05:03:25 We thank you for the opportunity to be here at this moment
05:03:28 in time.
05:03:30 Bless our council, our mayor, our administration, our
05:03:34 employees, and our wonderful citizens.

05:05:01 The second public hearing for the City of Tampa fiscal year
05:05:06 2017 budget, proposed millage rate of 5.7326 mills which is
05:05:14 4.9% more than the roll-back millage rate of 5.4645 mills.
05:05:18 Property tax funds are used to support the general funds,
05:05:20 operating budget of the city, this fund includes such
05:05:23 departments as fire rescue and police, human resources and
05:05:26 parks and recreation.
05:05:27 >>MIKE SUAREZ: Okay.
05:05:30 Mrs. Little, if you could give the city's presentation on
05:05:33 the budget.
05:05:33 >>SONYA LITTLE: Good evening, Mr. Chairman, council
05:05:40 members.
05:05:41 I would like to give you just a brief summary.
05:05:44 We have had a series of both budget workshops, individual
05:05:49 meetings, and also the mayor's presentation of the proposed
05:05:52 fiscal year 2017 budget, and for purposes of the public
05:05:57 hearing today, we are just going to highlight at a very high
05:06:01 level a summary of what has been presented over the course
05:06:04 of the series of meetings that we have had.
05:06:07 If I can ask the budget presentation be brought up, please.
05:06:24 Mr. We are with proposed or recommended FY 2017 budget.
05:06:29 You will recall our FY 2017 budget objective, and we talked
05:06:34 through over the course of the last several meetings.
05:06:38 A full detail and description of how we achieved each of
05:06:40 these budget objectives.
05:06:44 The FY 2017 recommended budget total is $905.9 million,
05:06:54 includes all of our city departments with general fund
05:06:59 comprising 41.1% of the total budget and our enterprise fund
05:07:05 comprising 38.8%.
05:07:07 Taking the general fund blue portion of the pay and breaking
05:07:15 that down farther gives you the budget for our general fund.
05:07:18 Broken out by public safety, central government, parks and
05:07:23 rec, public works, and economic development.
05:07:29 You are aware that we have presented the FY 2017 recommended
05:07:35 budget balance, still maintaining an amount of fund balance
05:07:43 greater than our 20% policy for the proposed budget.
05:07:49 And you just heard in the opening for the public hearing
05:07:53 maintaining the millage rate at 5.7326 mills.
05:08:01 On the capital side, the five you're plan which was part 2
05:08:06 of the budget book that you received on July 21st, a
05:08:11 summary of the 421 million-dollar five year CIP plan.
05:08:20 And if you recall the first pie chart which was the 905
05:08:27 million-dollar total city-wide budget, you take out the
05:08:31 green slice of that pie, you have $351.1 million for our
05:08:38 enterprise funds, and it shows you the allocable portion for
05:08:41 each of the enterprise departments.
05:08:50 And then to summarize again the city scorecards when it
05:08:53 comes to our rating having received 12 rating upgrades since
05:08:57 2011, four which were just received last month.
05:09:01 To put this in perspective, an AAA and AA rating is
05:09:09 equivalent to very high credit quality.
05:09:13 An A rating all the way down to a BBB rating is considered
05:09:18 medium credit, and the lowest or what the committee refers
05:09:23 to as junk bonds is double-D or less.
05:09:26 And here you can see that our scorecard among the three
05:09:29 rating agencies is that we are physically sound and in good
05:09:33 financial condition.
05:09:40 And then summarizing meeting the goal of our budget
05:09:45 objectives.

05:09:56 this time on the presentation of our budget for fiscal year
05:10:02 2017?

05:10:15 I'm Joseph Catano. I live up in the New Tampa area.
05:10:20 The mayor has proposed on his budget, when I was on council,
05:10:24 we bought a piece of land behind L.A. Fitness at County Line
05:10:28 Road and Bruce B. Downs for a fire station.
05:10:32 And they are going to build that at a cost of about $4
05:10:36 million.
05:10:37 Seems a little excessive, but I asked a number of times, we
05:10:43 need a police substation in new Tampa.
05:10:46 I know the policemen who have been on duty up there for
05:10:49 years.
05:10:50 They did have a place where they can go undercover if it's
05:10:53 raining for roll call.
05:10:55 But that has been rejuvenated gas station.
05:10:58 So they have no place to go other than WalMart's parking
05:11:03 lot.
05:11:03 And it doesn't look too good to see all your police officers
05:11:06 down on one corner having roll call.
05:11:10 It's just not fitting.
05:11:12 And on top of that, the mayor wants to put a playground next
05:11:16 to the fire station, across the street on County Line Road
05:11:22 which would be on the north side of County Line Road is
05:11:25 Pasco County.
05:11:26 And down the street is royal Hampton drive.
05:11:31 In '013 we annexed 440 townhome lots, single-family homes,
05:11:38 and they are building up there as fast as they can put them
05:11:41 up and they are all being sold.
05:11:43 And when you go down royal Hampton drive, there's a condo
05:11:47 there, 550 townhomes.
05:11:50 So with that and the houses in Grand Hampton, there's no
05:11:55 sidewalks.
05:11:57 There's a bicycle Lane, if you want to call it.
05:12:00 At this time white line on the side of the road.
05:12:02 About 6 inches wide.
05:12:04 It's not safe for people to be riding their bikes there.
05:12:08 And at sometimes at night there's a big orange strip in the
05:12:13 middle where you are not supposed to be driving.
05:12:14 You are going down, see somebody in the middle of the road
05:12:18 with their bicycle, because they got no place to ride.
05:12:22 And there's no place to walk.
05:12:23 If you want to walk to the store.
05:12:25 A lot of people don't have two cars in their family.
05:12:28 They got one.
05:12:30 And it's very, very dangerous.
05:12:32 First of all, we don't need a playground there.
05:12:35 It's not safe.
05:12:37 It's behind the shopping center.
05:12:39 And go down at 5:00 on County Line Road going west into
05:12:46 Pasco County.
05:12:46 The traffic is backed up all the way to Bruce B. Downs
05:12:49 Boulevard.
05:12:51 We don't need a playground.
05:12:53 We need a police substation.
05:12:57 I emailed the mayor and I emailed the president of the PBA.
05:13:02 So you have got to consider that.
05:13:04 It important.
05:13:05 We don't need it.

05:13:36 A resolution levying an ad valorem tax at the rate of five
05:13:36 and seven thousand, three hundred twenty-six ten thousandths
05:13:36 (5.7326) mills upon all real and personal taxable property
05:13:36 in the City of Tampa for the fiscal year 2017; authorizing
05:13:36 the mayor and city clerk to certify such millage; providing
05:13:36 an effective date.
05:13:48 Be it resolved by the City Council of the city of Tampa,
05:13:48 Florida:
05:13:51 Section 1.
05:13:53 That an ad valorem tax at the rate of 5.7326 mills to raise
05:13:53 the amount of money as fixed in the recommended operating
05:13:53 and capital budget of the City of Tampa for the fiscal year
05:13:53 commencing October 1, 2016, and ending September 30, 2017,
05:13:53 for the general fund for the maintenance and operation of
05:13:53 the City of Tampa is hereby levied as provided by law on all
05:13:53 real and personal property taxable for that purpose in the
05:13:53 City of Tampa.
05:14:21 Section 2.
05:14:22 That the mayor and the city clerk, as the proper authorities
05:14:22 of the City of Tampa, are duly authorized, empowered, and
05:14:22 directed to certify to the property appraiser of
05:14:22 Hillsborough County, Florida, the millage to be levied for
05:14:22 all purposes for the fiscal year 2017, in the City of Tampa,
05:14:22 to wit: 5.7326 mills, which exceeds the "rolled-back rate"
05:14:22 as defined in section 200.065 (1) of the Florida statutes,
05:14:22 by 4.91%, and to request the levy of the millage as set
05:14:22 forth upon all real and personal property in the City of
05:14:22 Tampa as above set forth, in accordance with the provisions
05:14:22 of the Constitution and laws of the State of Florida.
05:15:02 Section 3.
05:15:04 That other proper officers of the City of Tampa are
05:15:04 authorized to do all things necessary and proper in order to
05:15:04 carry out and make effective the terms and conditions of
05:15:04 this resolution which shall become effective immediately
05:15:04 upon its adoption.
05:15:21 Passed and adopted by the City Council of the city of Tampa,
05:15:23 Florida on September 21, 2016.

05:18:39 And if each Councilman doesn't spend all the money in the
05:18:46 budget, does that roll over at well?
05:18:50 >> We understand that to be the request and the intent.
05:18:53 And because of the nature of operating budget for city
05:18:58 purposes or governmental purposes, typically the plate is
05:19:03 wiped clean.
05:19:04 What we recommend in order to accommodate that request,
05:19:07 Councilman, is because at the time the budget is prepared in
05:19:12 June or July, we don't have any idea what the remaining
05:19:15 funds would be by September 30th.
05:19:18 You have already adopted the budget and there could be
05:19:20 subsequent expenditures by September 30th.
05:19:24 We would recommend of that we work with each one of your
05:19:27 offices to determine what the starting budget would be
05:19:31 taking into account your estimate.
05:19:33 So it accomplishes the same thing as far as the rollover.
05:19:37 >>FRANK REDDICK: As of September 30th if I have two or
05:19:41 $3,000 left in my account, that becomes zero as of October
05:19:46 1st.
05:19:46 >>SONYA LITTLE: Yes, sir.
05:19:48 It currently does.
05:19:49 What we would do for council in this case for FY 17, as we
05:19:53 do with all of our departments, is we would look to find out
05:19:56 if there were additional funds within the City Council
05:20:00 budget to determine if there were leftover proceeds at the
05:20:04 time a particular council member ran out of travel expenses,
05:20:10 for example, and regroup that way, and if we could not do it
05:20:16 with any of the City Council budget it would require a
05:20:19 budget amendment for FY 17 as we do with all of our city
05:20:23 departments.
05:20:25 However, for planning purposes for FY 18, I would recommend
05:20:31 that we, in order to accommodate this request, again work
05:20:35 with each one of your offices to make sure that a starting
05:20:39 point will accommodate the estimate for a rollover.
