I believe it says God bless

09:54:17 America, right?

09:54:18 All of them.

09:54:20 That means Canada, Mexico considers itself separate, they

09:54:27 are all still America.

09:54:29 As for the police officer, we do need some of our police




09:54:35 officers and we do need some of our officers.

09:54:40 I have seen how they want to place America, police

09:54:46 brutality.

09:54:46 We are not really the only nation carrying on brutality or

09:54:49 anything like that.

09:54:53 I like the solid waste thing, because if we didn't have

09:54:56 solid waste this town would be filthy.

09:54:58 Very filthy.

09:55:00 And like our city does, gratitude, and what they did last

09:55:10 week, I didn't get a chance.

09:55:13 I got on the D.O.T. about relations because we don't have

09:55:17 relations in the city.

09:55:20 We learned that in elementary school.

09:55:32 And that's not white.

09:55:35 That's not black.

09:55:36 That's so we really shouldn't even be -- we should all be

09:55:46 holding each other accountable, you know.

09:55:49 And since we are all like brothers, brother's keeper, hold

09:55:53 them accountable.

09:55:54 Isn't that true?

09:56:00 And continue to spread, now.

09:56:05 As for the Straz Center, I love the Straz Center.

09:56:09 I guess I was 12 years old.

09:56:11 I first went to the 4 H group, Boys and Girls Club.

09:56:18 I got to play the drums on stage.




09:56:20 So I did get to do something with the Straz Center and I

09:56:25 enjoyed myself.

09:56:26 And actually helped as a child going through foster care in

09:56:29 Tampa to cover a lot of stuff because we were dealing with

09:56:33 issues and stuff.

09:57:18 I'm glad to be here after TPD and Straz and solid waste.

09:57:27 I'm delighted to be here to talk about our stay and play

09:57:30 program.

09:57:31 What you have in front of you is some of -- some of our

09:57:37 flyers put out there for the kids to see.

09:57:41 So give us a call.

09:57:44 Make sure I get that froe part in there.

09:57:46 That's one of the most critical things.

09:57:53 We are really doing well at all of our sites.

09:58:00 And two pieces of data that I think you are going to be very




09:58:03 pleased when you see the first five days we have done this

09:58:07 so far, and that's the pool being open in two of those.

09:58:13 So last summer and all year round.

09:58:20 And we have 49,000 visitors.

09:58:26 As you recall, last summer, Mayor Buckhorn challenged our

09:58:35 department to come up with a six to midnight program for

09:58:39 teens.

09:58:40 My staff was phenomenal and they met that challenge.

09:58:47 We are doing in the nine centers last year, Copeland,

09:58:51 DeSoto, Dr. Martin Luther King, grant, Miller, Jackson

09:58:54 Heights, Spring Hill, and Williams.

09:58:57 And the three pools that we operate were Cyrus green,

09:59:02 DeSoto Park, and the Williams.

09:59:05 As I said last summer we had 16,000 visitors.

09:59:09 You can't measure 16,000 so we are very proud of.

09:59:16 That

09:59:16 Continuing the same play and -- stay and play program,

09:59:21 Copeland, Grant, Heights, Martin Luther King, Spring Hill.

09:59:26 Our program is doing well, 49,000 visitors.

09:59:31 Last Friday, schools closed at 3:30 and we opened stay and

09:59:35 play at 6:00.

09:59:36 So getting kids off the streets.

09:59:43 This year is free.

09:59:44 I want to make sure everybody knows that.

09:59:47 Stay and play program, we are going to repeat a lot of the




09:59:49 same things we did last year.

09:59:51 We are going to have the same centers.

10:00:03 We'll stay open as long as people are in the pools, we will

10:00:06 be keeping them open.

10:00:08 So we have Copeland, Dr. Martin Luther King, Cyrus green,

10:00:13 Williams park this year.

10:00:14 Every year, last summer, one of the key attractions was

10:00:21 Harvey. This year tall weekends, Chick Fil-A for one night

10:00:27 cruise.

10:00:27 We have a donor who wishes to remain anonymous.

10:00:32 And if there's anything missing the budget you all pass will

10:00:41 be able to cover it.

10:00:42 Again we'll have Tampa parks and police on-site so everybody

10:00:46 will feel safe.

10:00:47 And teens get a free rec card all year round.

10:00:54 And we are going to have certain programs, first time, for

10:01:04 kids to have say watch they want.

10:01:07 And the repeat programs, team building skills, arts and

10:01:12 crafts, dance and sports, and cooking, music production.

10:01:21 We are going to have skating, bowling, golf.

10:01:26 We have anti-bullying lectures this year.

10:01:28 We have stranger danger program by TPD, and it sound pretty

10:01:35 cool.

10:01:35 We are going do have special sports tickets coming in.

10:01:39 We are going to have intermural championships and again I

10:01:42 would like to welcome all teens 13 to 19.

10:01:51 pretty busy.

10:02:12 my house and is married to me who is constantly promoting

10:02:14 the fact we do not have swimming lessons for free for

10:02:18 children.

10:02:20 There's a few children that we know that are not children of

10:02:23 means, that don't have the ability to pay for swimming

10:02:26 lessons, and we know that the Y and ourselves, we do have a

10:02:30 limited amount of vouchers that we use.

10:02:33 Can you tell me what that program looks like this year on

10:02:35 this summer?

10:02:39 >>GREG BAYOR: Well, as a matter of fact, the county brings

10:02:46 their camp to our pools.

10:02:50 To put a statement out there, whenever possible, we'll find

10:02:54 a way to cover it.

10:02:56 So if somebody needs help, if we can't cover it we'll find

10:03:02 somebody will.




10:03:03 Just have them call and we'll get them in the program.

10:03:05 >>MIKE SUAREZ: Is it possible that we can maybe look at a

10:03:11 actual regular program that we can provide that -- not this

10:03:14 year.

10:03:15 Literally the ship has sailed this year.

10:03:17 But maybe at some point to figure out how we reach out to

10:03:20 get folks to make sure that they nobody how to swim?

10:03:23 I think being in a peninsula, being around so many bodies of

10:03:29 water, we know what happened with the child over in Disney.

10:03:34 Now that was not a swimming accident, but at the same time

10:03:36 making sure that the kid can go into the water even at two

10:03:40 years old to swim I think is extremely important.

10:03:43 Maybe we can look at that in the future, and I know you have

10:03:47 a very active mind on how to solve some of these problems in

10:03:51 a way that is not only budget neutral but sometimes we are

10:03:55 able to do it, and we'll talk more about that afterwards.

10:03:59 I hope that you will try to figure out how we might be able

10:04:02 to do that.

10:04:40 The child had a seizure in a pool.

10:04:43 We gave mouth to mouth until our fire and rescue got there

10:04:47 and took over for that.

10:05:48 and recreation, and the parks are going to be open, and you

10:11:28 elements of the WMBE program and the SBLE program.

10:11:36 And some of the frustration that I have had, both on this

10:11:44 dais and a former SBLE contractor, there's some substance I

10:11:52 feel that is lacking, because you go to the training, you

10:11:55 make the application, you get your certificate, and then you

10:11:58 get listed on a list, and that's pretty much the end of it.

10:12:03 >>MIKE SUAREZ: So are you saying you want more clarity on

10:12:09 More clarity on the result?

10:12:10 More clarity -- what is it that you are asking so that Mr.

10:12:55 So it would be my suggestion for you to watch that hearing

10:12:58 when the motion was made and the discussion was had so you

10:13:02 can get the essence of what each of the council members are

10:13:05 We have had many speakers during public comment from TOBA

10:13:09 and from other groups who have been asking for changes, and

10:13:12 one of them as a result of next week's agenda item.

10:13:16 So it's a matter of not my putting into words what all the

10:13:21 council members want, but you are looking at the hearing,

10:13:24 you are looking at the transcript, your understanding of

10:13:26 what the individual council members would like to see to

10:13:29 make the program better.

10:13:31 Because I wasn't the only one that had ideas.

10:13:34 We had other whose had ideas as well.

10:13:47 make sure he comes back with the answers we want, you know,

10:18:03 But administration and the mayor can.

10:18:07 So I would ask him to review this letter of May 25th,

10:18:11 2016, and discuss the points that TOBA has made in here, and

10:18:17 how the administration could respond or change policies as

10:18:21 they have requested.

10:19:19 members.

10:19:20 Sonya Little, revenue and finance.

10:19:23 The purpose of this workshop is to provide you with

10:19:28 information regarding our upcoming -- continuing preparation

10:19:35 for the FY 2016 budget year.

10:19:40 And if I can ask that the presentation be brought up.

10:19:53 To start out with, every year as we start to develop the

10:19:57 upcoming budget, we do provide a list of budget objectives

10:20:02 that we keep in mind as we are formulating the budget.

10:20:06 And this should be very familiar because it's a continuation

10:20:09 of our FY 16 budget objectives.

10:20:12 Creating jobs and growing our economy, protecting our

10:20:15 children, improving quality of life, improving our

10:20:19 infrastructure, retaining and rewarding our employees,

10:20:22 balancing budget without using reserves.

10:20:26 Streamlining regulatory and permitting processes.

10:20:29 >>MIKE SUAREZ: You don't put a lot in there, do you?




10:20:34 >>SONYA LITTLE: We try to capture it.

10:20:38 So to start out with as we typically do when we start to

10:20:42 talk about our mid-year budget workshop and so forth, just

10:20:46 to give you a recap, when we did this midyear for FY 16, our

10:20:51 current budget year, we provided you with the major economic

10:20:55 indicators for FY 16, and we recapped them for both Florida

10:21:00 and the Tampa Bay MSA in this chart.

10:21:03 But this time we have also done it for the FY 17.

10:21:12 Pretty flat across the board for the state and the Tampa MSA

10:21:15 when you are looking at all of the major economic

10:21:18 indicators, in particular for the Tampa Bay MSA, the

10:21:22 metropolitan statistical area for Tampa Bay, which includes

10:21:27 the Tampa St. Pete/Clearwater area.

10:21:30 You will see that we are still slated to stay relatively

10:21:35 flat.

10:21:36 The percentages that you see here, I just want to point out

10:21:39 are the increase over the prior year.

10:21:42 So if you take, for instance, for the Tampa Bay MSA for FY

10:21:47 16, 1.5% for population, that means 1.5% increase is

10:21:53 expected over FY 16.

10:21:56 The same for new housing starts.

10:21:58 Increase that equates to roughly just under 15% over FY 16,

10:22:06 job growth, whereas in '16 we were at 3.1% over 15.

10:22:12 We are looking at a 2% increase for the upcoming budget

10:22:15 year.




10:22:17 Personal -- personal income at 5.3 percent increase over 16,

10:22:22 and unemployment remaining flat at a 4.7% increase.

10:22:35 We have since I talked to you in may received from the

10:22:37 property appraiser's office the preliminary property

10:22:40 valuation for FY 17.

10:22:44 And we have had been notified of a 7.3% increase over FY 16.

10:22:50 So we are building that into our assumption as we start to

10:22:55 formulate the '17 budget, that that means that we have

10:23:01 property valuation of $28 billion for the City of Tampa,

10:23:05 which equates to property tax revenues up $153 million or

10:23:12 6.3% increase in property tax revenues over FY 16.

10:23:25 To take you through some of the challenges that we are

10:23:27 facing as we formulate the FY 17 budget, I have had the

10:23:31 opportunity to meet with each one of you individually and

10:23:34 thank you for that time.

10:23:36 So this is a recap for public purposes.

10:23:43 Just going to highlight some of the major challenges we have

10:23:45 had.

10:23:46 We have been talking about for years now our deferred

10:23:48 maintenance, and playing catch-up on what we lost, and then

10:23:51 we'll tab you through how we address that year to year.

10:23:54 Starting out with property taxes, we just talked about the

10:23:57 information that we just received from the property

10:24:00 appraiser's office, and just a note that we expect to

10:24:03 receive the final numbers from the property appraiser's




10:24:08 office on July 1.

10:24:09 So this is very fluid and moving.

10:24:11 So we'll adjust accordingly when we receive that

10:24:14 information.

10:24:15 But if you take a look in 2007 property tax revenue receipts

10:24:21 of $166.2 million at one of the highest points for the City

10:24:26 of Tampa. And then following the economic downturn in 2008

10:24:33 the amount of revenue that we lost over the year, we are

10:24:36 over $280 million in lost property tax revenues during that

10:24:41 time.

10:24:41 So again just trying to put things into perspective.

10:24:44 And then we'll move into how we address it.

10:24:49 One of the other areas that we frequently talk about is the

10:24:52 decline in our communications services tax.

10:24:55 Here, we pick up at 2009 because that was one of the highest

10:24:59 years.

10:24:59 I understand when it was first implemented, many years

10:25:04 beyond the 2009 that it may have been as high as 32 million.

10:25:09 But if you just take a look at 2009, and again the same

10:25:12 thing that we did with our table on property tax revenues,

10:25:16 and we add up what we have lost year over year, that's in

10:25:21 excess of $70 million.

10:25:23 For just that one revenue stream.

10:25:27 Some of the things that are a result of good things

10:25:30 happening in the city is the growth that we are




10:25:33 experiencing.

10:25:34 >>MIKE SUAREZ: Mrs. Little, before we go on, I apologize

10:25:36 for interrupting you, but on the communications services

10:25:39 tax, I know that the legislature has constantly load at

10:25:43 trying to take that money as a tax cut for all of the state.

10:25:49 It affects every city that's out there, as you know. Is

10:25:52 there any wind going around or any knowledge that you know

10:25:55 of that they are going to start attacking that again this

10:25:58 coming legislative session?

10:26:00 Or have you heard anything about that?

10:26:02 >>SONYA LITTLE: We have not formally heard -- and I

10:26:05 actually checked with our solicitors yesterday.

10:26:07 We have not formally heard everything.

10:26:10 But every year we anticipate that they will, because there

10:26:13 are rumblings every year, whether it's formally brought to

10:26:16 the table or not.

10:26:17 So we just anticipate that they will every year.

10:26:21 >>MIKE SUAREZ: I know after the last couple of years the

10:26:22 governor's office has promised to make it a net neutral

10:26:26 whenever they talk about this, that any lost revenue would

10:26:30 be coming back in another form from the state.

10:26:32 So thank you for keeping track of this, because obviously

10:26:36 this is just going to continue to shrink.

10:26:38 There's no way that we are going to be able to recapture it

10:26:41 unless there's some other movement by the legislature to




10:26:43 find a replacement for the communications services tax.

10:26:50 >>SONYA LITTLE: Yes, sir.

10:26:51 And we will keep you posted anytime we get additional

10:26:53 information.

10:26:57 So to keep up with the growth in our permitting and planning

10:27:02 areas, we all see that there is a tremendous amount of

10:27:06 construction underway within the city.

10:27:09 Our budget team has met with various departments throughout

10:27:14 the City of Tampa, all who have anything to do with

10:27:18 permitting, and planning to determine how we address the

10:27:22 increase in need to be provide the service.

10:27:25 As a result of those meetings, in the 2017 budget, we'll

10:27:28 consider creating 16 new positions to be divided between

10:27:34 planning and development, construction services, and our

10:27:37 water department in order to address the needs for the

10:27:42 increase in volume related to planning and development.

10:27:46 I want to also just point out that during that meeting we

10:27:49 are very mindful not only do we need to address the

10:27:54 increased volume but we need to be mindful of increasing

10:27:58 efficiencies city-wide and not work in silos.

10:28:01 So that was part of this large meeting, those discussions,

10:28:04 to determine how we meet those needs.




10:28:11 I am going to move more to the expenditure side now.

10:28:13 We talked about the two major revenue challenges that we

10:28:16 have.

10:28:18 On the expenditure side, when we provided the budget to you,

10:28:23 the midyear review back in May, we had actually adjusted

10:28:27 downward of what we thought would be the contribution to

10:28:31 both our pension funds.

10:28:34 Since that time, actually last week, we received the actuary

10:28:38 reports from both of the independent act actuarial

10:28:42 accounting firms that provide us with our annual required

10:28:46 contribution from the City of Tampa to both the general

10:28:49 employees pension fund, and the fire and police pension

10:28:53 fund, and we are actually kind of stunned when we received

10:28:58 those reports.

10:28:59 And we have some preliminary dialogue to get explanations of

10:29:03 what's going on with the two funds.

10:29:06 You will see here that for GE we are going from 13.8 to 18.5

10:29:13 estimated as far as our contributions to that fund alone.

10:29:17 The contributing factors we are being told is, number one,

10:29:22 there were some changes by the state legislature, the

10:29:28 mortality tables that had to be used when calculating the

10:29:32 required contribution.

10:29:33 That being one factor.

10:29:35 We have to use the same mortality table that the Florida

10:29:39 retirement system uses now instead of our own.




10:29:43 That's one factor.

10:29:44 The other factor is the actual performance of both assets

10:29:49 have not been as strong as it has in the past.

10:29:52 We have had some great, great performance with both our

10:29:56 plans, especially when we are compared to our peers, but

10:29:59 there's only so much you can do in the current market

10:30:03 environment.

10:30:04 So based on the mortality tables, asset performance, and

10:30:10 then thirdly changes in national accounting requirements as

10:30:14 to how we cattle cult our percentage of being funded.

10:30:18 And that's one thing that we are working through right now,

10:30:21 having continuously discussions with both accounting firms

10:30:25 to determine exactly what we use because we have ranges of

10:30:28 102% for GE all the way down to 82% funded.

10:30:33 So we need to iron out exactly what you use and why you use

10:30:38 it and we are having meetings to determine that.

10:30:40 >>MIKE SUAREZ: Go ahead, Mr. Cohen.

10:30:42 >>HARRY COHEN: So the good news is that we are fully funded

10:30:45 in some cases more than fully funded.

10:30:48 But also the good news I guess is that people are living

10:30:51 longer.

10:30:51 >>SONYA LITTLE: People are living longer --

10:30:55 >>HARRY COHEN: So we have to have more money set aside to

10:30:57 take care of them.

10:30:58 >>SONYA LITTLE: Right.




10:31:00 And if I can just take one quick second.

10:31:02 We are talking about the percentage funded with both of our

10:31:05 funds.

10:31:05 And I have up here for your review also the fire and police.

10:31:10 We had already adjusted for the midyear upward, our

10:31:14 contribution for fire and police in anticipation so 17 is

10:31:19 going to be a little bit higher based on the report that we

10:31:22 received.

10:31:22 So we were talking about --.

10:31:25 >>MIKE SUAREZ: And if I could, some of the dollars that you

10:31:27 are talking about is only a result of the action by the

10:31:30 legislature nothing that we have done either for or against

10:31:34 our own pension has created this problem.

10:31:38 There is a whole created specifically built legislature.

10:31:42 >>SONYA LITTLE: The large majority of it as a result of a

10:31:45 change in the mortality table.

10:31:46 But we also have a smaller component in the calculation that

10:31:49 was due to the market performance of both funds.

10:31:55 We did not perform as well as we have in the past, but

10:31:59 because we have had great performance for many years,

10:32:04 especially in our fire and police pension fund, we have had

10:32:07 great performance in our GE pension fund.

10:32:12 When they look at it over an average of five to seven years,

10:32:15 you know, those really good years kind of balance out the

10:32:19 bad years that we are experiencing now.




10:32:21 >>MIKE SUAREZ: And I guess my point is that we were looking

10:32:24 at a shortfall of maybe 800 that you to a million dollars as

10:32:28 opposed to, I think, 2.5 or something north of that.

10:32:33 On some of the pensions, different pensions.

10:32:35 You know, the idea is that we are performing well and have

10:32:38 performed well in the past.

10:32:40 Our pension funds are the envy of pretty much everyone in

10:32:44 the State of Florida.

10:32:45 And yet the legislature still, because of problems in other

10:32:49 jurisdictions and other cities, and for the most part the

10:32:52 state program, is always looking at trying to fix something

10:32:56 that we are not broken.

10:32:59 That's the thing that kills me, which is they keep stepping

10:33:02 into our playing field when we are already doing a pretty

10:33:06 good job with our pensions.

10:33:08 I just want to make sure that people understand, we and our

10:33:11 pension funds have been well managed for the most part, and

10:33:14 that any shortfall in large amount of shortfall is not from

10:33:18 us, it's from the legislature.

10:33:21 But thank you.

10:33:28 assumptions, if the metrics in which we take a look at to




10:33:36 determine performance, i.e., percent funded, percentage

10:33:40 funded for both of our funds, if we go down, we go down like

10:33:45 in a bloc and still remain in the top performing and those

10:33:52 in the low end will still move -- shift to the low end when

10:33:57 measured against all their peers.

10:33:59 So we are very well run, managed for both our pension fund

10:34:04 and because the City of Tampa has always on an annual basis

10:34:09 paid 100% of the annual required contribution.

10:34:13 We are in much better shape than many of our peers are

10:34:16 concerned.

10:34:17 >>MIKE SUAREZ: Thank you.

10:34:19 >>SONYA LITTLE: For health care, we continue to talk about

10:34:26 the benefits that we receive from some of the proactive

10:34:30 initiatives that the City of Tampa took starting back as

10:34:34 early as 2009 and '10, our wellness centers becoming

10:34:39 self-insured.

10:34:40 So even with the increases that you see here, we belief that

10:34:44 our increases are lower than they would be having not taken

10:34:49 that proactive approach.

10:34:51 However, it's still increasing.

10:34:55 And going from 16 to 17, from 56.9 to 62.6, it's still

10:35:04 impactful.

10:35:04 So we are watching and very cautiously considering how we

10:35:10 perceive, and in controlling our cost as it relates to our

10:35:15 health care.




10:35:15 >>MIKE SUAREZ: Mr. Miranda.

10:35:18 >>CHARLIE MIRANDA: Mr. Chairman, I appreciate what you are

10:35:20 saying, Mrs. Little, but in five years, in short five years,

10:35:25 roughly from 40% to 62.5%, a 40% increase on health care.

10:35:31 It's unconscionable.

10:35:34 Not only the city, the whole country is being savaged by

10:35:39 those individuals who just want to continue to get more,

10:35:43 make more, bottom line more.

10:35:46 Somewhere, somebody can make not 10 million but 20 million.

10:35:51 And that's what this is all about.

10:35:52 This is nothing more than the fleecing of the individuals

10:35:56 who can't pay.

10:35:58 And I explained to you when we met the other day, the same

10:36:01 company, one has a drug change, the other has a 90-day

10:36:08 supply.

10:36:08 And send the script to the wrong -- not for me -- it was

10:36:13 $440 at the drugstore price, and the same company on the 90

10:36:18 day supply for the same amount of bills was $105.

10:36:23 So that's what's wrong with this system.

10:36:25 It's not about us.

10:36:26 It's not begun the city.

10:36:27 It's about the whole country what's happening to us.

10:36:32 Unfortunately, the eye is not being kept on what's

10:36:35 happening.

10:36:36 And get reelected.




10:36:38 >>SONYA LITTLE: Yes, sir, thank you.

10:36:41 And we are doing our best to manage to the best of our

10:36:43 ability.

10:36:45 The costs associated with it.

10:36:52 Slide 11 provides you with a comparison of our 16

10:36:57 projections to our 17 for line by line.

10:37:01 But if you go straight to the bottom for both our general

10:37:04 fund and our utility services tax fund, for our projection

10:37:09 the increase is largely attributable to the increase of

10:37:12 property taxes, increase in sales taxes, but partially

10:37:17 offset by our declines in our communications services taxes.

10:37:27 Same information provided, but on the expenditure side for

10:37:30 both the general fund and the utility services tax.

10:37:35 Bottom line providing you with our total year over year

10:37:40 general fund expenditures.

10:37:41 So if you take those two totals, one from slide 11 and the

10:37:46 total from slide 12, and go here, this is the bottom line.

10:37:52 This is what everyone asked about, when we are talking about

10:37:56 balancing the budget.

10:37:57 In the midyear, review back in May, you have seen the first

10:38:01 column under FY 2016 projections where that bottom line,

10:38:08 return to fund balance,

10:38:09 We certainly want to be at least flat.

10:38:14 Certainly want to put as much back into the fund balance as

10:38:16 we possibly can year over year being that for several years




10:38:19 we were forced to tap our reserves.

10:38:25 For FY 17 based on the revenue and expenditure figures

10:38:31 received through June and taking those data points and

10:38:34 forecasting out where we are starting is at a 9.2 million

10:38:40 deficit when we are estimating our revenues of our

10:38:44 expenditures.

10:38:47 We have been striving for a long time, every time we came to

10:38:52 you and told you that we would have to use reserves to

10:38:55 balance our budget, we told you that the ultimate goal, of

10:38:59 course, would be to achieve fiscal sustainability, which we

10:39:05 did starting in FY 15.

10:39:09 Our projections for the FY 16 as you saw in the prior page

10:39:13 will be above zero and about 300 that you projected to date.

10:39:18 So we'll achieve fiscal sustainability there.

10:39:23 Our revenues will exceed our expenditures.

10:39:25 But it's the challenge every year.

10:39:27 It gets more and more difficult as those costs as you can

10:39:30 see from this graph the expenditures increasing at a higher

10:39:33 pace than our revenues are.

10:39:35 And we talk about all the ground we lost on the property

10:39:39 taxes, our challenges regarding our communications services

10:39:43 taxes, so even though we are increasing on the revenue side,

10:39:52 we have to be very, very careful moving forward and mindful

10:39:55 of how we proceed.

10:39:58 We need to proceed cautiously, and certainly being able to




10:40:02 encourage and manage our growth with our affordability.

10:40:08 So in my mind, this is one of the tables that I kind of keep

10:40:13 because it's critical that we manage, and that we maintain

10:40:18 our fiscal sustainability.

10:40:20 So some of the things that we are doing, taking a more

10:40:23 proactive approach and trying to improve efficiency, not

10:40:28 only just living within our means, but we are also taking a

10:40:32 look at the services that we provide throughout the city,

10:40:37 and what we charge or receive in the way of pavement for

10:40:40 those services, especially from private sector companies.

10:40:47 There are some cases in which we are thinking about we may

10:40:52 not be recovering sufficient amount of our costs, and we are

10:40:57 evaluating.

10:40:58 That we are going through all of our interlocal agreements

10:41:01 to determine the same so that we need to maximize and make

10:41:05 sure that city receives and recovers as much in the way of

10:41:10 costs for the services that we are providing, and I believe

10:41:14 that I mentioned to each one of you in our individual

10:41:18 briefings, just to give you an idea -- and we'll come back

10:41:21 with late greater information on this -- is our emergency

10:41:24 medical services, CMS is one area that we think that we can

10:41:29 have some improvement.

10:41:31 We took a look at our collections for our ambulatory

10:41:37 transport services, and our collections could be improved

10:41:41 from what we receive from our commercial health, and some




10:41:47 patient health care providers from the private sector.

10:41:50 So we hope to come back to you to go over a proposal, and

10:41:54 that's just one example of one of the things that we are

10:41:57 doing to make certain that we are improving our

10:41:59 efficiencies, and certainly making certain that the city

10:42:03 receives the appropriate reimbursements or costs associated

10:42:08 with the services that we provide.

10:42:10 >>MIKE SUAREZ: Mr. Miranda.

10:42:11 >>CHARLIE MIRANDA: On this utility service tax, Mrs.

10:42:15 Little, this is a tax that's collected on like house phones

10:42:20 and things of that nature?

10:42:21 >>SONYA LITTLE: Yes, sir.

10:42:22 >>CHARLIE MIRANDA: And I know we have had a downfall

10:42:25 because like many, I myself have taken out my home phone,

10:42:29 not for any other reason than economics, due to the

10:42:33 popularity of cell phones.

10:42:34 But is there any chance with all the construction that's

10:42:37 going on and building that this revenue may come closer to

10:42:42 be reality of projection, because those have not come in

10:42:47 yet, and it could be that possibly due to the amount of

10:42:51 growth in the city that it could happen that it comes a

10:42:54 little closer on the utility services tax?

10:42:56 >>SONYA LITTLE: The component that's the greatest concern

10:42:59 is one component of the utility tax, communication services

10:43:05 tax.




10:43:05 That's the one that has taken the dive, sir.

10:43:07 And you are exactly right, that is due to a decrease in use,

10:43:12 primarily use of land lines.

10:43:15 So we have to just wait and see how that data for now -- for

10:43:21 now we are conservatively projecting, because at best we

10:43:27 might stay flat for a little while, but as technology

10:43:31 improves and the communication companies figure out how to

10:43:36 circumvent under state law how we tax and of what we tax, we

10:43:41 expect that it will continue to decline.

10:43:43 >>CHARLIE MIRANDA: Very good invention.

10:43:50 Somebody loses.

10:43:52 >>SONYA LITTLE: Yes, sir.

10:43:55 Thank you.

10:43:55 So even with the challenges, just to continue to support the

10:43:59 objectives of maintaining fiscal sustainability for 16, we

10:44:07 are still projecting that we will be above the red line,

10:44:11 which is our 20% policy for fund balance at 24%.

10:44:15 And it will be our goal to stay very close to this also as

10:44:19 we build out the 2017 budget.

10:44:27 That's it on our general fund side, general government

10:44:30 side,.

10:44:32 For our enterprise fund, the same format where it's a recap

10:44:37 of what was provided for FY 16 and our midyear review.

10:44:44 Then forecasting out for 2017, and for parking, the

10:44:47 increase, decrease in the fund balance, I mentioned in the




10:44:51 midyear that the $1.1 million was not anticipated when we

10:44:55 built that budget over a year and a half ago, but because

10:44:58 revenues came in much stronger, we are able to use the

10:45:03 portion of that fund balance to address some of the

10:45:07 improvement needs to the system so they will have some

10:45:10 capital means for the fund balance.

10:45:12 So that's why you see a decline projected for forecast at

10:45:17 2017.

10:45:21 Our solid waste department, again the same information from

10:45:25 the midyear.

10:45:27 Major projects that they have to consider, 'n and particular

10:45:32 over the next couple of years we are building as much as we

10:45:36 possibly can the fund balance to support improvements to the

10:45:44 McKay Bay transfer station.

10:45:47 Wastewater and water.

10:45:49 You obviously know about our need to proceed with a plan, a

10:45:53 capital plan to replace our aging system, in particular the

10:45:57 pipes.

10:46:03 Ever same with water.

10:46:06 This capital improvement summary will be, as we move through

10:46:12 the preparation for 17, will obviously add one more year,

10:46:17 2021.

10:46:18 We are not there yet.

10:46:19 Again we are still plugging through everything in its

10:46:22 entirety.




10:46:23 But for right now, 17 through 20, we have on the books $312

10:46:29 million in CIP needs.

10:46:33 Some of which will be funded with debt with PAGO --

10:48:02 So when we come back in July, this plan will be broadened to

10:48:08 include all of the CIP.

10:48:47 copy of what is included in the breakdown of all these

10:49:07 And the word CIP came out.

10:49:11 I want all of us to understand especially those that are

10:49:13 viewing and those that are thinking about it, that money

10:49:18 doesn't last there forever.

10:49:20 It's not there to replace vehicles after 2026.

10:49:22 There is nothing left after 26.

10:49:24 Am I correct?

10:49:25 >>SONYA LITTLE: That's correct.

10:49:26 >>CHARLIE MIRANDA: So whoever is thinking about running for

10:49:29 office, if you are about 12 years old now and you are

10:49:31 thinking of making a big splash and wanting to take over the

10:49:34 government, that's fine.

10:49:35 But you are going to have to learn how to manage money very,

10:49:37 very well, because this is only the beginning of something

10:49:41 that could be much greater.

10:49:43 In 2026 there is no CIP tax.

10:49:46 There is nothing coming in.

10:49:47 Not only to this governmental but to the governments of the

10:49:50 other cities, and the unincorporated areas of Hillsborough

10:49:52 County.

10:49:53 So the monument of success is equal to the investment of




10:49:59 money that you have available.

10:50:00 In other words, you ain't got it, you can't build it.

10:50:03 And you can't buy it.

10:50:05 So you are looking at police cars and fire engines and

10:50:08 transportation costs, and anything that's got to do within

10:50:11 us purchasing something, it's based on that CIP tax.

10:50:15 And that ends.

10:50:16 And the reason that I am bringing this up -- because it was

10:50:19 mentioned -- but in my mind, when you look at of what is

10:50:23 called the transit tax, is it really a transit tax?

10:50:30 I am leaving it up to you all to answer.

10:50:32 Because I haven't seen anything that is outlined -- in every

10:50:39 media, they call it the transit tax, but it's not a true

10:50:43 transit tax.

10:50:44 And there is where the problem lies between the governments

10:50:47 and the people.

10:50:49 There's some disconnect in the way it's presented.

10:50:52 And this is just my opinion of one.

10:50:54 And what it's about.

10:50:56 In my opinion, it's almost like a continuation of the C.I.T.

10:51:01 tax because they sprinkle sugar everywhere so people will be

10:51:05 amenable to voting for it.

10:51:07 Tell them what it is.

10:51:08 Stay with it.

10:51:09 And let's roll it.




10:51:11 Let it go up or let it go down.

10:51:13 But if it's called a transit tax, then call it and explain

10:51:19 it as a transit tax.

10:51:20 It's not, in my mind.

10:51:22 If it's transit plus others, and other things that come,

10:51:26 because you can't run on a platform that says I'm for this,

10:51:31 but not knowing what in the world it is.

10:51:33 And there is where the problem lies.

10:51:37 And bringing out the facts and explain to the general public

10:51:42 what you are trying to have happen with all this half penny

10:51:47 sales tax.

10:51:47 In fact the half penny sales tax was the CIP tax and they

10:51:53 are back to the same half penny.

10:51:56 I am not against buying things for the people that need it.

10:51:59 Buying things that serve the public.

10:52:01 But you have to explain exactly like it is.

10:52:03 And we have done a very poor job of doing that.

10:52:06 That's just an opinion of one.

10:52:13 I think he would all agree with you in essence of what they

10:52:16 were trying to have been do with go-Hillsborough and had

10:52:38 So along those lines, with funding for our very much needed

10:52:44 CIP programs, council already approved the community

10:52:49 investment tax program where we'll have to come back with

10:52:54 the $50 million transaction.

10:52:56 The $95 million general government line of credit was

10:53:00 proposed as far back beginning discussions in FY 15, but

10:53:04 approved in FY 16.

10:53:07 We have delayed issuing that debt because we feel that it's

10:53:12 better for us to save on those interest costs, even off this

10:53:16 they would be in the 2 to 3% maximum range, because we have

10:53:21 cash on hand that we are earning less.

10:53:25 So we have been acting as our own bank, the City of Tampa,

10:53:29 the general government, to fund many of our CIP projects in

10:53:34 order to save on those interest cost savings.

10:53:37 We will be coming back to you fairly soon to be move forward

10:53:40 because now we are at a point where we can no longer serve

10:53:43 in that capacity.

10:53:45 So that will be coming.

10:53:50 Our total debt service again, keeping in mind preserving as




10:53:54 much capacity on the outer years, this assumes the debt that

10:54:02 you saw on the prior page, making certain assumptions have

10:54:05 been issued, we'll come back when it's actually finally

10:54:09 issued and update this table finally.

10:54:11 But just to give you an indication that as we move forward

10:54:14 with the issuance of debt, we are still being mindful of our

10:54:17 annual debt service payments, preserving the capacity in the

10:54:21 outer years.

10:54:24 As well as making sure that we are paying down our principal

10:54:29 at prompt reply as we possibly can an our outstanding debt.

10:54:35 Our budget calendar next, the mayor will actually present

10:54:40 the budget to City Council on July 21st.

10:54:44 I believe you have already formally authorized that date as

10:54:47 the mayor's presentation to council.

10:54:50 And subsequently, we are required to have two public

10:54:54 hearings on the proposed budget for FY 17.

10:54:58 We are still waiting to find out when the county and the

10:55:01 school board place their public hearings, and then we'll

10:55:05 proceed with recommendations for council to provide us with

10:55:09 the actual date.

10:55:11 >>HARRY COHEN: One of those hearings has to be at night and

10:55:15 one during the day or both at night?

10:55:17 >>SONYA LITTLE: I believe they are both at night.

10:55:25 22nd.

10:55:25 So to whatever degree we can at least look to utilize the

10:55:30 date on the 22nd, it will help us in terms of our planning.

10:57:20 the neighborhoods, and they are very distracting, in my view

10:57:24 very dangerous, and I want to thank Mr. Cohen for bringing
