09:06:33 of the Tampa community.
09:06:35 Fill them with grace and discernment as they make decisions
09:06:39 that will benefit the entire community of Tampa and continue
09:06:42 to remind us that all that we do here today, all that we
09:06:47 accomplish, is for the pursuit of truth for the greater good
09:06:51 and for the service of humanity.

09:07:27 We will start with the monthly report from the Tampa Heights
09:07:34 riverfront CRA, Shanna Drwiega.
09:07:45 I love that name.
09:07:46 >> Good morning.
09:07:47 Thank you for your time.
09:07:48 My name is Shanna Drwiega, the current chair of the Tampa
09:07:53 River Heights CRA.
09:07:54 I have a short update for you today regarding two things.
09:07:57 We are having our monthly meetings, and update from FDOT
09:08:02 regarding their work, and we are being provided with
09:08:06 information on progress, and we are also being allowed to
09:08:08 give feedback in particular the grant that impacts the
09:08:12 traffic flow in the CRA.
09:08:14 So we are just making sure that we are in communication with
09:08:17 them and providing feedback as things change and progress.
09:08:20 If in fact they do change and progress.
09:08:23 So we also have some ideas that we are giving to them to
09:08:28 help them figure out ways to beautify the overpasses and
09:08:32 make them a utility for the community and we are giving
09:08:37 them -- to make sure that they are fitting within the
09:08:43 community and they are being utilized to their best impact.
09:08:50 We also have several capital projects out there, projects in
09:08:52 the area -- and that includes the apartments.
09:08:57 We see that work is progressing and that's going to include
09:09:02 some road improvements and for some neighbors who use those
09:09:04 roads.
09:09:05 We are very happy to see that those improvements are being
09:09:07 made.
09:09:08 There is also site prep going on south of Palm Avenue, and
09:09:11 that's also encouraging to see, although I do believe that
09:09:17 any improvements will still take a while, but the site prep
09:09:21 is encouraging.
09:09:22 And there's ongoing progress which we hope will continue at
09:09:25 the armature works building.
09:09:28 That renovation is exciting for the community.
09:09:30 We look forward to having that as additional venue space,
09:09:34 and a place to meet and have restaurants and shopping and
09:09:38 more things nearby.
09:09:39 So that's definitely going to be a welcome addition.

09:10:02 Just a couple of dates that I would like to make sure people
09:10:04 have in their calendar.
09:10:06 Next Thursday, you should be receiving an invitation from
09:10:09 the Tampa Downtown Partnership.
09:10:11 They are launching their shuttle service.
09:10:15 And that's Thursday afternoon.
09:10:17 You should be getting an invitation anytime now from them.
09:10:27 Next Thursday.
09:10:35 You should also be receiving an invitation for
09:10:38 groundbreaking for the channel club Publix in the Channel
09:10:41 District next Friday, 10:00 in the morning.

09:10:46 And then this Saturday, from 11 to 3, we have the flavor of
09:10:51 West Tampa.
09:10:52 And there's a new location.
09:10:53 This year it's going to be at Al Lopez park, where formerly
09:10:57 it was at MacFarlane park so a bigger venue.
09:11:01 And hopefully that with a new venue, Tony Garcia will not be
09:11:06 able to find it and find the microphone.
09:11:09 I can't promise that.

09:11:20 We have of a celebration this week of 90 years for the Tampa
09:11:23 Theatre.
09:11:24 And hopefully we will have some representation from the CRA
09:11:30 board, City Council, at the Amalie arena this weekend to get
09:11:35 Mrs. Schueler to apologize for her bad comments about the
09:11:38 City of Tampa.
09:11:41 We have just finished the sidewalk project there in the
09:11:44 Channel District on 12th street getting ready to start
09:11:47 more infrastructure.
09:11:48 And the lift station construction on that will begin
09:11:52 probably within the next two weeks.
09:11:55 Ybor, the staff continues to work with TECO to replace the
09:11:59 arches which is something that the community feels is very
09:12:02 important.
09:12:02 And there is a listing of a lot of the activities coming up.
09:12:06 This is festival season.
09:12:10 There's really sewing going on almost every day in Ybor.
09:12:13 Drew Park, you are going to be looking at City Council to
09:12:16 approve an agreement with FDOT for the community marker
09:12:19 program, and that should be coming to you next week.
09:12:22 And East Tampa, we have been working assisting with be some
09:12:26 permit issues for the building on 34th street.
09:12:36 That completes my report.

09:14:02 environmental administrator for the district.
09:14:04 We appreciate the invitation to provide this board an update
09:14:07 on Tampa Bay Express.
09:14:08 >>YVONNE CAPIN: Thank you for being here.
09:14:10 >> I have organized this presentation based on the last CRA
09:14:14 motion and comments we received from your staff.
09:14:16 First, I would like to respond to the letter we received
09:14:19 regarding the economic impact of the Tampa Bay Express.
09:14:24 Then discuss the community working group that we created to
09:14:27 provide better input into the process.
09:14:30 And provide a brief update on the community amenities that
09:14:34 we have been coordinating with your staff.
09:14:35 Finally I am going to talk about the proximity of the
09:14:38 project for the Waterworks Park.
09:14:41 First to address your letter dated October 4, let me take a
09:14:44 couple minutes to discuss an important part of our project
09:14:46 development, environmental process that we are going to --
09:14:50 the update that we are going through now.
09:14:52 That involves the community impact assessment also known as
09:14:54 the social cultural effects analysis.
09:14:59 You asked us to pay for an analysis to analyze the economic
09:15:03 impacts of the Tampa Bay Express project on the surrounding
09:15:06 communities and redevelopment areas.
09:15:07 We will be performing this analysis as part of the community
09:15:10 impact assessment.
09:15:12 The community impact assessment focuses on the human impact
09:15:15 that you see here in the graphics.
09:15:18 As an important part of this analysis, the economic
09:15:23 analysis.
09:15:24 FDOT is committed to performing this analysis as part of the
09:15:28 PD and E update.
09:15:30 Economic impact analysis will not only address impacts to
09:15:33 major and local employers and industries but also the
09:15:37 economic development opportunities resulting prosecute the
09:15:40 new community amenities.
09:15:41 The economic analysis will identify potential impacts on the
09:15:44 local and regional tax base and property values.
09:15:48 This analysis will account for the effects on traffic
09:15:52 patterns, and parking associated with employment centers and
09:15:55 community services as well as access to businesses and
09:15:59 recreation.
09:16:04 It will include of a review of potential economic impacts to
09:16:06 the mobility needs of special needs patrons such as the
09:16:10 transit dependent population and the movement of freight.
09:16:13 FDOT will partner with the Tampa Bay regional planning
09:16:16 council to perform this analysis and take approximately six
09:16:20 months.
09:16:28 FDOT is creating a community working group to partner with
09:16:29 the community on a continuous two way conversation regarding
09:16:32 Tampa Bay Express -- I think I went too far.
09:16:38 I'm sorry, I forgot to skip a slide.
09:16:46 FDOT is creating a community working group to partner with
09:16:49 the community on a continuous two way conversation regarding
09:16:52 the Tampa Bay Express project.
09:16:53 This group will be comprised of residents, businesses, and
09:16:57 government agencies that will serve in an advisory role not
09:17:00 only during the PD&E update but also during the design build
09:17:04 construction phase.
09:17:05 Examples of some of the discussion topics include transit,
09:17:08 air quality, noise, cultural resource and community
09:17:11 amenities.
09:17:15 We will have two separate groups because each corridor has
09:17:18 unique characteristics.
09:17:19 One group will focus on section 4 and 5 and one will focus
09:17:23 on section 6 which is a downtown interchange and the
09:17:27 Westshore interchange.
09:17:29 Adjacent homeowners associations will be invited to identify
09:17:33 a primary and alternate representative to participate in
09:17:36 this process.
09:17:39 In addition, a member of the local chambers of commerce, and
09:17:44 CRA community advisory boards will be invited to
09:17:47 participate.
09:17:47 Likewise, local agencies with jurisdictions along sections
09:17:52 4, 5 and 6 will also be asked to identify a representative
09:17:55 to participate in the group.
09:17:57 Invitations will be sent in late November 2016 and the
09:18:01 kickoff we expect early 2017.
09:18:06 As a result of the design charrette process and in
09:18:09 collaboration with local agencies, FDOT has identified
09:18:12 several community amenities for further consideration.
09:18:15 We have been working with the City of Tampa and Hart to
09:18:18 better define what these amenities would look like and how
09:18:21 much they would cost to build and maintain.
09:18:25 As committed we reviewed the charrette information and
09:18:28 followed up our spring charrettes with the same workshop,
09:18:32 one in August and one in September.
09:18:34 Approximately 67 attendees completed 15 written comment
09:18:38 forms, and as you can see by the slide we received numerous
09:18:41 comments through interactive exhibits as well.
09:18:44 The comments range from requesting a no-build option to
09:18:48 great suggestions to supplement the amenities.
09:18:51 We will continue to work with Hart and the city to better
09:18:54 define the proposed amenities.
09:18:56 Additional workshops will be held in early 2017 to provide
09:18:59 feedback on these discussions.
09:19:02 Through the design charrette process these communities
09:19:06 identified several opportunities for design enhancement like
09:19:09 making the underpasses more pedestrian friendly by
09:19:11 providing -- by improving sidewalks, lighting and
09:19:14 landscaping.
09:19:16 Constructing attractive sound wall and designing stormwater
09:19:20 ponds with community features similar to the city's
09:19:23 stormwater pond at Martin Luther King Jr. Boulevard and
09:19:26 19th street will also be included.
09:19:28 So the following slides are going to highlight some of these
09:19:30 opportunities.
09:19:33 We are planning to elevate the interstate in this area to
09:19:36 enhance connectivity between Tampa Heights to Ybor Heights
09:19:40 and VM Ybor. This means I 275 will be on structure adjacent
09:19:45 to Robles Park instead of the existing configuration which
09:19:48 is at grade.
09:19:49 FDOT will reconnect Adelaide and Amalie streets for vehicle
09:19:54 and pedestrian and reconnect Plymouth and 26th street to
09:19:57 provide bicycle and pedestrian access only.
09:20:01 This design opportunity also enhances connectivity between
09:20:03 Robles Park and dural park.
09:20:07 FDOT will add park-like features under the interstate.
09:20:12 Your staff provided some excellent suggestions with some of
09:20:15 the amenities that could be provided in areas underneath the
09:20:18 interstate.
09:20:18 We will continue to work with the city and the community to
09:20:21 better define -- to better define this space.
09:20:28 Here is another great partnership opportunity that will
09:20:37 complement the city's investment in infrastructure.
09:20:40 Because of the proximity to numerous schools, facilities and
09:20:43 new development connectivity, and street corridor design are
09:20:47 especially important in this area.
09:20:49 FDOT is planning to elevate I-275 from North Boulevard to
09:20:52 the Hillsborough River, and the City of Tampa would like to
09:20:55 use the space underneath for special event parking
09:20:58 associated with Julian B. Lane park.
09:21:00 FDOT will reconstruct North Boulevard, green street and
09:21:04 Laurel street with bicycle and pedestrian amenities.
09:21:06 We are planning public realm enhancements under the viaduct
09:21:17 between northern downtown Tampa and Tampa Heights. Under
09:21:17 the current concept FDOT is planning to reconstruct all of
09:21:20 the bridges in this area. This includes increasing the
09:21:22 height of the structure, enhancing the lighting and
09:21:25 pedestrian connectivity underneath.
09:21:27 And adding recreation, marketplace and public art
09:21:30 opportunity.
09:21:32 We are working with your staff to develop a concept for what
09:21:34 might be included in this space.
09:21:36 Public plaza, marketplace, shuffleboard, small site soccer
09:21:41 are viable options suggested by the city.
09:21:45 The Tampa Heights greenway has been committed since the late
09:21:50 1990s and was reemphasized during the design charrette.
09:21:56 A portion of the greenway will be reconstructed as part of
09:22:00 the express.
09:22:01 The 12-foot greenway will run from Columbus Boulevard to
09:22:06 along I-275.
09:22:09 One of the last topics of discussion is Waterworks Park.
09:22:11 Your staff has asked us to better define the potential
09:22:14 impacts the TBX will have on major attractions such as
09:22:19 Waterworks Park.
09:22:20 This will be evaluated further during the community impact
09:22:24 assessment.
09:22:31 The proposed community complement the city's investment in
09:22:35 parks and recreation.
09:22:36 The greenway will enhance bicycle and pedestrian
09:22:39 connectivity through Tampa height, through Waterworks Park
09:22:42 and the Riverwalk.
09:22:43 Underpass Plaza we allow the city to utilize the other
09:22:49 underutilized area between Tampa Heights and downtown Tampa.
09:22:54 So as we move forward, there are many ways for the community
09:22:58 to stay involved in this project.
09:23:00 We still have our local office.
09:23:02 We are performing very small group presentations.
09:23:05 We are still on our second round of the library tours and
09:23:08 public workshops.
09:23:10 And you can follow us on our website and through social
09:23:12 media.
09:23:14 We have had at least ten meetings thus far with the CRA and
09:23:17 community boards to collect input on this study since June
09:23:21 2016.
09:23:22 As the concepts are refined, we will continue to meet with
09:23:25 these groups to get feedback on the project and answer
09:23:29 questions.
09:23:29 In addition, we plan on providing regular updates to this
09:23:32 board as requested.

09:23:50 >>FRANK REDDICK: When I read number 3, economic impact
09:23:57 analysis study on CRAs, I don't see where in that
09:24:03 presentation, none of this has to do -- nothing was
09:24:07 mentioned about the CRAs and what the economic impact will
09:24:11 be.
09:24:12 Would you explain that?
09:24:13 >> Sure.
09:24:14 So what we looked at when we are going to do the economic
09:24:19 impacts, we are going to look at impacts to employment, look
09:24:22 at effects on major and local regional employers and
09:24:27 economic land use, economic opportunities for business
09:24:29 expansion, and opportunities for contributions to the
09:24:35 economic activity.
09:24:36 We'll look at the tax base.
09:24:38 We are going to look at potential impacts on local and
09:24:40 regional tax base and effects on property values.
09:24:44 We'll look at travel patterns, project effects on travel, on
09:24:49 roads, serving employment centers.
09:24:51 We are going to look at business access.
09:24:53 We'll look at special needs patrons as well as mobility, and
09:24:58 we will work with those plans to ensure that our project
09:25:01 isn't in conflict with the CRAs or currently developing as
09:25:04 part of their community --
09:25:06 >>FRANK REDDICK: So basically as of of now, you have not
09:25:08 done an economic impact study.
09:25:11 Is that what you are saying?
09:25:12 >> That's correct.
09:25:13 What I am saying is we are going to be doing that as part of
09:25:16 our social cultural investment assessment.
09:25:21 It will take six months.
09:25:22 I don't want to commit to a date when that's going to start.
09:25:25 Probably early January.
09:25:26 >>FRANK REDDICK: Okay.
09:25:28 >>YVONNE CAPIN: So if it's early January, then by June?
09:25:34 >> By summer we should have the economic analysis.
09:25:37 And we will provide the results of that study.
09:25:39 >>MIKE SUAREZ: A couple of questions.
09:25:43 Please bear with me for a second.
09:25:45 When the Expressway Authority does a project, typically,
09:25:50 they are going to build it because they have got the money
09:25:52 to do it based on their tolls and they go out and usually
09:25:56 get bonds in order to build their roads.
09:25:58 Do you all approve the design, or structures that they do,
09:26:01 whenever it goes on an FDOT road?
09:26:05 >> If it connects to a DOT facility, absolutely.
09:26:09 But we all follow the same design standards when it comes to
09:26:13 design and road connectivity.
09:26:14 >>MIKE SUAREZ: The reason I ask that question is because
09:26:17 they are designing a road that is elevated, it's going to be
09:26:21 going through the Gandy area.
09:26:24 And, you know, that has an impact on the neighborhood.
09:26:27 And they are trying to minimize the impact by elevating it.
09:26:32 Has there been any studies about elevating the TBX within
09:26:37 275?
09:26:39 >> Are you talking about the complete Tampa Bay Express?
09:26:42 >>MIKE SUAREZ: Yes.
09:26:42 >> It would be cost prohibitive to do a structure of that
09:26:46 magnitude.
09:26:47 If you think about how an interchange would work --
09:26:52 >>MIKE SUAREZ: Let me interrupt you, you are saying the
09:26:54 only thing is cost.
09:26:56 >> No, no.
09:26:57 >> Well, you answered first that it's cost prohibitive.
09:27:01 Wouldn't you just say, hey, we don't have the money, we
09:27:03 aren't going to do it.
09:27:04 Do you have another analysis to say we can't do it but we
09:27:07 are going to analyze it anyway?
09:27:09 >> Well, everything that goes up has to come down.
09:27:11 I didn't want to get to engineering with you.
09:27:14 >>MIKE SUAREZ: That's pretty simple, I have to tell you.
09:27:17 >> So from a geometric, it becomes almost impact because you
09:27:24 are constantly bringing people up and down and you are going
09:27:27 to have to provide longer span of structures for these
09:27:32 movements, and we haven't studied a complete elevated
09:27:36 structure along the corridors.
09:27:38 We realize that probably wouldn't work.
09:27:40 It would require a lot more right-of-way impacts than we
09:27:44 currently have with the project.
09:27:45 >>MIKE SUAREZ: Maybe I am misunderstanding the project
09:27:48 itself, the TBX project, because I the idea was that you
09:27:53 would have people getting through the interchange quicker on
09:27:55 a toll road by virtue of the fact that it is a toll road,
09:27:59 and you are not going to have as many exits as you would
09:28:02 typically have on the interstate.
09:28:04 Is that correct?
09:28:05 So why would that have more of an impact if you elevated the
09:28:09 road versus what you are doing now, which is opening the
09:28:14 envelope and dealing with the neighborhood?
09:28:15 I'm just curious about the trade-off that you have.
09:28:18 I understand the cost.
09:28:20 Cost is one thing that, you know, we can't really haggle
09:28:23 about.
09:28:23 But in terms of the impact, why not do something which if
09:28:29 your direction is to start out near Bearss Avenue, somewhere
09:28:34 in that area -- and I am just recalling from some of my MPO
09:28:38 stuff that we got presented before and some of the things
09:28:40 that you all presented to us here -- why not have it, you
09:28:43 know, elevated from that area all the way until your first
09:28:47 exit, and continue to be elevated after that?
09:28:50 I'm just curious as to what that would be.
09:28:53 >> Well, if you are talking about the express Lane, we could
09:28:58 look at that.
09:28:58 But if you are talking about general purpose Lane, using
09:29:03 Bearss, for example, you would have to bring them back down
09:29:05 at Fletcher, Fowler, Busch, so you would have a continuous
09:29:10 roller coaster movement throughout the interstate which from
09:29:13 a safety perspective is not a wise idea.
09:29:16 >>MIKE SUAREZ: Actually it already feels like a roller
09:29:18 coaster, so I guess my point is that it does seem like if
09:29:23 the Expressway Authority can elevate a road, and they have
09:29:26 one, as you know, that goes east, and they have their
09:29:31 express lanes that go into Brandon, that's a shorter
09:29:33 distance, I think, than what you were planning with TBX, and
09:29:37 they have to do cost based on the number of tolls they
09:29:40 receive and then bond it.
09:29:41 I'm not sure why, when you are dealing with getting money
09:29:44 from the state on a project this large, why wouldn't there
09:29:49 be something you could do in a cost-efficient way that has
09:29:52 less of an impact on the neighborhood, and, you know, let's
09:29:55 face it, you do still have to buy land.
09:29:59 There's a cost for that, too.
09:30:00 So have you all ever did that kind of analysis to determine,
09:30:04 hey, look, we want to elevate this so that we have less of
09:30:07 an impact on the neighborhood, and what's that cost?
09:30:09 >> Let me see in our next update if we can provide a little
09:30:14 more information.
09:30:15 >>MIKE SUAREZ: And again this project has been on the
09:30:17 burner since, what, the 90s, if I recall my time frame
09:30:23 correctly, in terms of a plan, not necessarily exactly the
09:30:27 way it looks now but something like this.
09:30:30 I'm just surprised that an analysis like that has never been
09:30:33 done.
09:30:33 So if you don't mind, you know, taking a look at that,
09:30:36 coming back maybe.
09:30:37 I don't know if the MPO is looking at something like this.
09:30:40 But I would request, and I make this in the form of a
09:30:44 motion, do you think could you come back at our next CRA
09:30:47 meeting next month?
09:30:48 >> I would prefer to get back with you and give you a time
09:30:52 of that we can --

09:31:04 that's okay, to come back with an answer on an analysis of
09:31:09 an elevated TBX -- let me put it a better way -- elevated
09:31:15 toll road on 275 as opposed to the current plan.

09:31:25 I will say what we are looking at is the -- let me see if I
09:31:31 got this so I understand it.
09:31:33 We are looking at the economics of elevating the toll road
09:31:39 so that the tolls have got to equal what we will be -- what
09:31:44 we will be able to be bonded --

09:34:31 There is another vote at the MPO on TBX in June.
09:34:35 So it's very important, I think, that that economic analysis

09:34:44 There is at least eight months between now and then and it
09:34:48 would seem that would be really important information to
09:34:50 have as the project moves forward.
09:34:54 And I think that vote will take place in June sometime so it
09:34:57 should be before then.
09:34:59 My question, I wanted to get back to the Howard Frankland
09:35:03 bridge for a minute.
09:35:08 There were two public hearings scheduled for the purpose of
09:35:11 people expressing themselves about their interest in the way
09:35:15 the Howard Frankland bridge is rebuilt and those were
09:35:18 canceled in light of the decision not to expand -- not to
09:35:24 take away one of the regular Lanes.
09:35:26 My question is, how quickly are those going to be
09:35:30 rescheduled?
09:35:32 And how quickly do you think that you will have answers
09:35:34 about the different options that exist in terms of the
09:35:38 reconfiguration of the bridge?
09:35:40 Because I think that the conversation about the bridge is
09:35:46 really much larger than just the issue of the Lane.
09:35:48 I think that the issue of whether or not there's going to be
09:35:51 right-of-way for transit option now that FDOT has bought the
09:35:59 space for multimodal center in the Westshore area, does it
09:36:02 make sense to wait till phase 2 to build the actual
09:36:06 right-of-way to encourage transit?
09:36:08 Is there going to be any kind of pedestrian or bicycle
09:36:12 crossing on Howard Frankland like there is on Courtney
09:36:15 Campbell which has been so successful?
09:36:18 And also the question of what the bridge is actually going
09:36:21 to look like.
09:36:24 Because one of the things that concerned me about a lot of
09:36:26 the renderings is we have this opportunity to build
09:36:28 something that could become a symbol for the entire region,
09:36:32 you know, the way the Golden Gate bridge in San Francisco or
09:36:35 the sunshine skyway right here in our own area, and really
09:36:39 the only renderings I have seen are just expressways across
09:36:42 the water.
09:36:43 And I wonder when we are going to have a chance to weigh in
09:36:48 on that, because that was certainly part of what I want to
09:36:51 talk about at the public hearing about the bridge.
09:36:53 And I know that there's so many people out there.
09:36:57 Councilwoman Montelione and I are part of the regional
09:37:01 transportation leadership groups of the MPO, and the other
09:37:04 people from Pinellas and Pasco County, they are, you know,
09:37:08 passionately interested in these same questions, and they
09:37:11 are asking questions about pedestrian and bike connectivity
09:37:16 and they are asking questions about how we are going to
09:37:18 symbolically marry Pinellas and Hillsborough County and the
09:37:22 City of Tampa, city of St. Petersburg.
09:37:24 So when are we going to get to really start talking about
09:37:28 that?
09:37:28 >> Unfortunately, I adopt have an answer today.
09:37:32 We are looking at ideas.
09:37:33 We are looking at concepts.
09:37:36 We are going through the process of relooking strategies as
09:37:40 the secretary pointed out in his letter.
09:37:42 And there will be a future date that we will be able to give
09:37:45 you a more certain time frame but today I can't give it to
09:37:48 you.

09:38:25 and it doesn't include all of the things that people are
09:38:28 looking for.
09:38:29 So I would encourage you to have it sooner rather than

09:39:00 telling me they want to go to the moon, to Mars, and come

09:39:05 And you have got roads are all congested, you can have more
09:39:12 traffic congestion.
09:39:14 You have -- I don't think the message that we are sending,
09:39:20 it's so convoluted, I don't think nobody knows what the hell
09:39:24 is going on.
09:39:25 That's just my opinion.
09:39:26 I mean, you have meetings.
09:39:30 And the meetings that come up, you are planning and that's
09:39:35 how you should do it, but the public is just saying, what
09:39:38 are we going to do?
09:39:40 Where is going from point A to point B to point C coming
09:39:44 around to point D?
09:39:45 There is no answer.
09:39:46 I have heard from downtown to the airport around, Howard
09:39:51 Frankland, to St. Pete airport, around St. Pete to
09:39:54 Clearwater and back.
09:39:56 And I hear roads and I hear elevation, and I hear road toll
09:40:00 Lanes.
09:40:01 And we have five airliners that are going to New York full
09:40:04 but in order to make it efficient we are only going to send
09:40:07 four.
09:40:07 And the public is just saying, what is going on?
09:40:13 So I don't have an answer because I am not involved in
09:40:16 transportation.
09:40:17 But I can tell you it's very, very confusing to sit here and
09:40:23 listen to what the public is saying on the street, and we
09:40:30 are spending time and doing very little as far as getting it
09:40:35 done.
09:40:36 In my opinion, planes don't travel too well on roads, buses
09:40:40 don't fly too well and neither do elevated expressways.
09:40:44 You have to have something to solve the problem.
09:40:46 And none of that solves the problem.
09:40:48 It just creates more of a problem.
09:40:51 You get a cold, you go to the doctor to try to get rid of
09:40:55 the cold before it becomes pneumonia.
09:40:58 The problem here we have a case of pneumonia and still treat
09:41:01 it like it's the flu.
09:41:02 It doesn't work.
09:41:03 And the things that I sit back -- I haven't said a word in
09:41:07 months on this.
09:41:08 I just listen.
09:41:09 And it's amusing to me, the things we throw out.
09:41:12 And it takes courage to come here and anywhere else and make
09:41:16 a presentation.
09:41:17 And not knowing exactly what the whole ramification is from
09:41:21 all the agencies to get things done.
09:41:23 And I applaud you.
09:41:25 I really do.
09:41:27 Because you are a better person than I am to come here and
09:41:29 say all those things.

09:41:31 And I have nothing but admiration for you and your

09:42:12 we have all over this country -- it's completely already
09:42:17 overfilled with automobiles.

09:42:28 They don't want to move because they love it so much I
09:42:31 guess.
09:42:31 It's just something that there is no definitive answer to
09:42:35 solving this problem.
09:42:37 And I wish we could solve on something and tell the public
09:42:40 here is all the plans, take it or leave it.
09:42:43 If you want gridlock, you already have it.
09:42:45 If you don't want gridlock, this is what it is.
09:42:48 But we don't have that.

09:42:57 when they planned their subway they had a population of
09:43:02 100,000 people and they planned it for millions which is not

09:43:17 I believe it will be a combination of different means of
09:43:22 transportation in order to satisfy what the public needs.

09:44:10 citizen that attend the newly established CRA on a religious
09:44:16 basis.
09:44:18 Just recently, there was disturbing events where a developer
09:44:25 came to a CRC panel to discuss a new development of 37, 40
09:44:31 units of apartments or condos in the king street area and
09:44:37 these units are going to be sold for $300,000.
09:44:42 I'm real concerned about those types of developments because
09:44:44 there is no doctrine or plan for balanced development
09:44:50 consistent with existing population in that area.
09:44:53 So they are going to be building these $300,000 units right
09:44:56 next to $50,000 homes.
09:45:00 There are other municipalities, that have a model to
09:45:07 maintain some sort of balance with these type of
09:45:10 developments.
09:45:11 And I'm here to urge this council to assist the CRAs or be
09:45:18 supportive in allowing them to get their action plan in
09:45:24 place, requiring this sort of balance in terms of the
09:45:31 population being moved because they can't afford to live in
09:45:35 their community as historically established.
09:45:39 Another concern that I have basically is with the developers
09:45:44 are providing the bare minimum anytime there are
09:45:48 adjustments, and the zoning requirement of bus stops and
09:45:51 what have you.
09:45:52 In this one particular case they said we are going to put a
09:45:55 bus stop to offset for the type of development.
09:45:58 And the problem is no buses run in that particular area.
09:46:02 So we need legislation to encourage them to be part of a
09:46:07 balanced development of affordable housing as well as high
09:46:11 end.
09:46:12 So if the high end real estate wants to live next door to
09:46:15 people with $606,000 homes, then let it be.
09:46:18 But that's one of the issues that we have.
09:46:20 Also, another issue, I have a newspaper article from the
09:46:25 "Tampa Bay Times" on the 6th where the housing,
09:46:32 affordable housing contractor was convicted for receiving
09:46:37 kickbacks from $6.2 million.
09:46:40 So a real concern about the removal of all of those tenants
09:46:44 in the West Tampa area, all the contracts, everything that's
09:46:48 been negotiated, not having people shipped out.
09:46:52 So we really need to take a look at what's really going on
09:46:55 with the planning, the zoning and all these sort of things.

09:47:37 environmental engineer.
09:47:38 And in the course of that, I have become very concerned
09:47:41 about some things.
09:47:42 But first let me -- I have things prepared here.
09:47:46 And this is one of my handouts for next week.
09:47:51 But first, aviation fuel, that's from last week.
09:47:58 What goes with that is 48,000 gallons.
09:48:01 Gallons is a volumetric measure, 7.5 gallons per cubic foot.
09:48:06 It can be converted 7 pounds per gallon to weight. In any
09:48:13 case, you are talking like 48,000 gallons.
09:48:15 And they are in the vicinity of say Thomas Jefferson high
09:48:21 school.
09:48:21 But more importantly, more often it goes over numbers of
09:48:27 cars on Hillsborough.
